WHEREAS, sealed bids were received November 5, 1982
for CHARLES HADLEY PARK - REDEVELOPMENT; and
WHEREAS, the City Manager reports that the bid of
L.G.H. Construction Corp. for the base bid of the proposal plus
additive alternate items E3,4,5,6,7,9,10is the 1west responsible
bid, and recommends that a contract be awarded to said firm;
and
�%THEREAS, the Cani.tal imnrovements appropriation
Ordinance No. 9353, as amended, was adopted on November 19, 1981,
and monies are available for the proposed amount of the contract, -
project expense, and incidentals, from the account entitled
".Manor Park - Redevelopment", as set forth under Section
IX.B.ii.19 of said ordinance;
NOW, THEREFORE, B" IT I:ESOLVED BY THE C0I1^1ISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The November 1, 1982 bid of L.G.11,
Construction Corp, in the proposed amount of $600,932 for the
project entitled CHARLES HADLEY PARK - REDEVELOPMENT, for the
base bid of the proposal plus additive alternate items #3,4,5,
6,7,9,10, based on lump sum prices, and unit prices is hereby
accented at the price stated therein.
Section 2. The amount of $609,932 is hereby allocated
from the account entitled "Ilanor Park - Redevelopment" to cover
the cost of said contract.

Section 3. The additional amount of $42,695 is hereby
allocated from the aforesaid fund to cover the cost of project —

Section 4.. The additional amount of $12,198 is hereby

Section 5. The City Manager is hereby authorized to
enter into a contract on behalf of The City of Miami with L.G.H.
Construction Corti, for CHARLES HADLEY PARK - REDEVELOMENT,
base bid of the nroposal plus additive alternate items Y,13,4,5,
6,7,9,10.

The Department of Public Works and the
Department of Parks recommend adoption
of the resolution accepting the bic of
L.G.H. Construction Corporation received
November 5, 1982 for the base bid of the
proposal, plus additive alternate items
numbers 3, 4, 5, 6, 7, 9, 10, in the
amount of $609,932; and authorizing the
City Manager to enter into a contract
on behalf of the City of Miami for
CHARLES HADLEY PARK - REDEVELOPMENT.
Bids were received on November 5, 1982 for CHARLES HADLEY
PARK - REDEVELOPMENT. This project includes renovating the
swimming pool and recreation building; renovating the ball -
field and constructing racquetball courts; and general
sitework, including earthwork, planting, fencing, walkways,
and entrance plaza.
As reflected in the tabulation of bids, the $609,932 bid of
L.G.H. Construction Corporation is the lowest responsible
bid for the base bid plus additive alternate items numbers 3,
4, 5, 6, 7, 9, and 10.
Funds have been allocated under the account entitled "Manor
Park - Redevelopment" for the estimated amount of the contract,
for project expense, for such items as advertising, testing
laboratories, and postage.
Forty-two contractors and subcontractors picked up plans and
specifications; 5 contractors submitted bids. The regular
list of contractors to receive invitations to bid was extended
to include an additional 14 black contracting companies. No
black contractors submitted bids.
The architect's estimate was $750,000.

Recommendation:
The Department of Parks has conducted several meetings in response
to a request made at the City Commission Meeting of November 4 by
Mr. Raymond Ray on behalf of Hadley Park patrons interested in ex-
panding the tennis and racquetball facilities at the park. As a
result of the low bids received on November 5 by the Department of
Public Works, we have sufficient funds to go out for a second bid
package that will include: two tennis courts, two racquetball courts,
lights and a number of other minor improvements.
With respect to the recommendation by the Department of Public Works
to accept the bid by LGH Construction it is important to note that
it is this low bid that permits us to construct these additional fa-
cilities. Also, as important is the fact that the Parks Department
has been advised by the State of Florida, Department of Natural Re-
sources that the Hadley Park funding may be lost if the funds are
not committed and construction begun before December 31, 1982. This
is because the Federal Government is recapturing all uncommitted funds
For this reason, the Parks Department strongly recommends that the
award of bid to LGH Construction be placed on the December 9, 1982,
City Commission Agenda.
Background:
As a result of the May 1980 Civil Disturbances, the United States De-
partment of the Interior announced on October 28, 1980 the approval
of a $600,000 grant in aid from the Land and Water Contingency Fund
for improvements to Gibson and Charles Hadley Parks. In addition, a
state contribution of $300,000 and a like contribution in City of
Miami franchise earnings for a total investment of $1,200,000 for im-
provements in these two parks.
Of this amount, $200,000 was spent on ballfield improvements at Gibson
Park. These improvements were completed well ahead of the December 31,
1981 project termination date. The more substantial development of
Hadley Park was not completed by that date. Consequently, the State

The Parks Department and the City of Miami have expended considerable
effort,time and money in the design development process for this park.
Numberous public meetings were held and every attempt was made to pro-
vide for public input into this process. To encourage minority parti-
cipation, a pre -bid conference was advertised and, subsequently held
on November 1, 1982 for the express purpose of encouraging minority con-
tractors to bid on the project. Unfortunately, no such contractors at-
tended and no minority contractors entered bids. All efforts should be
made to encourage minority contractors to participate in the Phase II
development if the funding extension is approved by the Federal Govern-
ment.
