Demonstration
It is recommended that the Commission
discuss the DDA's and DMBA's concept for
improving the vitality and pedestrian
environment on Flagler Street.
BACKGROUND
During 1982, the DDA used Dade County Transportation and City CD funds to conduct
a study of Flagler Street in an effort to improve its appearance, preserve and
enhance its vitality, and to create pedestrian amenities.
The study consultants made a number of recommendations for both short and long range
improvements, ranging from consolidating the number of traffic and other signs to
the creation of arcades and second story pedestrian promenades and cafes. It was
suggested that one block be selected'as a demonstration block to test the feasibility
and acceptibility of the improvements.
The block on the south side of Flagler bounded by S.E. lst Avenue and Miami Avenue
has been selected for the demonstration because only three property owners are
involved and because nearly half the block is currently under renovation.
Some of the consultant recommendations many require zoning and/or building code
variances and if the demonstration is successful, a zoning overlay district
specifically for Flagler Street will be in order.
Prior to moving forward, it is essential that we get a sense of the
Commission's feelings regarding the Flagler Street recommendations.
Mayor Ferre suggested that this matter be discussed at the January 17th meeting.
Time is of the essence since the developer,who is renovating half of the block
we are interested in,has expressed his willingness to cooperate if we can move
a expeditiously so as not to delay his construction schedule.
