PAT RICK'S DAY PARADE CELEBRATION, WHICH IS TO BE HELD MARCH 12-13, 1983, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC ON MARCH 12, 1983 FROM 12:00 NOON TO 4:00 P.M. AND ESTABLISHING A PEDESTRIAN MALL, SAID S'PREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE DEPARTMENT AND THE FIRE, RESCUE AND INSPECTION SERVICES DEPARTMENT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A SUPPORT AGREEMENT SETTING FORTH THE CONDITIONS UNDER WHICH THE CITY WILL PROVIDE CASH ASSISTANCE NOT TO EXCEED $18,000; FURTHER ALLOCATING THE SUM OP $18,000 IN SUPPORT OF SAID EVENT; FURTHER ESTABLISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; FURTHER AUTHORIZING THE SALE OF BEER IN BAYFRONT PARK BETWEEN 11:00 A.M. AND 6:00 P.M. ON MARCH 13, 1983 BY REPRESENTATIVES OF THE ST. PATRICK'S DAY COMMITTEE. WHEREAS, the St. Patrick's Day Parade Committee has requested assistance from the City of Miami in connection with the Annual St. Patrick's Day Parade and Celebration to be held March 12-13, 1983; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall, during the St. Patrick's Day Parade, the following streets are hereby closed to through vehicular traffic on Saturday, March 12, 1983, during the hours from 12:00 Noon to 4:00 P.M.: Flagler Street between NW North River Drive and Biscayne Boulevard; Biscayne Boulevard, between Flagler Street and 1,7ortheast 4th Street; such closing of streets being subject to the issuance of permits by the Police Department and the Fire, Rescue and Inspection Services Department. Said permit from the Police Department is to be issued only upon the full approval of the Police Chief after giving all due consideration to the safety and traffic needs of residents, businesses and r.a1 iQJ w:.,s CITY COMMISSION MEETING OF FEB 10 1983 4 institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 2. The City Manager is hereby authorized to execute a support agreement setting forth the conditions under which the City will provide cash assistance not to exceed $18,000 to be used in paying for event costs; said sum being hereby allocated from Special Programs and Accounts, Contingent Fund. Section 3. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid: (a) in the above designated area of the Parade route and on North and South 1st Streets between Vorthwest North River Drive and Biscayne Boulevard during the hours from 12:00 Noon to 4:00 P.M. on March 12, 1983; and (b) on Biscayne Boulevard between Flagler and Northeast 4th Streets during the hours from 11:00 A.M. to 6:00 P.M. on March 13, 1983; and (c) in Bayfront Park, except for the concessionaire therein currently authorized by the City Commission, during the hours from 11:00 A.M. to 6:00 P.M. on March 13, 1983. Section 4. The sale of beer in Bayfront Park between 11:00 A.M. and 6:00 P.M. on March 13, 1983, by representatives of the St. Patrick's Day Parade Committee, is hereby authorized. -2- lJ A PASSED AND ADOPTED this loth day of February, 1983.
