The attached list of 1982 Legislative Accomplishments provides a
general view of the City's legislative effort during the past year.
These results can be attributed to a large degree, to the efforts of
the City's legislative liaison, Rick Sisser, who constantly oversees
the legislative process in Tallahassee to protect the City's interests.
The items on this list, along with many other laws passed that may
affect the City, are being distributed to the department directors
and other cognizant City officials for their review.
Also attached for review and comment, is a list of 1983 Legislative
Objectives. These. -are not listed in any priority and should be
considered for discussion purposes only. Each year the Commission
targets five or six major issues to be pursued on a priority basis.
This list includes some Commission priorities not passed in the 1982
legislative session. Others may, of course, be added.
Once the Commission has determined their legislative priorities, the
remaining issues should become part of a legislative policy to be
used as an administrative guide in representing Miami's legislative
interests in Tallahassee.
In order to develop and administratively support this policy, a
legislative task force will be formed. This task force will be
comprised of those department directors andlor their representatives
that are most knowledgeable of the legislative process and who can
provide supportive information to our legislative liaison.
I am also including a list of the Dade Legislative Delegation and
their aides, and a schedule of their meetings leading up to the
legislative session beginning in April.

SUMMARY OF 1982 LEGISLATIVE ACCOMPLISHMENTS
1. One-half (2) cent State Sales Tax distribution to Local
Government (Miami's share - $10+ million - FY 182-183).
2. One (1) cent optional sales tax subject to election for
sports and exhibition facilities (Miami's share - $60+
million - calendar year 1983)(82-394).
3. State contribution of $250,000 for the 1982 American Society
of Travel Agents Convention held in Miami•
4. State allocation of $250,000 for a Miami Trade Fair.
5. Include Cities to use the State long distance telephone network
(SUNCOM), which substantially reduces the cost of intra-state
long distance telephone calls (82-56).
6. Exempt certain police records from the Sunshine Law under special
cases (82-405).
7. Created Florida Enterprise Zone Act to encourage improvement
of blighted..areas by allowing certain tax exemptions and
other financial assistance to private developers (82-119).
8. Authorization to require owners of abandoned cars and boats
to pay for their removal (82-110)-
9. Authorizes 8% interest to be charged on special assessments
that are funded from a municipal revolving fund (82-226 & 399).
10. Clarified the procedure of handling State supplemental payments
to fire fighters through the City payroll system (82-189).-
11. Mass transportation systems may be funded by special assessments
to adjoining or benefitted properties and paid in 20 equal
yearly installments (82-198).
The number in brackets (82-00) identifies the Legislative Act
and can be provided upon request.

SUGGESTED 1983 CITY OF MIAMI
STATE LEGISLATIVE OBJECTIVES
(For discussion only)
1. Remove pension from 10 mill cap. or the provision of additional
sales tax to fund employee pension benefits.
2. State funding of the bifurcated road system for Dupont Plaza
from either the proposed State Sales Tax on gasoline or the
Federal 5� Tax on gasoline.
3. Reimburse the City for lost revenue resulting from State
mandates, i.e., Homestead Exemption, Senior Homestead
Exemption, and Lost Inventory Tax revenues.
4. Provide funding to reimburse the City for all lost revenues
and additional costs resulting from new State mandates before
such mandates are effective.
5. Remove the 5% State sales tax on City public works projects.
6. Provide distribution to the City of a fair portion of the
existing State Secondary Road Gas Tax for maintaining and
repairing City streets.
7. That cities be included in any distribution formula for a
proposed Sate sales tax on gasoline.
8. Provide revenue growth to the cities from the State Municipal
Revenue Sharing Fund.
9. Provide legislation that would allow municipal regulation of
taxi cabs on a state-wide bais.
10. Amend the law to provide boat license revenues to be distributed
to waterfront cities in proportion to those fees collected
within the cities.
11. Continued legislative support of the City's self-insurance
program without State taxes or fees. ;
12. Make shooting of a police officer a mandatory death penalty.

smoke detection sprinkler systems that comply with national

14. Transfer the regulation of Paramedics from the State Health
and Rehabilitative Services to the State Insurance Commission.
(Fire Department).
15. Reduce the maintaining of employee personnel records from 75
years to 7 years. (Human Resources).
16. Reimbursement for relocating of public utilities for State
road construction.
17. Prohibit the possession and use of the teflon-coated "KTW"
bullet.
18. Remove restrictions to the local government in the Consultants
Competitive Negotiations Act to permit competition and negoti-
ation.
19. Extend the January 1, 1983 deadline for increasing the County
Resort Tax from 2% to 3% by referendum.
20. Request funding for continuation of the City's Trade Fair.
21. Request funding that will advance the construction schedule
for the S. W. 7th Street and S. W. 8th Street one-way pair.
22. Request funding for the rebuilding of the Miami Avenue bridge
at the earliest possible date.
23. Provide for a sales and installation tax on telephone and
switching equipment not leased or rented by Southern Bell
Telephone Company.
24. Transfer 911 Emergency telephone costs to the subscriber
service rate in County's and telephone service areas that
provide total service coverage of 911.
25. Support the inclusion of cable television in the State's
obscenity law.
26. Request State funding to either the authorizations of a
discretional State sales tax or a documentary stamp tax to
provide for housing.
