Discussion of Gran Central Project REFERENCES City Commission Meeting Committee of the Whole ENCLOSURfS January 13, 1983 1 The Florida East Coast Railroad Company has retained the firm of Post, Buckley, Schuh & Jernigan to prepare a conceptual plan for the development of a five block area in Downtown Miami. This area has been called Gran Central by the FEC and it is their intention to carry out a long term development project on this site. The next step in this process would be the preparation of a full Development of Regional Impact assess- ment. Prior to initiating this step, I am suggesting that the FEC and their consultants brief the City Commission on the con- cept plan so that any major concerns the City Commission may have, would be clear early in the planning process. Attached for transmittal to the City Commission is the final report on the Gran Central project. It is requested that this be discussed briefly in the Committee of the Whole portion of the City Commission meeting of January 13, 1983. 6 FINAL REPOT gran central i prepared for: Florida East Coast FEC"11-.1Railwa Can Y Company Y St. Augustine, Florida prepared by: Post, Buckley, Schuh & Jernigan, Inc. CONSULTING ENGINEERS and PLANNERS 6 6 GRAN CENTRAL Gran Central occupies a six -block area of downtown Miami, adjacent to the Dade County Rapid Transit System (Metrorail) Government Center Station. To determine the type and level of development for the Gran Central project that would blend well with existing and proposed development of the area, be economically feasible, and be capable of receiving approval by permitting agencies, a study was performed that addressed the following concerns: o Existing conditions o Development regulations o Development opportunities o Market analysis o Preliminary conceptual master plan o Implementation steps and strategies. Existing physical site data were collected from a number of sources, as follows: o Downtown Development Authority (DDA) o City of Miami, Planning Department o City of Miami, Department of Public Works o Government Center, Development Coordinator's Office o Metro Dade Department of Traffic and Transportation 1-1 VAI o Metro Dade Transportation Administration The data were evaluated and the more significant factors mapped (see Figures 1, 4, 5, and 7). The following site factors are of particular importance to the project: o The site is in proximity to the Government Center Metrorail Station,to the Overtown Station, and to the State Plaza Downtown Component of Metrorail (DCM) Station. 0 The site is centrally located between the Government Center, the Dade County Court House, the central business district (CBD) and the proposed Park West development. 0 Major road improvements are planned (realignment and widening of NW 1st Avenue, widening of NW 3rd Street, and the development of one-way pairs). - o Locating a parking garage, along the east side of NW 1st Avenue, between 4th and 5th Streets, is under study by the Downtown Parking Authority. o A bus terminal has been proposed to the north of the parking garage under study. 0 Major utilities are located along NW 1st Avenue and NW 2nd Street. o NW 2nd Street and NW 4 Street will probably be vacated; however, an easement on NW 2nd Street will remain to permit a proposed east -west extension of Metrorail. The major areas of development regulation include: 0 Zoning 0 Station Area Design and Development Program (S.A.D.D.) 1-2 41-413'-3�__ .. 6 P o Metrorail Regulations: o Transit Zone Project Review o Temporary Construction Easements o Fire/Life Safety Criteria. In addition, the South Florida Construction Code, Chapter 380 (Application for Development Approval/Development of Regional Impact (ADA/DRI)) requirements, and the opinions of key agencies (such as the DDA, the City of Miami Planning Department and the Government Center Coordinating Council) all regulate to some degree, either directly or implicitly, the development of the site. The mappable aspects of development regulation are shown in Figure 3. While the entire site falls in three zoning districts (C-3, C-4, and C-5), most of the site is in C-3. This zoning district allows intensive development with a 300-foot height restriction with no setbacks for nonresidential structures; however, special approval is required for parking facilities, bus terminals, and heliports. The Station Area Design and Development Program was the result of a cooperative effort by all relevant agencies. The planning goals and objectives established in the Station Area Design and Development Program for the immediate vicinity of the Government Center Station are shown in Figure 6. Chapter 33C of the Dade County Code establishes a Rapid Transit Development Impact Committee to approve or deny any proposed private development in the Transit Zone (which is essentially the Metrorail right-of-way). The criteria for Committee review are 1 the goals and objectives in the Station Area Design and Development Program. The Fire/Life Safety Criteria are a set of standards adopted by the County to protect Netrorail from fire in adjacent development and to provide adequate emergency access. The minimum building setbacks that are included in these standards are shown in Figure 3. The existing site conditions and the development regulations were analysed and are shown 1 in Figure 7. The analysis was done to establish the development opportunities while recognizing: X 1 1-3 • 6 0 i o All site potentials and constraints o All development regulations o All goals and objectives established by concerned agencies. 1 This material was then supplied to Hunter Moss & Associates, who prepared a market analysis for the site. The market analysis determined that: o Within approximately five years, the following development could likely be absorbed: * A 500-room hotel * 500,000 square feet (s.f.) of office space * 50,000 s.f. of commercial space o Within five to ten years, the following development could likely be absorbed: * An additional 500-room hotel * An additional 500,000 s.f. of office space * An additional 50,000 s.f. of commercial space o Within ten to twenty years the following development could likely be absorbed: I* Approximately 2,000,000 s.f. of additional phased office space. The market analysis and the development opportunities were synthesized to develop the Preliminary Conceptual :Master Plan. This plan includes the following key features: o Pedestrian areas at grade level, and on elevated decks, both open and enclosed, that link the Courthouse, the CBD, the Government Center, 1 Metrorail, the DCM, and the proposed parking garage, bus terminal and Im Park West development. o The Galleria which links two office towers and two hotel towers with the Government Center station and serves as an existing dynamic setting for diverse, commercial opportunities for day and evening. 1-4 0 0 ro An extensive parking "podium" which would not only provide parking that could be physically linked to the proposed Downtown Parking Authority's 1 garage; but serve as an elevated pedestrian plaza that bridges streets and has ground level arcades for pedestrian access to office towers. These pedestrian areas also provide access to office towers and also serve as areas for commercial development as demand warrants. The schematic phasing, as shown in Figure 9, is self descriptive; however, special note should be made of how surface parking is used in the initial phases and is incrementally replaced by parking structures as development occurs. The parking structures shown on the north two blocks can serve as podiums for future development in future, as yet undefined, phases. Finally, the following steps for implementation were identified: 0 Meet with Government Center Coordinating Council to present Master Plan I and to discuss following items: * Realignment of 1st Avenue (Dade County is currently appraising for right-of-way) * Access to Government Center Station and Mall * Access to State Plaza DCM station VOOOO Vacation of east portion of 2nd and 4th Streets ✓ Contribution of easements for 3rd, 5th, and 6th Streets Widening of 3rd Street (Dade County is currently appraising for right- of-way) Air rights for bridges over 3rd, 5th, and 6th Streets and possibly 1st Avenue for connection to proposed parking gaage * Development rights around eastern extension of yietrorail FAR of 15 + * Pedestrian plaza space Possible parking garage east of 1st Avenue R Zoning of land �✓ Parking requirements.
