HomeMy WebLinkAboutR-83-0066J-83-16 rr M83-3 (1/6/83) RESOLUTION NO.'3�i4� A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO: (1) IMMEDIATELY ASSIGN A FULL-TIME OMBUDSMAN FOR AT LEAST 90 DAYS TO THE OVERTOWN AREA OF THE CITY IN ORDER TO GIVE THE CITIZENS OF THAT NEIGHBORHOOD A DIRECT COMMUNICATION LINK WITH CITY GOVERNMENT; (2) IMMEDIATELY ASSIGN FULL-TIME A MEMBER OF THE. OFFICE OF PROFESSIONAL COMPLIANCE FOR A PERIOD OF AT LEAST 90 DAYS TO THE OVERTOWN AREA IN ORDER TO DOCUMENT ANY COMPLAINTS, SUGGESTIONS AND/OR OBSERVATIONS BY CITIZENS CONCERNING POLICE PROCEDURES AS WELL AS COMMUNITY/POLICE RELATIONS; (3) EXPLORE THE POSSIBILITY OF CREATING AN EMPLOYMENT BUREAU IN OVERTOWN IN COORDINATION WITH THE PRIVATE SECTOR IN ORDER TO FACILITATE THE FINDING OF AS MANY JOBS AS POSSIBLE FOR RESIDENTS OF THAT NEIGHBORHOOD BEFORE JUNE 1, 1983; AND (4) GIVE TOP PRIORITY TO ALL CAPITAL IMPROVEMENTS PROJECTS WHICH HAVE BEEN PLANNED FOR THE OVERTOWN AREA, INCLUDING SUCH PROJECTS AS: HOUSING, STREET REPAIRS, PARKS, SEWERS, THE PARK WEST OVERTOWN REDEVELOPMENT AND SHOPPING CENTER PROJECTS; FURTHER RECOMMENDING 'PHA'r THE CITY MANAGER APPLY SIMILAR _30IDELINES AND CONSIDERATIONS TO ANY OTHER POTENTIAL TROUBLE -AREA IN THE CITY. BE IT RESOLVED BY THE, COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. the City Manager is hereby authorized and directed to: (1) immediately assign a full-time ombudsman for at least 90 days to the Overtown area of the City in order to give the citizens of that neighborhood a direct communication link with city government; (2) immediately assign full-time a member of the Office of Professional Compliance for a period of at least 90 days to the Overtown area in order to document any complaints, suggestions and/or observations by citizens concerning police procedures as well as community/police relations; (3) explore the possibility of creating an employment bureau in Overtown in coordination with the CITY COMMON MEETING OF JANI3 R.WLUTION h1 c3'U �l ........ ...... ..... MAMR^ .........� 4 ##A private sector in order to facilitate the finding of as many jobs as possible for residents of that neighborhood before June 1, 1983 and (4) give top priority to all capital improvement projects which have been planned for the Overtown area, including such projects as: housing, street repairs, parks, sewers, and the Park West Overtown Redevelopment and Shopping Center Projects Section 2. The City Manager's application of guidelines and considerations, similar to those reflected in Section 1 hereof, to any other potential trouble area in the City, such as Flagler Street and Sixth Avenue, is hereby recommended.
