A RESOLUTION WAIVING COMPETITIVE BIDDING FOR THE CONTINUATION OF SYSTEMATIC MAINTENANCE AND EMERGENCY SERVICES FOR THE EXISTING INTEGRATED PROTECTION SYSTEM AT THE CITY OF MIAMI POLICE STATION AND FACILITIES AND AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER TO CONTINUE SUCH SERVICE TO WACKENHUT ELECTRONIC SYSTEMS CORPORATION IN THE AMOUNT OF $13,200 FOR ONE YEAR AND ALLOCATING FUNDS THEREFOR FROM THE 1982-83 OPERATING BUDGET OF THE DEPARTMENT OF POLICE. WHEREAS, there exists between the City of Miami and Wackenhut Electronic Systems Corporation a contract dated June 25, 1976 for the furnishing of systematic maintenance and emergency services for the security systems for the City of Miami Police Department; and WHEREAS, the City has agreed as a part of said contract that it will not resell the software system or updated changes, improvements thereto, or any part thereof, and will hold in confidence the design, specifications and associatied documentations of computer operation software system, and that therefore the Wackenhut Corporation is the only source for these services; and WHEREAS, the Police Department is pleased with the effectiveness of the systems and wishes to maintain this high level of security; and WHEREAS, the funds for this maintenance agreement are available in the 1982-83 Operating Budget of the Department of Police; and WHEREAS, this service will be used by the Police Department for the purpose of systematic maintenance and emergency services for the security system; and WHEREAS, the City Manager and the Director of the Department of Police recommend that competitive bidding be waived and the bid of Wackenhut be accepted; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION ' MEETING OF r E B 10 1983 RESOLUTION No...... 396: REMARI'L� ............................ t A Section 1. The herein waiver is predicated upon the following findings which are hereby made by the City Commission: (a) The City Manager has made a written finding that competitive sealed bidding forthe herein purchase is not practical or advantageous to the City and further recommends that this purchase is in the best interest of the City. (b) A properly advertised public hearing has been duly held in connection with the herein waiver and purchase. Section 2. Competitive bidding is hereby waived and the bid of the Wackenhut Electronic Systems Corporation for continuing the systematic maintenance and emergency services for the security system for the City of Miami Police Department, at a total cost of $13,200 for one year, is hereby accepted with funds therefor hereby allocated from the 1982-83 Operating Budget of the Department of Police. Section 3. The City Manager is hereby authorized to instruct the Purchasing Agent to issue the Purchase Order for this service. I PASSED AND ADOPTED this loth day of February 1983. EST: 'RALPR G. REFERENCES: P01�ce Building Security Mai tenance ENCLOSURES: Res�lutlon It is recommended that the requirement for formal sealed bids be waived and the agreement be renewed with Wackenhut Security Systems for furnishing maintenance of the Security System for one year at a total cost of $13,200.00. The Deprtment of Police has requested that the Security Maintenance Agreement with Wackenhut Security Systems be renewed for one year at a total cost of $13,200.00. The new agreement does not include the Intercom System and the Emergency Public Address System; and the City will be responsible for the cost of replacement parts. Because of the City's "original license agreement" with Wackenhut, it would not be feaseable to purchase this service from another source.
