S13-10206 A RESOLUTION ACCEPTING THE BID OF STANDARD EQUIPMENT COMPANY FOR FURNISHING ONE (1) NIGHT VISION PHOTOGRAPHIC SYSTEM TO THE DEPARTMENT OF POLICE AT A TOTAL COST OF $6,795.00 ALLOCATING FUNDS THEREFOR FROM THE PRIOR YEAR RESERVE FUND; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received November 10, 1982 for the furnishing of one (1) Night Vision Photographic System to the Department of Police; and WHEREAS, invitations were mailed to 20 potential suppliers and 3 bids were received; and WHEREAS, funds for this purchase are available in the Prior Year Reserve Fund; and WHEREAS, this equipment will be used by the Department of Police for the purpose of completing requirements for the new Major Crime Scene and Mass Arrest Detail; and WHEREAS, the City Manager and the Department of Police recommend that the bid received from Standard Equipment Company be accepted as the most advantageous bid to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. SUBJECT: Recommendation for Resolution and Award of Bid: No. 81-82-142 Night Vision Photographic System REFERENCES: ENCLOSURU: Award of Bid and Resolution It is recommended that the award be made and a resolution be passed accevtina the most advantageous bid as received from Standard Equipment Company for furnishing One Night Vision Photographic System at a total cost of $6,795.00. Pursuant to public notice, sealed bids were received November 10, 1982 for furnishing One Night Vision Photographic System to the Department of Police. Invitations were mailed to 20 potential suppliers and 3 bids were received as listed on the Award of Bid. Nine (9) "No Bids" were also received. This is a regular purchase of new equipment to be used by the Police Operation Section primarily in the nearly completed Identification Detail's Major Crime Scene and Mass Arrest Special Purpose Vehicle. Presently the department is unequipped to photograph or videotape during the hours of darkness when major crimes and disturbances occur. This Night Vision system will accommodate still and motion photography without light, and is adaptable to 35 mm and video cameras currently used by the Police. The Mass Arrest Special Purpose Vehicle includes a camera platform in its design for such documentation. The system may also be used in a Police Helicopter. 83-126 1 Mr. Howard V. Gary December 10, 1982 Page 2 of 2 The Night Vision system will fulfill the following essential functions: 1) to facilitate prisoner processing at mass arrest scene command posts. 2) to maintain physical distance between officers and the public during major disturbances, thus affording greater protection of personnel and less incitement to crowds. 3) to provide a means to produce officer training films and literature on mass arrest and major crime scenes. 4) to provide evidence for trials and documentation to the State Attorney's Office. Funds for this purchase are available in the Prior Year Reserve Fund. This bidder did not offer a complete system, specifically, the essential components of a Night Vision System, i.e., a Night Scope Image Amplifier and various relay, objective and cata- dioptric lenses. The next lowest bid of Standard Equipment Company meets all specifications and requirements, thus is recommended for award. "The equipment doesn't meet specifications of that which we manufacture or distribute". 8. "Do not supply this type of system". 9. "Do not have a unit that meets your exact specifications". RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE TO STANDARD EQUIPMENT COMPANY IN THE AMOUNT OF $6,795.00 The Department of Police concurs.
