Commission in 1972; and

opportunities and needs to better manaqe the activities and
resources of this marine/recreation center;
NOW THEREFORE, FEE .IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
solicit Requests for Qualifications (Letters of Interest) from
planning firms for the purpose of pr_eparinq a sinner Key/Bayfront
area flan and that no more than three firms be found to he most
highly qualified.
Section 2. The Manager is authorized to solicit Request
for Proposals from no more than three most highly qualified
firms.
Section 3. The City manager is authorized to appoint a
Consultant Selection Committee for the purpose of interviewing
the three most highly qualified firms and to make a recommenda-
tion to the Manager the most highly qual.ifie(i in rant,- order.
Section 4. The Manager is directed to bring back to the
Commission a recommendation of the firms in rank order prior to
opening any negotiations.

ENCLOSURES:
It is recommended that the City
Commission authorize the City
Manager to solicit Requests for
Qualifications (Letters of Interest)
and Requests for Proposals for a
Dinner Key/Bayfront Area Plan,
per the attached resolution.
Since the Dinner Key Master Plan was approved in principle by the
City Commission in 1972, many of the recommendations have been
accomplished, including the acquisition of David Kennedy Park.
There is need now to update the plan, taking into consideration
changed conditions and to prepare a plan which coordinates the
many activities and lays out an agenda for future public actions.
It is recommended that Requests for Qualifications (Letters of
Interest) be solicited (see attachment); that no more than three
firms be identified as most qualified and that Requests for Pro-
posals be sought from the three firms and brought back to the
City Commission with a recommendation to negotiate with the first
ranked firm.
It is requested that this item be included in the February 10, 1983
City Commission meeting agenda on Planning and Zoning.

REQUEST FOR QUALIFICATIONS
(LETTERS OF INTEREST)

The City of Miami is soliciting letters of interest from qualified
firms to prepare a comprehensive design and development plan for
the Dinner Key/Bayfront area in Coconut Grove. This plan will
encompass the area including Kennedy Park, Dinner Key, the Naval
Reserve Center, and Peacock Park as well as the offshore spoil
islands. The eleven major components of the scope of work include:
1. Survey and analysis of existing site and development
conditions to determine activity interrelationships
and dependencies, functional and aesthetic deficiencies,
expansion and parking needs of existing uses and institu-
tions, and circulation and linkage deficiencies and needs.
2. Identify primary needs and opportunities for open space
and recreational facilities and programs including marine
oriented and water -contact activities.
3. Identify primary needs and opportunities for boating faci-
lities and services in conjunction with the existing Dinner
Key Marina improvement plan and existing boat clubs and
marine services.
4. Identify redevelopment/reuse opportunities for commercial
service/entertainment activities.
5. Prepare detailed site and landscape design plan for all
publicly accessible areas and for redevelopment areas, if
any.
6. Prepare detailed shoreline stabilization and treatment plan
for park areas and spoil islands.
7. Prepare detailed long range parking improvements plan for
permanent and contingency parking for all public activities
and institutional uses.
8. Prepare detailed circulation improvements plan for vehicular
and pedestrian systems with detailed design standards for
public baywalk improvements.
9. Prepare detailed lighting plan for publicly accessible areas
and circulation systems.

10. Prepare a unified graphics program for public and institu-
tional signage and directional/information systems.
11. Prepare general cost analysis and implementation phasing
program for recommended public improvements.
Firms should submit a standard 254 Form together with a resume of key
personnel to be assigned to the project, outlining only specific
expertise and background. The most qualified firms will be invited
for interviews at their own expense for the purpose of final selection.
Letters of interest should be received by February 10, 1983 and
addressed to Mr. Jim Reid, Assistant City Manager, City of Miami,
