A RESOLUTION APPROVING THE SELECTION AND USE OF
NINE (9) COMMUNITY OUTREACH CENTERS AS PER
ORDINANCE NO. 9127, FOR THE OFFICE OF PROFESSIONAL
COMPLIANCE, AT NO COST TO THE CITY OF MIAMI VIA
A LETTER OF AGREEMENT BY EACH CENTER AND THE
CITY OF MIAMI RELATIVE O THE SeMfI ',.
l-IHEREAS, Ordinance No. 9127 er-tpowc_rs the Office of
Professional Compliance to be an agency of government, for
the monitoring of police investic:at.ions against sworn
personnel, and for the receiving of complaints directly
from the community; and
WHYP.EAS, Section 42-63, of Ordinance 91277 a- (1) states
"Citi2cns r.ay file complaints of wronodoinc ac;ainst police
officers at the police cor-Irlaint center located at police
hcadguarters or an Outrcach Center that is to be established
within each of the six (6) sectors which are ceocraphical
areas of the City so cicsiunated by the police cepartment
for the F,urposc of r,atrol activity"; and
VIIER.EAS the Director of the Office of Professional
Compliance has surveyed 43 prospective centers using prc-
determined criteria, and has selected with their approval
nine (9) of the said Centers; and
WHEREAS the City of Miami is to encumber no costs for
rental space, property, and/or utilities for the same; and
WHEREAS, the Office of Professional Compliance Repre-
sentatives will provide a staff function at each Center for
a minimum of four (4) hours per week per Center for the
purpose of receiving complaints against sworn personnel
of the Miami Police Department and in the absence of an
OPC Representative, the said Center would receive com-
plaints via a trained staff person and immediately notify
the Office of Professional Compliance;
NOW, THEREFORE, BE IT RESOLVED BY THE COfIZIISSION OF
THE CITY OF MIAMI, FLORIDA:

nated by the Office of Professional Compliance Director as
Outreach Centers for the purpose of receiving complaints
against sworn personnel of the Miami Police Department are

B. Edison West Little River Neighborhood Service Center,
150 NW 79th Street
C. Eugenio Maria deHostos (Wynwood), 2902 NW 2nd Avenue
D. New Horizons, 1475 NW 36th Street
E. Culmer Overtown Neighborhood Service Center, 1600 NW 3rd Ave.
F. Latin Chamber of Commerce (CAMACOL), 1430 W. Flagler St.
G. S.E.R. Cubano/Christian Community Service Agency,
3360 W. Flagler Street
H. Spanish American League Against Discrimination (SALAD),
2260 SW 8th Street, #207
I. Coconut Grove Human Resource Center, 3750 S. Dixie Highway
Section 2. The herein approval of each specified Outreach
Center is based upon the execution of a written agreement
between that Center and the City of Miami, with the terms of
the Center's use being expressed in the agreement.

Thank you for your letter of January 17th regarding the recent
community meeting in Overtown on police/community relations.
I totally agree with you that a representative from the Office
of Professional Compliance housed in your facility to monitor citi-
zen complaints -is a necessary ingredient in the developn.ent of better
police/community relations.
Your letter has been forwarded by me to'the City Manager's office
with the request that the issue be placed on the agenda for considera-
tion at the next Commission meeting.

On Thursday, January 6, 1983 a community meeting was held at Metro -Dade Culmer/
Overtown Neighborhood Service Center. The main topics of discussion at this
meeting were police/community relations and the Nevell Johnson Jr. shooting.
The end result of this meeting was a request by the community for an agency to
monitor investigations of police wrong doing.
The Overtown community residents present at the meeting were advised by Mrs.
Georgia Jones Ayres that the City of Miami Office of Professional Compliance
has been charged with the responsibility of monitoring citizen complaints against
police officers, investigating those complaints and subsequently making re-
commendations for corrective action if necessary. The community was also told
that a respresentative from the Office of Professional Compliance was supposed
to have been housed at the Metro -Dade Culmer/Overtown Neighborhood Service Center
on a periodic basis persuant to a I.etter of Agreement that was drawn up between
the City of .Iiami and Metro -Dade County.
Action was supposed to have been taken on this Letter of Agreement in early 1982
but to date it still has not been approved by the City of Miami Commission. The
community feels that if this Agreement is approved, it can be a positive step to-
ward diffusing tensions in the Overtown area. It would also show responsiveness
to the residents needs as well as make them feel that their request has not fallen
on deaf ears in City Hall.

