A RESOLUTION CONCERNING THE SIXTH ANNUAL CALLE OCHO OPEN HOUSE FESTIVAL WHICH IS TO BE HELD MARCH 4-7, 1983, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC DURING SPECIFIED DATES AND HOURS AND ESTABLISHING A PEDESTRIAN MALL, SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE DEPARTMENT AND THE FIRE, RESCUE AND INSPECTION SERVICES DEPARTMENT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A SUPPORT AGREEMENT SETTING FORTH THE CONDITIONS UNDER WHICH THE CITY WILL PROVIDE CASH ASSISTANCE NOT TO EXCEED $ 22,000.00; FURTHER ALLOCATING SAID SUM IN SUPPORT OF SAID EVENT; FURTHER ESTABLISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT. WHEREAS, the Kiwanis Club of Little Havana has requested assistance from the City of Miami in connection with the Sixth Annual Calle Ocho Open House Festival to be held March 4-7, 1983; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall, during the Sixth Annual Calle Ocho Open House Festival the following streets are hereby closed to through vehicular traffic on during the dates and hours specified below, such closing of streets being subject to the issuance of permits by the Police Department and the Fire, Rescue and Inspection Services Department: (a) S.W. 8 Street from Beacom Blvd. to S.W. 2 Avenue Saturday, March 5, 1983 6:00 A.M. to 10:00 A.M. (b) S.W. 8 Street from 27th to 12th Avenues Sunday, March 6, 1983 10:00 A.M. to 11:00 P.M. (c) 10 Street Road and 8th Street Friday, March 4, 1983 from 12:00 Noon'to Monday, March 7, 1983 at 12:00 Noon; CITY COMMISSION MEETING OF I I:,_'3 RE32LUTION NO. (d) All streets and avenues intersecting the area listed above such closing of streets being subject to the issuance of permits by the Police Department and the Fire, Rescue and Inspection Services Department. Said permit- from the Police Department is to be issued only upon the full approval of the Police Chief after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 2. The City Manager is hereby authorized to execute a support agreement setting forth the conditions under which the City will provide cash assistance not to exceed $ 22,000.00to be used in paying for festival costs; said sum being hereby allocated from Special Programs and Accounts, Contingent Fund. Section 3. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid in the following designated area from March 4-7, 1983, during the hours from 10:00 A.M. to 11:00 P.M.: (a) On S.W. 8th Street from Beacom Boulevard to S.W. 12th Avenue; (b) All streets and avenues intersecting the area listed above. Howar , Director Department of Recreation Februar_; 3, 1983 Calle ocho Annual Festival 3 It is recommended that the City support the Sixth Annual Open house and Festival by pro- viding City services not to exceed $20,000. The festival is scheduled on :March 6, 1983 on S. W. Eighth Street. The Kiwanis Club of Little Havand is a nonprofit corporation and has sponsored this event which annually attracts over 200,000 people. For the past five years this event has grown in attend- ance and popularity and the entire community benefits from the positive media coverage. As part of the program certain streets will have to be closed along S.W. Eighth Street. The closing of such streets is subject to the issuance of permits by the Police and Fire Departments. The Recreation Department recommends providing services not to exceed $20,000 with a complete audit required from the grantee.
