WHEREAS, the Miami Planning Advisory Board, at its meeting of December 8, 1982, Item No. 3, following an advertised hearing, by a vote of 7 to 0 , adopted Resolution PAB-97-82, RECOMMENDING GRANTING PERMISSION to construct and operate The State Regional Service Center Phase II, as hereinafter set forth; and IrI-EREAS, the land to be used for the project is properly zoned GU (Governmental Use); and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of P•liarni and its inhabitants to grant this permission for construction and operation of The State Regional Service Center Phase II; r10I; , THFREFORE , BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. Permission is granted to construct and operate The State Regional Service Center Phase II in the Downtown Govern- ment Center located approximately 401-499 Northwest 2 Avenue, (also described as blocks 76E and 76N, and that portion of Northwest 1 Court adjacent thereto A. I'cEQUESi: To allow for the development of Phase II of the State of Florida Regional Service Center in the Do;:nto,•:n Govern;,ient Center. BACKGROUND: By Resolution 76-184; March 4, 1976, the City Commission issued a Development Order, approv- ing with modifications the State Regional Service Center. The total project, as approved contains 62G,675 gross square feet of floor area for office use, a floor area ratio of 3.99, a building coverage of 29.666, paved areas including walks, and drives of 29.34s and land- scaped area of 41.00J of the total lot area of 3.9 acres. The site was re -zoned to GU -Governmental Use. Both GU zoning and the Development Order require Planning Advisory Board recommendation and City Commission approval of Phase II. ANALYSIS: The Phase II project is a 10 story building containing 168,750 square feet of floor area. The esti-mated employment in the building will be 563 employees. Funding for this project will be requested at the next session of the State legislature. The site is bordered by NW 5th Street on the north and NW 2nd Avenue on the east. The 1,176 employees and 3,200 visitors per day to the site including Phases I and II were pro- jected to require 1,358 parking spaces upon completion of Phase II or 1,255 upon the opening of Metrorail. Plans for the project have been reviewed and approved by the DGC Design Review Committee as called for in the Downtown Government Center Development Order. The project is compatible with the sur- rounding area, the Downtown Government Center. b. The project is conforms to existing planning for the Downtown GovernMent Center. C. The project will be served by Metrorail and the Downtown Component of Metrorail. Access to the site is from NW 5th Street, a major arterial. d. The project is expected to exert a bene- ficial impact on the surrounding area. C. The scale of the development is consis- tent with Phase I. f. The design of the facility has been favor- ably reviewed by the DGC Design Re%rie%, Committee. g. The project is essential to properly provide state services to local residents.
