NO. 9500, BY REFERENCE AND DESCRIPTION IN
ARTICLE 3, SECTION 300, THEREOF; BY REPEALIN(I
ALL ORDINANCES, CODE SECTIONS, OR PARTS
THEREOF IN CONFLICT AND CONTAINING A SEVERA-
RILITY CLAUSE.
WHEREAS, the Miami Planning A.dvisory Board at its meeting of
November 17, 1982 Item n3o. 4, following an advertised hearing,
adopted Resolution No. PAR 88-82 by a 7 to 0 vote, RFCOMMENDIE\3G
APPROVAL of applying the HC-1: GENERAL 13SF HFRITAGF. CONSERVATION
OVERLAY DISTRICT to subject property, as hereinafter set forth;
and
- WHEREAS, the
City Commission
after careful
consideration
of
this matter deems
it advisable and
in the best
interest of
the
general welfare of the City of Miami and its inhabitants to grant
this application as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CI`l'Y
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 9500, (effective April 6,
1983), the New Zoning Ordinance of the City of Miami, Florida, is
hereby amended by applying the HC-1: GENERAL USE HERITAGE
CONSERVATION OVERLAY DISTRICT to "THE HOUSEKEEPERS CLUB OF
COCONUT GROVE_.", 2985 South Bayshore Drive, more particularly
described as lots 2 through 6 inclusive, and the southwesterly
13.331of lot 1, and the southwesterly 80 feet of lots 10 through
12 inclusive, and the southwesterly 180 feet of the alley lying
northwesterly and adjacent to lots 1 through 6, of Block 1 of the
plat of MUNROE PLAT LOT FOUR, as recorded in Plat Book A at Page
51, of the Public Records of Dade County, Florida; further,
finding that the subject property: exemplifies the historical,
cultural, political, economic, or social trends of the Community;
and embodie F, those (Iistin(Iuishinq characteristics of an
architectural style, or period, or method of construction; and by
making all the necessary chanoe,s in the zoning Atlas made a part
of said Ordinance No. 9500, by reference and description in
Article 3, Section 300, thereof.
Section 2. That all ordinances, code sections or darts
thereof in conflict herewith are hereby repealed insofar as they
are in conflict.
Section 3. Should any part or provision of this ordi-
nance he declared by a Court of competent jurisdiction to be
invalid, the same shall not affect the validity of: the ordinance
as a whole.

The Planning Advisory Board, at its meeting of November 17, 1982, Item 4,
following an advertised hearing, adopted Resolution PAB 88-82 recommending
approval of the above petition with a seven to zero vote on the above
site also described as Lots 2 through 6 inclusive, and the SW'ly 13.33'
of Lot 1, and the S!J'ly 80' of Lots 10 through 12 inclusive, and the
SW'ly 180' of the alley lying NW'ly and adjacent to Lots 1 through 6,
Block 1 of the plat of Munroe Plat Lot Four.
One objection received in the mail; one response in favor received in the
mail.

1983, of the City of Miami, Florida, to
apply the proposed HC-l: GENER,%L USE HERI-
TAGE COiiSFRVATION OVERLAY DISTRICT to The
Housekeepers Club of Coconut Grove, currently
tV'oman's Club of Coccnut Grove, 2985 S. Bayshore
Drive, as described in the designation report.
(This is a companion item to Item 3.)
REQUEST: To apply the proposed HC-1 overlay to this
historic site, as described in the attached
designation report.
BACKGROUND: The subject property was included among 15
historic sites previously designated under
the City of :Miami's Interim Heritage Conser-
vation Zoning, District ordinance. These
sites were selected as the first to be
recognized by the City because they are
already listed on the National Register of
Historic Places.
ANALYSIS: On October 26, 1982, the newly established
Heritage Conservation Board held a public
hearing, and determined that the subject
property meets the following criteria for
historic site designation:
1. Exemplifies the historical, cultural,
political, econoIllic, or social trends
of the coi; unity .
The Housekeepers Club of Coconut Grove
is one of the most important social and
cultural organizations in the history
of Coconut Grove and is a reflection of
the development of the community from
its pioneer days.
2. Contains element-s of desiq_n, detail,
materials, or cr�lftsmanship of outstand-
ing duality or which relTi cunt a sign.iri-
cant innovation or adaptation to the
South F1-or.ic�a environment.
The Housekeeper Club of Coconut Grove
is especially well adapted to South Florida's
climate through its use of a wide, wraparound

porch with spacious, arched openings and
high ceilings.
The P;%f3 need not reconsider the issue of
historic designation criteria; however, it
should consider the appropriateness of the
proposed IIC-1 zoning overlay as compared to
any other "HC" regulations that could be
created for the subject property. The IIC-1
overlap arould not change or modify any of
the e:•:isting zoning regulations.
