A RESOLUTION ACCEPTING THE BIDS OF EASTMAN
KODAK COMPANY AT A COST OF $33,567.00 AND
ENFIELD 3M BUSINESS PRODUCTS AT A COST OF
$2,195.00 FOR FURNISHING MICROFILM
EQUIPMENT TO THE OFFICE OF PENSIONS AT A
TOTAL COST OF $35,762.00; ALLOCATING FUNDS
THEREFOR FR011 THE PRIOR YEAR RESERVE FUND;
AUTHORIZING THE CITY MANAGER AND THE PURCHASING
AGENT TO ISSUE PURCHASE ORDERS FOR THIS
EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received September 21, 1982 for the furnishing of Microfilm
Equipment to the Office of Pensions; and
and;
WHEREAS, invitations were mailed to 20 potential suppliers
WHEREAS, funds for this purchase are available in the
prior year Reserve Fund; and
WHEREAS, this equipment will be used by the Office of
Pensions for the purpose of ameliorating the overwhelming records
conditions and to provide a record keeping program which meets the
standards of the State Bureau of Archives; and
WHEREAS, the City Manager and the Office of Pensions
recommend that the bids received from Eastman -Kodak Company and
Enfield 3M Business Products be accepted as the most advantageous
bids to the City;
NOW, THEREFORIE, BE IT RESOLVED BY THE COM11ISSION OF THE

Section 1. The September 21, 1982 bids of Eastman -
Kodak Company at a cost of $33,567.00; and Enfields 314 Business
Products at a cost of $2,195.00; for furnishing iIicrofilm
Equipment to the Office of Pensions at a total cost of $35,762.00
are hereby accepted with funds therefor hereby allocated from the
prior year Reserve Fund.
Section 2. That the City Manager is hereby authorized
to instruct the Purchasing Agent to issue Purchase Orders for this
Equipment.

Pursuant to public notice, sealed bids were received September 21,
1982 for furnishing Microfilm Equipment to the Office of Pensions.
Invitations were mailed to 20 potential suppliers and 5 bids were
received as per the attached tabulation. Six (6) "No Bids" were
also received.
This is a regular purchase of equipment to be used by the Pension
Office to microfilm and maintain the records of Miami City General
Employees' Retirement Plan and the Miami City Employees' Retirement
System. The current records condition in this office is overwhelming
and the proposed microfilming program meets standards set by the
State Bureau of Archives and State and local legislation.
Funds for this purchase are available in the prior year Reserve Fund.
The Office of Pensions concurs with this recommendation.

Prior year Reserve Funds.
The low bid of Enfields for items 1-3 does not
meet specified requirements of the coding systems,
one-step retrieval, camera style and dual
reduction ratios. The 3 M product requires pre-
sorting of records to be filmed and has an
unacceptable warranty. Low bids for items 4 and
5 are Eastman -Kodak Co. and Miami Microfilm
Services, respectively. These are not recommended
in favor of the bid by Enfields for item 5,which
is a single piece of equipment that does the
job of both, allowing faster and more accurate
production. Low bids for items 6 and 7 by
Eastman Kodak is acceptable. Low bids on items
8-11 are also not recommended because of the
unacceptable warranties, unacceptable copy
qualities, and their limited durability for
record -keeping of the volume required.
