A RE50LIJIION AMENDING Ri-SOLUT[ON NO. 7 7 -480
ADOPTED JUNE 9, 1977, AS AMENDED, WHICH
CREATED A BUDGET REVIEW COMMIITEE TO STUDY
THE f'IIY OF MIAMIIS ANNUAL BUDGE
PREPARATION PROCESS AND COMMUNICATE SAME TO
THE COMMUNITY, MORE PARTICULARLY BY AMENDING
SECTION 3 TO PROVIDE_ SUPPORI FOR SAID
COMMITTEE AND RY REPEALING SECTION 9 DEALING
WITH 14EMBER TERMS OF OFFICE, QUORUM,
ALTERNATES AND PROCFDURE`;.
WHEREAS, Resolution No. 77-480, adopted June 9, 1977,
created a 11udget Review Committee to study the budqet
preparation process and to make recommendations to the City
Commission concerninq heater cornrnuniration to the citizens of
the contents of the hudget and of the Commission's review of
the alternatives presented and discussed durinq the hudget
preparation process; and

amended Resolution No. 77-490 in order to implement certain

part.icipati_on in the hudget preparation process; and
WHEREAS, add t t. i oria l mod i f icat. ions have been recommended
in order to improve the operation of the 11udget Review
Committee; and
IN11ER!_AS9 it is the desire of the Commission that said
recommendations he adopted in the form of a resolution;
NOW, THEREFORE, RE. 1f RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 3 of Resolution No. 77-480, adopted
June 9, 1977, as amended, creating a Budget Review Committee
to study the City of Miami's annual hudget preparation process

previsions are still in effect and remain unchanged.

Ser_tion 3. The Director of the Department of ►4anage-
ment and Budget Segv�ees shall make available to the
Committee all. budget related documents available to the
public and shall provide staff support to facilitate the
funr_tioninq of the Committee."
Section 2. Section 9 of said Resnlution No. 77-480, as
amended, is hereby repealed in its entirety and the following
is substitutPd in its place and stead:
"Section 9, (a) The terms of all members shall expire
two (2) years from the date of the City Commission's
adoption of a resolution appointinq the alternates and
designatinq the chairperson of the Budqet Review
rommittee. Each member of the f'ity Commission shall be
entitled to appoint ( 1 ) member and one ( 1 ) alternate
member of the Committee subject to ratification by vote of
the city Commission.
(b) If a va(-_ancv occurs in the office of a
member, alternate rnemher, or member/chairperson, the City
Commission shall appoint a person to serve the unexpired
term of said office.

Meeting in December, 1982

ENCLOSURES.
Attached please find two (2) Resolutions relative to the City of Miami Budget
Review Committee. These two Resolutions should be treated as companion items.
One Resolution provides for certain amendments to current legislation concerning
the Budget Review Committee. The proposed amendments serve to 1) clarify the
Department of Management 8 Budget's role with respect to the Committee, and 2)
revise the terms of office for Committee members to a two-year non -staggered
basis and increase the number of members needed for a quorum at Committee
meetings. These proposed changes could provide for a more effective Committee
structure and will simplify the appointment process.
The second Resolution provides for the appointment of 10 individuals to the
Budget Review Committee (5 members and 5 alternate members). The City
Commission expressed its desire to reconstitute this Committee during the
meeting on July 22, 1982. Please note that the Mayor and each City Commissioner
should appoint one member and one alternate to this Committee. In addition, the
City Commission should designate one of the Committee members as its
Chairperson.
It is requested that these two Resolutions be placed on the agenda for the City
Commission meeting in December, 1982.