to become a Community Outreach Center for the City's Office of
Professional Compliance.
This letter is to serve as an agreement for the duration of one (1)
year between the City, of Miami and your organization, effective
•, 198 through . , 198_ and will be renewable
on any annual basis upon agreement. by your organization' and the City.
The terms of the agreement are as follows:
1. Your organization is to provide an intake service in
reference to complaints against the sworn personnel
of the Miami Police Department. This will be done
for the Office of Professional Compliance in conjunc-
tion with the Internal Security Unit of the Police
Department. -
2. Your organization will designate at least one (1)
staff person for the purpose of receiving complaints
and acting as the liaison between the organization
and the Office of Professional Compliance.
3. Your organization will retain a copy of all complaints
for a minimum• of thirty (30) .days , at which time they
shall be forwarded to the Office of Professional Com-
pliance (OPC) 'Representative assigned to your center.
4. The Office of Professional Compliance shall provide
annual training and orientation for each center in
regards to the complaint process of the Miami Police
Department.
Updates relative to changes in forms and procedures shall
be provided by the Office of Professional Compliance (OPC)
whenever necessary.

Office of Professional Compliance
ENCLOSURES:
The City of Miami Commission passed a resolution creating
the Office of Professional Compliance via ordinance #9127.
Through the means of accomplishing the aforementioned, the
Commission approved the establishment of Outreach Centers
for the purpose of rendering the Miami citizenry the abil-
ity of initiating complaints against sworn personnel, with-
in each of the six (6) patrol sectors of the Miami Police
Department.
This Office now respectfully resubmits its selections of
Community Outreach Centers, which indeed proportionately
encompasses the ethnicity of the City and the geographic
responsibilities of the Miami Police Department.
I am respectfully requesting the approval of the nine (9)
Centers selected and the previously submitted letter of
agreement relative to the same. (See attachments)

I urge your immediate attention in this regard and the for-

NOTE: Each prospective Center has been surveyed and has
given its approval to provide this function on a
gratis basis, subsequent to OPC/MPD training which
will be provided to selected members of their staff.
OPC Representatives shall be physically present in
each Center for a minimiun of three (3) hours per week.

10 LIBERTY CITY COMMUNITY ACTION AGENCY -
6100-B NW 7th Avenue
This is an established neighborhood facility which
is multi -purpose in its functions. The administra-
tion is very receptive to the Office of Professional
Compliance.
20 EDISON WEST LITTLE RIVER NEIGHBORHOOD SERVICE
CENTER - 150 NW 79th Street
This new facility will house numerous service
oriented agencies including the Edison Little
River Association. The administration was sup-
portive of the Office of Professional Compliance.
Space in this facility for OPC will be available
in November, 1982.
30 EQGENIO MARIA DE HOSTOS (WYNWOOD) - 2902 NW 2nd Ave.
This is an established neighborhood service center
which houses a number of agencies rendering services
to the community. This Center is easily accessible,
and has an administration that is highly receptive
to the needs of the Office of Professional Compliance.
30 NEW HORIZONS - 1475 NW 36th Street
The administration was very supportive in that this
community mental health facility would provide trans-
portation to its central administration from its
sixteen (16) Outreach Centers for any persons wish-
ing to make complaints. Good possibility for the
development of Police -Community Relations programs.
40 CULAIER OVERTOWN NEIGHBORHOOD SERVICE CENTER -
1600 NW 3rd Avenue
This newly established neighborhood center houses
a variety of established community based organiza-
tions which have provided services to the Culmer
Overtown Neighborhood. The Center's administra-
tion is very interested in becoming an Office of
Professional Compliance complaint center.
60 LATIN CHAMBER OF COMMERCE (CAMACOL) - 1430 W. Flagler St.
This commerce association has over 11500 members from
the Hispanic business community and it offers an
assortment of services to the community at large.
The association's administration is supportive
and we've received approval from its' executive
board.
60 S.E.R. CUBANOS/CHRISTIAN COMMUNITY SERVICE AGENCY -
3360 West Flagler Street
This agency is funded by the Christian Community
Service Agency to provide emergency services to
Cuban entrants. They also provide social services
and/or refer their clients to the appropriate agency.

70 SPANISH AMERICAN LEAGUE AGAINST DISCRIMINATION
S.A.L.A.D. - 2260 SW 8th Street
S.A.L.A.D. is a community,based organization which
has played an advocacy role for the Cuban community.
Recently, it has received funding to provide educa-
tional and vocational assistance to Cuban and
Haitian entrants as well as a referral and informa-
tion system for the Hispanic community. The ad-
ministration is quite willing to house a complaint
center for this office.
70 COCONUT GROVE HUMAN RESOURCE CENTER -
3750 South Dixie Highway
This highly utilized facility houses a wide variety
of community based organizations including an al-
ternative school for the Dade County Public School
System. The Center administrator is quite willing
to house a complaint center for this office.
