RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO REQUEST THE TEMPORARY CLOSING OF STATE
ROAD 5 (BISCAYNE BOULEVARD) FOR THE PUR-
POSE OF CONDUCTING THE MIANI GRAND PRIX
AUTO RACE.
WHEREAS, at the meeting of flay 11, 1982, the City
Commission approved Resolution No. 82-373 authorizing the
City Manager to neqotiate an agreement with Miami Motorsports,
Inc. to conduct an auto racing event in Miami; and
PIHEREAS, on June 14, 1982, the City of Pi.ami
entered into a license agreement with Miami DIotorsports, Inc.
to stage the Miami Grand Prix auto race; and
WHEREAS, in order to conduct said event it is
necessary to temporarily close a portion of State Road 5,
Biscayne Boulevard; and
P:HEREAS, the City must secure a permit from the
Florida Department of Transportation to temporarily close
Biscayne Boulevard: and
WHEREAS, a condition for the receipt of such a
permit obligates the City to: assume the responsibility for
traffic control and any liability claims arising from or
based upon the activities of this event; restore any Depart-
ment of Transportation property damacTed by the holding of
said event; hold the Department of Transportation harmless
for damaaes to the City or Licensee in the event the permit
is halted by legal action; and
WHEREAS, the Licensee is required by the terms
of said Agreement to obtain and keep in force an insurance
policy for public liability and property damage; and
t^:IIGREAS, said comprehensive liability coverage
to he provided by the Licensee is in the amount of not less
than twenty million dollars ($20,000,000.00); and

WHEREAS, the City of Miami and State of Florida
will both be an additional named insured under the liability
policy; and
WHEREAS, the maximum .limits to which the City can
be held liable are one hundred thousand dollars ($100,000.00)
for any individual claim and two hundred thousand dollars
($200,000.00) total for any one incident:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the City Manaqer is hereby
authorized to sign the attached request for permit to
temporarily close State Road 5 (Biscayne Boulevard) in order
to enable the Miami Grand Prig: race to be conducted.

ATTACHMENT A
To provide the State DOT with further assurances t
that the requested permit will be in the Public interest,
the City agrees to the following:
F
1. Any damages occurring to DOT property or facilities as
a result of this event, shall be restored in accordance
with DOT specifications and in a manner satisfactory to
the DOT.
2. That the State DOT will be an additional name insured on
the insured on the insurance policies required under
Paragraphs 47-48 of the license agreement between the
City of Miami and Miami Motorsports, Inc.
3. That in the event of cancellation of the permit due to
Court action or other reason beyond State DOT's control,
State DOT will not be liable for any losses or damages
to the City or the licensee arising therefrom.
ATTACHMENT B
The area of US-t/US-41 (Biscayne Boulevard) requested for closing is from SE 2nd Street
(Chopin Plaza) north to N.E. 8th Street and shown on the attached drawing. A detour
route will be provided on Brickell Avenue at S.E. 7th/8th Streets and at N.E. loth/llth
Streets on Biscayne Boulevard. Final detour and signing plans are presently being
prepared with the City of Miami Police and Public Work Departments. These plans will be
submitted to Florida DOT for final approval.

Attachment C
The Miami Grand -Prix is scheduled to be run on Saturday and
Sunday, February 26 & 27, 1983. The request for closing
Biscayne Boulevard (US-1/US-41) is from 7 p.m., February
25 to 6 a.m., February 28, 1983.
Construction of roadway modifications (as shown in Attachment
D) within the race area will be accomplished during a two
month period prior to the closing of Biscayne Boulevard.
None of the proposed construction will require roadway
closure. Construction procedures will follow the "Manual
of Uniform Minimum Standard for Design, Construction and
Maintenance for Streets and fiighways" for the State of
Florida.

Attachment D
Repairs and alterations to roadways, medians and sidewalks within
Florida DOT rights -of -way on Biscayne Boulevard are indicated as
the following_ locations. Construction of these modifications will
be completed by January 1982 without closing the street and
following FDOT construction and maintenance of traffic procedures
as outlined in the construction manual. The proposed roadway
modifications will be submitted to the FDOT district permit
engineer for approval.
Construction areas will include:
A) Widen the existing driveway on northbound Biscayne
Boulevard south of the City of Miami Auditorium.
B) Construct median modifications across Biscayne
Boulevard to allow access for existing developments
fronting on Chopin Plaza and to provide outbound
access for emergency and service vehicles from
Bayfront Park during the race weekend.
C) Construction of modifications to the median in
Biscayne Boulevard between N.E. 5th and 6th Streets
to provide safer race course geometrics and future
improvements for access to the Port of Miami.
Barrier walls section and fe ncina will be brought onto Biscayne
Boulevard durin(, night-time hours and placed along the curb face
during the 3 wee• k, peried prior to the race. Cross street inter-
sections will remain open until the closure of Biscayne Boulevard.
The openings will allow vehicular and pedestrian access to and
from the Boulevard. openings will also be provided along Bayfront
Park at street intersections/pedestrian crosswalks. Adequate
safety measures will be provided to warn motorists of the barrier
wall sections.
Pedestrian bridges will be constructed over Biscayne Boulevard at
night on Thursday }February 25, 1.982.

Attachment E

The schedule for restoration work within Biscayne Boulevard
rights -of -way will be accomplished within one week after
completion of the race weekend. The restoration work will
comprise:
A) Removal of barrier wall sections and fencing and
B) Return of the median modifications at Chopin Plaza
if required since the Downtown Component of Metro -
rail (DCM) will be under construction immediately
following the racr within this block.
All other construction made prior to the race will be re-
tained as permanent roadway features. The pedestrian bridges
will be removed at race completion and prior to Monday
morning opening of Biscayne Boulevard.

It is recommended that the City
Commission authorize the City
Manager to sign a request for
the temporary closing of a state
road, namely Biscayne Boulevard
(State Road 5), in order to
conduct the Miami Grand Prix
race, per the attached resolution.
On May 11, 1982 the City Commission approved Resolution
No. 82-373, authorizing the City Manager to negotiate an
agreement with Miami Motor Sports, Inc. to conduct an
auto racing event in Miami on February 26 and 27, 1983.
The license agreement was subsequently executed June
14, 1982. In order to stage the race, it is necessary
that a portion of State Road 5, Biscayne Boulevard be
closed. The State of Florida, Department of Trans-
portation requires that a permit for the road closing
be obtained from them by the City of Miami.
As part of the standard permit request, the City would
be required to assume all responsibility for traffic
control and any liability claims arising from or based
upon the activities of this event. By state law the
City's liability is limited to one hundred thousand
dollars ($100,000.00) for any individual claim and
two hundred thousand dollars ($200,000.00) total for
any one incident.
In turn, the City has sought protection in the license
agreement insurance requirements. The licensee is
required to indemnify, hold harmless, save and defend
the City, its officers and employees against any and
all claims, liens, liability, loss or damace and also

required to obtain and keep in force a liability policy
in comprehensive form in the amount of not less than
twenty million dollars ($20,000,000.00) combined single
limits for bodily injury and property damage. The City
and the State are to be additional named insured under
the policy.
It is recommended that the City Manager be authorized to
sign the permit request for the closing of Biscayne
Boulevard for the race, since the liability coverage and
obligations of the licensee far exceed the limits to which
the City will be exposed to litigation.
