A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $47,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, FOR THE
PURPOSE OF DEFRAYING THE COST OF THE
MIAMI-DADE BLACK BUSINESS INDUSTRIAL
DIRECTORY TO BE DEVELOPED BY THE
MIAMI-DADE CHAMBER OF COMMERCE; SAID
LEVEL OF FUNDING TO BE CONDITIONED UPON
PARTICIPATION BY OTHER GOVERNMENTAL
AGENCIES AND BY PRIVATE AGENCIES IN THE
COMMUNITY.
WHEREAS, the City Commission established a program to
increase minority procurement in an effort to support the
growth and establishment of minority business firms, in
particular, Black firms within the City of Miami; and
WHEREAS, in order to assure that these businesses are
advised about the City of Miami procurement opportunities and
in order to facilitate an outreach program to these
businesses, it is important that a directory of Black
businesses in the Greater Miami area be developed; and
WHEREAS, the Miami -Dade Chamber of Commerce's proposal
is supported by the School Board, Metro -Dade County and the
Business Assistance Center, all of which agencies shall be
funding portions of the total cost; and
WHEREAS, the Miami -Dade Chamber of Commerce is also
seeking additional support from other private and
governmental agencies in the community who have a need for
such a directory to successfully implement the procurement
program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $47,000 is hereby
allocated from Special Programs and Accounts, Contingent
Fund, for the purpose of defraying the cost of the Miami -Dade
Black Business Industrial Directory to be developed by the
Miami -Dade Chamber of Commerce.

Directory
It is recommended that the City Com-
mission allocate an amount not to
exceed $47,000 from the Special Programs
and Accounts Contingency Fund for the
purpose of defraying the costs of the
Miami -Dade Black Business Industrial
Directory to be developed by the Miami -
Dade Chamber of Commerce.
As you are aware, only a small percentage of the contracts awarded
by the City for goods, services and construction projects has gone
to Black businesses. Recently, the City Commission established
a program to increase minority procurement in an effort to support
the growth and establishment of minority business firms, in parti-
cular, Black firms,within the City of Miami.
In order to assure that minority businesses are advised about the
City of Miami procurement opportunities and are able to realize an
economic gain through the awarding of an increased percentage of
contracts, both numerically and dollar -wise, it is important that
a directory of Black businesses in the Greater Tliami area be
developed so that the City can properly advertise procurement oppor-
tunities.
The Miami -Dade Chamber of Commerce has developed the attached proposal
to create a Black Industrial Directory as a way of insuring that all
levels of government and the private sector are able to increase
their purchase of goods and services from Black businesses.' The
publication to be produced by the Chamber's staff will identify
and interview approximately 1,200 Black businesses and professional
firms in Dade County to elicit information of importance to procure-
ment officials within government agencies and the private sector.
The type of information to be developed includes the following
items: company name, mailing address, business telephone, type of
business, year established, number of employees, previous three
years gross sales or receipts, owner's name, type of ownership,
products and services offered, types of contracts performed, bonding
level, contract -capability, operating radius, employer I.D., cor-
porate registry number and general narrative. Businesses will be

categorized by the standard SIC code. In the process of compiling
the information, the Chamber's staff will also provide technical
assistance to businesses experiencing problems or refer them to
the appropriate agency for assistance. Once this Directory is
developed, it will be made available to all levels of government
and members. of the various Chambers of Commerce in Dade County.
In particular, the Greater Miami Chamber of Commerce will be
utilizing the Directory to achieve its goal of having its members
purchase $10 million per year of services from Black businesses
in the next 10 years.
The total cost to develop the Industrial Directory is $141,000.
The Chamber's proposal is supported by the School Board, Metro -
Dade County and the Business Assistance Center, which will all be
funding portions of the total cost. The Chamber is also seeking
additional support from other institutions in the community who
have a need for such a directory to successfully implement their
various procurement programs. In the event that other private
and government agencies participate in funding this project, it
should be understood that the total cost to the City may be
significantly reduced.

MINORITY PROCUREMENT PROGRAM .
The Miami -Dade Chamber of Commerce has been a major proponent for
procurement of contracts for goods, services and construction for
Black businessmen in Dade County. We were successful in getting the
Greater Miami Chamber of Commerce to accept and participate in a
$10 million procurement program per year for the nest ten years for
Black businesses with the private sector.
OVERVIEW
Past history will reflect that only a very small amount of the millions
of dollars spent every year on goods, services and construction has
gone to minority businesses, especially Black Business.
The current selection procedures should begin to address these
inequities in the system. The long tens results of the selection
process should began to reflect the utilization of the total
communitys' business in stimulating economic growth and creating
employment opportunities. The creation of set -a -side programs and
quotas may not be the answer, but there has to be a comsittment
on the part of the government to insure that minority businesses,
especially Black businesses are utilized in the procuremer+t of goods.

