CHANGE:3 IN THE ZONING ATLAS MADE. A PART OF
SAID ORDINANCE NO. 9500, BY REFERENCE AND
DESCRIPTION IN ARTICLE 3, SUCTION 300,
THEREOF; BY REPEALING ALL ORDINANCES, CODE
SECTIONS, OR PARTS THEREOF IN CONFLICT AND
CONTAINING A SEVERABILITY CLAUSE,.
WHEREAS, the Miami Planning Advisory Board at its meeting of
November. 17, 19A2,Item No. 14, following an advertised hearing,
adopted Resolution \o. PAB 94-82 by a 7 to 0 vote, RECOMMENDING
APPROVAL of applying the HC-1: GENERAL, USE HERITAGE CONSERVATION
OVERLAY DISTRICT to subject property, as hereinafter set forth;
and
WHEREAS, the City Commission after careful consideration of
this matter deeps it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to grant
this application as hereinafter set forth;
NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. ordinance No. 9500, (effective April G,
1983), the New Zoning Ordinance of the City of Miami, Florida, is
hereby amended by applying the HC-1: GENERA[, USE, HERITAGE
CONSERVATION OVERLAY DISTRICT to "MIAMI WOMAN'S CLUB", 1737 North
Bayshore Drive, more particularly described as all of lot 3, less
the south 20 feet east of the original shoreline, and all of lot
4 of the plat of MIRAMAR PLAZA AMENDED, as recorded in Plat Book
33 at Page 18, of the Public Records of Dade County, Florida;
further, finding that the subject property: exemplifies the
historical, cultural, political, economic, or social trends of
the Community; and embodies those distinguishing characteristics
of an architectural style, or period, or method of construction;
and by making all the necessary champ-s in the zonin(i Atlas made
a part of said Ordinance. No. 9500, by reference and description
in Article 3, Sectic)n 3n0, thereof.
Section 2. That all ordinances, cc)(la sections or parts
thereof in conflict herewith are hereby repealed insofar as they
are in conflict.
Section 3. Should anv part or provision of this ordi-
nance be declared by a Court of competent jurisdiction to
invalid, the same shall not affect the validity of the Ordinance
as a whole.

follo;iing an advertised nearing, recommended approval of the above petition
by Resolution PAB 94-82 with a seven to zero vote on the above site, also
described as Lot 3, less the S 20' east of the original shoreline, and
Lot 4 of the plat of MIRAiIAR PLAZA Ai1ENDED.

Zoning Ordinance 9500, effective April 6,
1983, of the City of Miami, Florida, to
apply the proposed IIC-1: GENEP.- L USE HERI-
T��GE CO:ISEP�✓r�TIOiI OVERLAY DISTRICT to
Miai-.Id Woman's Club, 1737 N. Bayshore Drive,
as described in the designation report.
(This is a companion item to Item 13.)
To apply the proposed HC-1 overlay to this
historic site, as described in the attached
designation report.
BACKGROUND: The subject property was included among 15
historic sites previously designated under
the City of Miami's Interim Heritage Conser-
vation Zoning District ordinance. These sites
were selected as the first to be reccanized
by the City because they are already listed
on the National Register of Historic Places.
ANALYSIS: On October 26, 1982, the newly established
Heritage Conservation Board held a public
hearing, and determined that the subject
property meets the following criteria for
historic site designation listed in the
City's permanent Heritage Conservation Ordi-
nance.
1. Exem�)lifies the historical, cultural',
political, economic, or social trends of
the community.
The Miami Woman's Club has served as one
of Miami's most important social and cul-
tural organizations and was responsible
for establishing the City's public library
system.
2. Embodi_es those di_stinnuishi.ng character-
istics of an architectural style, or
period, or method of construction.
The Miami. Woman's Club is an excellent
example of a local adaptation of Spanish
Renaissance Revival style architecture
and is particularly noteworthy for its
articulated fourth story, porte-cochere,
and courtyard.

August Geiger, a prominent local architect
who produced many of Miami's outstanding
structures.

Florida environment.
The Miami ;1oman's Club is particularly
notev.,orthy for the excellence of its
craftsmanship and detailing, embodied in
such features as its porte-cochere, semi-
circular arched windows on the fourth
story, and garden courtyard.
The PAB need not reconsider the issue of
historic designation criteria; however, it
should consider the appropriateness of the
proposed 11C-1 zoning overlay as compared
to any other "HC" regulations that could
be created for the subject property. The
HC-1 overlay would not change or modify
any of the existing zoning regulations.
