(This is a companion item to Item 7.) REQUEEST: To apply the proposed HC-1 overlay to this " historic site, as described in the attached designation report. B.CKGROUND: The subject property was included among 15 historic sites previously designated under the City of Miami's Interim Heritage Ccnser- vaticn Zoning District ordinance. These sites were selected as the first to be recognized by the City because they are listed on the National Register of Historic Places. ANALYSIS: On October 26, 1962, the newly established Heritage Conservation Board held a public hearing, and determined that the subject property meets the following criteria for historic site designation: 1. Exemplifies the historical, cultural, political, economic, or social trends of the community. Freedom Tower is a reflection of urban growth and development in Miami during the period of the 1920's and 1960's. The construction of this building repre- sents the confidence of early business enterprises, in this case, the City's first newspaper, in Miami's future. In addition, the building is a symbol of freedom for Cuban refugees and is the one structure most closely associated with that period of Miami's development. 2. Embodies those distinguishing character- istics of an architectural style, or period, or method of construction. Freedom Tower is particularly noteworthy for the excellence of its design, crafts- manship, and detailing, embodied in such features as its Spanish baroque decoration, elaborate frontispiece, and octagonal tower. 5. Because of its prominence or s-natial lo- cation, contrasts of sitina, age, or scale, is an easilv identifiable visual feature of a neiahborhood-or the city and contri- butes to the distinctive quality or identit of such neighborhood or the city. Freedom Tower stands as one of the most impressive monuments on the Miami skyline and is the first downtown building visitors see as they sail into the port. The PAB need not reconsider the issue of historic designation criteria; however, it should consider the appropriateness of the proposed HC-1 zoning overlay as compared to any other "HC" regulations that could be created for the subject property, The HC-1 overlay would not change or modify any of the existing zoning regulations.