SENATE BILL 387 5% MINORITY PROGRAM
Although minorities represent approximately 13 percent of
Florida's populations, the number of minority owned business
firms remains proportionatley low. Governor Graham's adminis-
tration is committed to reversing this. pattern by assisting
minority entrepreneurs In obtaining a more positive position
in Florida's economy.
The state procurement program offers a vital avenue for sup-
porting the growth and stability of minority business firstse and
state agencies are encouraged to increase minority business in-
volvement during this fiscal year. This requires that agency
purchasing entities comply with the intent of Chapter 82-196.
Section 287.042 (f). Laws of Florida which includes the:
"Development of procedures to be used by an agency in
identifying contractual service that could be provided
by mtinority owned firms. companies. or individuals. Each
agency is encouraged to annually set aside a sum of money
not to exceed five percent of monies actually expended for
contractual services during the previous fiscal year and
entering into► contracts with qualified. responsive.

Governor Graham asked me to respond to your letter
of July 27. He appreciated your taking the time
to write and share your concern about the five
percent Minority Set -Aside Program in Senate
Hill 387.
I have checked with the State Division -of
Purchasing and was pleased to learn that
representatives of the State purchasing agency
have attended minority business conferences in
Pensacola, Jacksonville, Orlando and south Florida
in recent months for the purpose of publicizing
the Minority Set -Aside provisions of Senate
Bill 387. The Division is now promulyatiny admin-
istrative rules to implement the provisions of
Senate Bill 387 and ensure that all State agencies
with purchasing authority are aware of Che Minurily
Set -Aside and other provisions of this legislation.
Governor Graham supported Senate Bill 387 while 1 L w.,:,
under consideration of the Legislature, signed it
into law and continues to recognize this legisla-
tion as a constructive way to enhance opportunities
for minority businesses.

PROPOSAL. FOR DEVELOPMENT OF A COMPREHENSIVE
BLACK BUSINESS RESOURCE CENTER
AND TIMUSTRIAL DIRECTORY
It is co=on knowledge that many black businesses in existence are
unk:%own to procurement -departments of corporate and government
entities.
With a great need for local buck economic development, black busi-
nes:as must be researched, identified, categorized, and assisted, if
necessary, in order for the promotion of procurement contracts and
joint ventures.to be successful. Hence, this proposal is for the full
scale implementation of the 'aforementioned process.
According to the Miami Metropolis, May 1915. there existed more
thrivi.no black businesses in Miami -Dade County then, than today.
But. this is indicative of the need to readily identify black indi-
viduals certified in various professions and entrepreneurs that
have -kept low profiles. Needless to say, a tremendous amount of
effort has already been exerted towards the identification process.
The Florida Department of Commerce Office of Minority Business Enter-
prise and the Dade County Office of Black Affairs are two public
entit cs Involved in such a program. A private entity has also
attempted to put a directory together as a commercial venture.
But, in spite of this, a lack of comprehensive information assigned
to assist private administrators in the procurement process still
exists. Their requests, as well as those from public agencies, go
largely unanswered.
The :fiani-Dade Chamber of Commerce proposes to produce a publication
that will not only identify and categorize each entity by business
or profession, but will include a brief narrative on services rendered,
products'sold or distributed, and other pertinent data (see Publica-
tion Scope, Format and Specifications).

The establishment of a Black Business Resource Center and a Black
Business Profile publication will.be of great service to the Miami -
Dade community, the State of Florida, the federal government, and
all other public and private corporations.

In order to undertake such a task and be successful, the following
objectives must be met:
e To produce a publication that can be utilized by procure-
ment entities of corporations and businesses, government
purchasing directors, as well as other interested agencies,
associations, etc.
e Identify and interview more than the estimated 1,200 black
businesses and professional firms in Dade County and
categorize information in order to facilitate utilization.
e Organize and input data so that it can be updated ongoingly =
,and published on an annual basis.
e Acquire three permanent sr:uff personnel with the following

To research and compile the initial directory, this project will
take approximately six months. Research in this sense, includes
determining the whereabouts of black entrepreneurs from available
resources, interviewing and completing business vital data forms,
and confirming authenticity and accuracy of information.
Researchers will actually conduct field interviews as is deemed
necessary. Two researchers shall be designated as advisors and
shall assist in developing logistics and strategy. On a weekly
basis, area assignments targeting specific regions will be coordi-
nated by Chamber staff personnel as designated.
Areas will. include black business districts, as well as non -black
districts where it is known that a black business is in operation.
Researchers for this project will include Florida Memorial College
students. This venture will provide temporary jobs and experience
for students involved in business fields, etc.
The following is a proposed time schedule:
