WHEREAS, the Miami. Planning Advisory board at its meeting of November 17, 1982 Item No. 12, following an advertised hearing, adopted Resolution No. PAB 92-82 by a 7 to 0 vote, RECOMMENDING APPROVAL, of applying the HC-) : GENERAL USE HFRITAGE CONSERVATION OVERLAY DISTRICT to subject property, as hereinafter set forth; and WHEREAS, the City Commission after careful consideration of this matter deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant this application as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE. COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 9500, (effective April 6, 1983), the New Zoning Ordinance of the City of Miami, Florida, is hereby amended by applying the HC-1: GENERAL USE HERITAGE CONSERVATION OVERLAY DISTRICT to "HALISSEE HALL", 1475 Northwest 12th Avenue, more particularly described as the west 230 feet of the north 180 feet of Tract A of the plat of CARDIAC HOSPITAL SUBDIVISION, as recorded in Plat Book 75 at Page 46, of the Public Records of Dade County, Florida; further, finding that the subject property is: associated in a significant way with the life of a person important in the past; and embodies those distinguishing characteristics of an architectural style, or period, or method of construction; and by making all the necossary chan<3es in the zoninq Atlas macl+' a part of said Ordinance No. 9500, by reler_ence and description in Article 3, Section 300, thereof. Section 2. That all ordinances, code sections or parts thereof in conflict herewith are hereby repealed insofar as they are in conflict. Section 3. Should any part or t?rovision of this ordi- nance be declared by a Court of competent jurisc9iction to be invalid, the same shall not affect the validity of the ordinance as a whole. The Planning Advisory Board, at its meeting of November 17, 1982, Item 12, following an advertised hearing, recommended approval of the above petition by Resolution PAB 92-82 with a seven to zero vote on the above site also described as the W 230' of the N 180' of Tract A of the plat of CARDIAC HOSPITAL SUBDIVISION. Consideration of recommendations concerning amendments to the Zoning Map of the New Zoning Ordinance 9500, effective April 6, 1983, of the City of Miami, Florida, to apply the proposed HC-1: GENERAL USE HERITAGE CONISERVATIO,'J OVERLAY DISTRICT to Ifal.i.ssee Hall, located within the University of .Miami/ Jackson Memorial hospital medical complex; at approximately 1475 NW 12th Avenue, as described in the designated report. (This is a companion item to Item 11.) REQUEST: To apply the proposed HC-1 overlay to this historic site, as described in the attached designation report. BACKGROUND: The subject property was included among 15 historic sites previously designated under the City of Miami's Interim Heritage Conser- vation Zoning District ordinance. These sites were selected as the first to be recognized by the City because they are already listed on the National Register of Historic Places. ANALYSIS: On October 26, 1982, the nowly established Heritage Conservation Board held a public hearing, and determined that the subject property meets the following criteria for historic site designation: 1. Is associated in a sicinificant wav with the life of a person important in the - -- past Iialissee Mall is the most important structure associated with John Sewell, one of Miami's most influential pioneer citizens. 2. Emhodies those distinguishing character- istics of an ar.chi.tecttir.al stvle, or period, or method of construction. Halissee Hall is an excellent ex ample of the application of Noo-Classical style architecture to the South Florida enviornment. The Building is particularly noteworthy for its monumental portico with Corinthian columns, balustraded deck, and tall panelled chimneys. 3. Contains elements of design, detail, materials, or craftsmanship of out- standing quality or which represent a sianificant innovation or adaptation to the South Florida environment. Halissee Hall is particularly signifi- cant for its use of native, rough -cut, oolitic limestone on a large, elaborate residence. The outstanding craftsman- ship of the house is also apparent in the monumental portico, Corinthian columns, balustraded deck, and arched French doors and windo,.,is . 'The PAB need not reconsider the issue.of _ historic designation criteria; ho,ever, it should consider the appropriateness of the proposed HC-1 zoning overlay as compared to any other "HC" regulations that could be created for the subject property. The HC-1 overlay would not change or modify any of the existing zoning regulations.
