RESOLUTION NO. 83-19
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT, SUBJECT
TO THE CITY ATTORNEY'S APPROVAL AS TO FORM
AND CORRECTNESS, WITH SER-JOBS FOR PROGRESS,
INC. FOR THE PURPOSE OF PROVIDING JOB TRAIN-
ING SERVICES FOR THE CITY OF MIAMI'S COMPRE-
HENSIVE JOB TRAINING PROGRAM PARTICIPANTS IN
AN AMOUI4T NOT TO EXCEED TWENTY-NINE THOUSAND
TWO HUNDIIED FIFTY DOLLARS ($29,250) WITH
FUNDS THEREFOR ALLOCATED FROM THE CITY OF
MIAMI'S CETA FUNDS.
WHEREAS, the City Commission adopted Resolution No. 82-939
on October 14, 1982, authorizing the City Manager to enter into
agreements with the South Florida Employment and Training Consor-
tium to operate federally funded job training programs during
Fiscal Year 1983; and
WHEREAS, the City Commission adopted Ordinance No. 9531 on
December 9, 1982 establishing a Trust ari Agency Fund entitled
"Comprehensive Job Training Program - F.Y.'83"; and
WHEREAS, there are presently job opportunities for persons
trained in the operation of word processing equipment; and
;-;HEREAS, SER-Jobs for Progress, Inc. has established a word
processing training program sponsored and staffed by IBM Corpora-
tion; and
WHEREAS, SER-Jobs for Progress, Inc. has proposed to train
up to 30 City of Miami CETA participants in the operation of word
processing equipment; and
WHEREAS, SER-Jobs for Progress, Inc. will also provide job
placement for the participants who successfully complete its train-
ing program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to negotiate and
execute an agreement, subject to the City Attorney's approval as to
form and correctness, with SER-Jobs for Progress, Inc. to provide
word processing training for the City of Miami's Comprehensive Job
Training Program participants, with funds therefor in an amount not
to exceed twenty-nine thousand two hundred fifty dollars ($29,250)
hereby allocated from City of Miami CETA funds. CITY COMMISSION

Section 2. The funds expended for the cost of said agreement
will be reimbursed under the City of Miami's contract with the
South Florida Employment and Training Consortium.

It is recommended that the City Commission
adopt a Resolution to authorize the City'
Manager to execute an agreement with SER-
Jobs for Progress, Inc. for job training
services to be provided to the City's
Comprehensive Job Training Program par-
ticipants per the attached Resolution.
Our Comprehensive Job Training Program provides unemployed and unskilled
City of Miami residents with training designed to develop skills needed
to secure employment. One important area where there is a demand for
qualified personnel is in the operation of word processing equipment.
SER-Jobs for Progress, Inc. has developed a training program in the
operation of word processing equipment. IBM Corporation is sponsoring
this program by providing the equipment and two IBM staff members to
work with SER in the program.
SER will train 30 City of Miami CETA participants in the operation of
word processing equipment. Each participant will receive 270 hours of
training, including oral communication and employability skills as re-
quired by the South Florida Employment and Traininq Consortium.
SER is committing itself to provide job placement for those who success-
fully complete the training.
This agreement will complete the allocation of funds available for the
