WHLRLAS, the Department of Off=Street Parking has conducted ihternal studies which indicate that the feasibility of a multi -use parking facility on the Players State Theater site at Plain Highway and Charles Avenue in Coconut Grove is worth pursuing; and WHEREAS, Secretary of State George Firestone has indicated that the State of Florida, owner of the site, is interested in cooperating; and WHEREAS, the Off -Street Parking Board has committed $15,000 as 500 of the estimated cost of a detailed feasibility study required to issue revenue ponds; and WHEREAS, the City Commission is supportive of efforts to alleviate potential parking problems in the Coconut Grove Village Center; NOW, THEREFORE, 13C IT RESOLVED-BY_THE COMMISSION OF THE CITY OF,MIAMI, FLOROIA; Section 1. An amount not to exceed $159000 is hereby allocated from the Contingent Fund as SOo of the proposed cost for a detailed feasibility study of a multi -parking facility on the Players State Theater site at Main Highway and Charles Avenue in Coconut Grove, contingent on the Off -Street Parking Board providing the remaining 5010' of the cost. You should be aware that our office has not yet approved the legislation in connection with Item A on tomorrow's agenda, although there has been a proposed resolution distributed in connection with this item. City Manaclet u31scT Feasibility Study: Players State Theater Site Rog er M. arjlton, i it cto Off StreAl Pa kiCg 661 �r�tment It is recommended that the City Commission approve an allocation not to exceed $15,000 to match a like contribution by the Off -Street Parking Board for initiation of a feasibility study for a multi -use parking facility located on the vacant site north of Players State Theater., per the attached resolution. Background Members of the Commission may remember that approximately two years ago a study was prepared by Joe Rice, Professional Engineer, which reflects that a parkins; only facility would not be successful. Since that tire, the development of Coconut Grove has accelerated, utilization of the Theater has increased, and the concept of multiple use of garages including retail and commercial space appears to support initiation of a new study. Approximately six months ar,o, Mayor Terre was contacted by Secretary of State George firestone to determine if the City was willing to enter into a cooperative arrangement with the State of Florida leadinc7 to the construction of a parking facility. The State expressed a willingness to either transfer or lease the available site on a long term basis. The Department of Off -Street Parking completed an internal feasibility study which reflected that this project was worth pursuing;. As a result of that study and further discussions on the part of the Off -Street Parking Depart- ment and City staff with representatives of Players State Theater, the Off -Street Parkin,; Board committed $15,000 as 50 percent of the estimated cost of a detailed feasibility study which is required to issue revenue bones. Pursuant to Commission action, the Off - Street Parking Authority intends to qualify consultants, conduct interviews, select a consultant and negotiate a contract to be brought back to the Commission. Page 1 of 2 A Number of actions would possibly be required to ensure the feasibility of this garage. The first is that the transfer of development rights as outlined in the New Zoninq Ordinance 9500 would be necessary. The second is property owners with small parking lots contiguous to their stores should be given zoning approvals to develop their properties after entering into long term leases for space in the facility. The third is that a special assessment district may be necessary in the early years to ensure the facility's feasibility. = Conclusion Based upon the preliminary study by the Department of off -Street Parking, the rapidly accelerating development of Coconut Grove and the willingness of the State of Florida to provide a prime site, it is recommended that the City Commission approve the recommended allocation. It is further requested that this item be added to the City Commission agenda on planning and zoning of December 16, 1982. z
