STATEMENT BY COMMISSIONER DEMETRIO PEREZ JR. AT THE, SPECIAL COMMISSION MEETING
JANUARY 6th., 1983:
"The recent problems in the Overtown area are a tragic reminder of the many
issues that this Commission must deal with as soon as possible.
"The death of two young men last week can not be ignored. The riots, the
looting acid the burning, also can not he ignored.
"The shooting of Nevell Johnson was only one hart of a very complex problem.
It is not fair to say that people in overt.own, or Idiler-ty City, of Little
Havana, or Brickell Avenue will take to the streets when one of their own
is killed.
"The people of Overtown were motivated by the death Of the young mail, that is
true. But the people of Overtown were motivated also by poverty, by unemploy-
ment, by lack of decent affordable housing. But most important, the people
of Overtown were releasinq a feeling of frustration and a belief that they do
not have access to the local system.
"In the wake of all these problems it has become very popular to blame the
Police for all of the tragedy. I would like to think that they actions of the
officer during the shooting of Nevell .Tohnson were not part. nt the accepted
and established procedures of the Miomi Police Dvpartnlc tit . I wOuld like to
think that this was an isolated event- that was contrary t(� thc• training and
orders of every officer in the force. I would like to think that this incident
is not indicative of a prevailing attitude in the Department. However, I will
not speculate and I will not judge anyone before the complete investigation
is made available to this Commission. At that time we will have the facts
about this matter, and if any wrongdoing or illegal procedures, or criminal
actions are disclosed, then I pray to God to give the City Commission and
the Administration to take whatever action is necessary to prevent something
like this from happening again.

"SECOND: I propose the permanet assignment of a member of the office of
Professional Compliance to the Overtown neighborhood. This person should
be assigned for no less than 90 days and the objective would be to document
any complaints, suggestions, or observations from the citizens concerning
Police procedures in Overtown.
"THIRD: I propose the creation of.a full time employment bureau in Overtown,
with the help of the private sector, to try to find as many inbs as possible
before the summer starts.
"FOURTH: I would also like to make a motion to put all t,f our planned capital
improvements for Overtown in a top priority. Parks,,scwurs, street repairs,
the shopping center, housing, and all other planned projects for Overtown
should be given top priority. Includinq the Park West uvertown Redevelopment
deserves immediate attention.
"FIFTH: Finally, I would like to have similar measures adopted for other
potential 'trouble areas such as Liberty City and the area in the vecinity
of Flagler and 6th. Avenue, which many people are now calling Vietnam,
becuase of the increasing signs of a new ghetto in the makings".
