A RESOLUTION CONCERNING THE SECOND ANNUAL
CARNAVAL MIAMI, WHICH IS TO BE HELD
MARCH 13, 1983, CLOSING CERTAIN STREETS
TO THROUGH VEHICULAR TRAFFIC ON SAID DATE
DURING THE HOURS FROM 12:00 NOON TO 11:00
P.M. AND ESTABLISHING A PEDESTRIAN MALL,
SAID STREET CLOSING SUBJECT TO ISSUANCE
OF PERMITS BY THE POLICE DEPARTMENT AND
THE FIRE, RESCUE AND INSPECTION SERVICES
DEPARTMENT; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE A SUPPORT AGREEMENT
SETTING FORTH THE CONDITIONS UNDER WHICH
THE CITY WILL PROVIDE CASH ASSISTANCE NOT
TO EXCEED $38,000.00 ; FURTHER ALLOCATING
SAID SUM IN SUPPORT OF SAID EVENT;
FURTHER ESTABLISHING THE AREA PROHIBITED
TO RETAIL PEDDLERS DURING THE PERIOD OF
THE EVENT.
WHEREAS, the Little Havana Tourist Authority, a
nonprofit corporation under the laws of the State of Florida,
has requested assistance from the City of Miami in
connection with the Second Annual Carnaval Miami to be held
March 13, 1983;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a te-.Dorary pedestrian mall, during the Second
Annual Carnaval Miami the following streets are hereby closed
to through vehicular traffic on Sunday, March 13, 1983
during the hours of 12:00 Noon to 11:00 P.M.:
Flagler Street between Southwest
14th Avenue and 21st Court;
such closing of streets being subject to the issuance of
permits by the Police Department and the Fire, Rescue and
Inspection Services Department. Said permit from the Police
Department is to be issued only upon the full approval of the
Police Chief after giving all due consideration to the safety
and traffic needs of residents, businesses and religious

institutions in the area for entering and crossing through
said arterials and upon the favorable exercise of the City
Manager's judgment predicated upon all factors set forth
herein.
Section 2. The City Manager is hereby authorized to
execute a support agreement setting forth the conditions
under which the City will provide cash assistance not to
exceed $38,000.00 to be used in paying for festival costs; said
sum being hereby allocated from Special Programs and
Accounts, Contingent Fund.
Section 3. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddlers'
occupational licenses issued under the provisions of Chapter
31 of the City Code, as amended, will not be valid in the
following designated area of the Parade route:
Flagler Street Between S.W. 14th Avenue
and 21st Court on Sunday, March 13, 1983
during the hours of 12:00 Noon to 11:00
P.M.

It is recommended that the City support the
Second Annual "Carnival Miami" by providing
City services not to exceed $15,000. The
festival is scheduled on ;-larch 13, 1983,
12 Noon to 11:00 p.m., on Flagler Street
between S.W. 14 Avenue and 21 Court.
The Little Havana Tourist Authority is a nonprofit corporation
and has sponsored this event which annually attracts over
100,000 people. This event has had positive effects and the
media coverage is more than substantial.
As part of the program certain streets will have to be closed
along Flagler Street. The closing of such streets is subject
to the issuance of permits by the Police and Fire Departments.
The Recreation Departincrnt recommends providing services not to
exceed $15,000 with a complete audit required from the grantee.

CITY OF MIAMI, FLORIDA:
Section 1. The following streets are hereby closed to
through traffic on the following days and times in order to
hold said festival parade; such closing of streets being subject
to the issuance of permits by the Police and Fire Departments;
(a) Flagler Street between S.W. 14th Avenue and
21st Court on Sunday, March 13, 1983 from
12 noon to 11:00 P.M.
Section 2. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddlers' occupa-

the Code of the City of. Miami, Florida (1980), as amended, will
not be valid in the following designated area between the hours

Section 3. The City Manager is hereby authorized to
