A RESOLUTION RESCINDING RESOLUTION NO. 81-616, WHICH ACCEPTED THE PROPOSAL OF AND AUTHORIZED THE CITY MANAGER TO ENTER INTO A CONTRACT WITH AERIAL SURVEYS INTERNATIONAL, INC., TO PERFORM AN AERIAL SURVEY OF THE CITY, SAID RECISION BEING NECESSARY DUE TO THE CONTRACTOR'S FAILURE TO TENDER THE REQUIRED PERFORMANCE BOND; FURTHER REJECTING ALL PROPOSALS RECEIVED FOR SAID SURVEY PROJECT. On February 19, 1981, Aerial Surveys International, Inc. responded to a City of Miami Request for Proposals (R.F.P.) to perform an Aerial Survey of the City of Miami. Resolution No. 81-616, adopted by the City Commission on July 9, 1981, accepted their proposal, allocated funds for the project and authorized the City Manager to execute a contract with this firm to perform the aerial survey. As a part of the specifications for this job a performance bond was required. Now, eighteen months since the award of the contract, the contractor has still not secured the required performance bond. Therefore, we must rescind the awarding resolution in order that we may proceed to issue a new R.F.P. and acquire the professional services necessary to perform the aerial survey. As to why we waited this long before taking this action: when we realized the contractor would not be able to secure the performance bond, we verbally agreed to his suggestion that he be allowed to perform the work without a contract and at his own risk. Payment would have been made upon his successful completion of the work and its acceptance by the City. However, he has completed less than 5% of the required work, and despite numerous requests failed to supply any aerials since June of 1982. Our intention is to issue a new R.F.P. upon the adoption of this proposed resolution as this aerial survey of the City is a vital and necessary component in accomplishing our Capital Improvement Program.
