A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT, SUBJECT
TO THE CITY ATTORNEY'S APPROVAL AS TO FORM
AND CORRECTNESS, WITH GARCES COMMERCIAL COL-
LEGE TO PROVIDE PROFESSIONAL JOB TRAINING
SERVICES FOR THE CITY'S PARTICIPANTS IN THE
CUBAN-HAITIAN ENTRANT IMPACT AID PROGRAM WITH
FUNDS EXPENDED FOR THE COST OF SAID AGREEMENT
TO BE REIMBURSED UNDER THE CITY'S CONTRACT
WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM.
WHEREAS, the City of Miami has been allocated $1.,708,300 by
the South Florida Employment and Training Consortium for job train-
ing under the Cuban -Haitian Entrant Impact Aid Program; and
WIiEREAS, the guidelines of the Entrant Impact Aid Program re-
quire that participants be provided intensive English and vocational
training; and
WHEREAS, the City of Miami is providing training under this pro-
gram through accredited schools and community based organizations;
and
WfiEREAS, Resolution No. 82-559, adopted June 17, 1982 was based
on funding assumptions that were increased by the actual allocation
resulting in the adoption of Resolution No. 82-851 on September 9,
1982; and
WHEREAS, it has now been determined that an additional agreement
is needed with Garces Commercial College in order for all participants
receiving training through Garces Commercial College to continue as
presently assigned until the end of the program;
NOW, TIiEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to negotiate
and execute an agreement, subject to the City Attorney's approval as
to form and correctness, with Garces Commercial College in an amount
not to exceed two hundred thousand dollars ($200,000) to provide
additional professional job training services for the City's partici-
pants in the Cuban-fiaitian Entrant Impact Aid Program with funds ex-
pended for the cost of said agreement to be reimbursed under the City's
contract with the South Florida Employment and Training Consortium.

ed to the City's Cuban -Haitian En-
trant Impact Aid Program partici-
pants per the attached Resolution.
On September 9, 1982 the City Commission adopted Resolution No.82-851
allocating $1,486,200 among twelve agencies for job training under the
Cuban -Haitian Entxant Impact Aid Program. Since the total amount of
the grant is $1,7b8,8O0, the balance of $222,600 was originally bud-
geted for a program component to be administered directly by City of
Miami staff. This component consisted of 400 hours of training for
200 participants who were assigned for their first 550 hours of train-
ing to Garces Commercial College (155 slots) and SABER, Inc. (45 slots)
It appears that it would be more appropriate for these 200 participants
to continue to be served through Garces and SABER until the end of the
program. This represents the best arrangement for the participants
since it will allow them to remain with the same institution until they
complete their training. This will also eliminate the need for the
City to hire additional staff. Garces and SABER already have the staff
required for the additional 400 hours.
Due to participant underenrollment, SABER has accumulated underexpend-
ed funds. It will, therefore, provide the additional 400 hours at no
additional cost to the City. The Law Department has advised that no
contract amendment will be required since the total contract amount
remains the same. We will, of course, require a budget modification.
Garces will provide the additional 400 hours for 155 participants at a
total cost of $200,000. This amount includes $108,500 for participant
allowances and $91,500 for professional services. Besides instruction-
al services, both organizations will provide counseling, administrative
and job placement services.
City staff will continue to monitor and coordinate all services.
