ENCLOSURES It is recommended that the Annual Appropriation _ Ordinance No. 9502, as amended, be further amended to appropriate for the Miami Springs Golf Course $75,000; $55,000 for the leasing of 65 new electric golf carts and $20,000 for the purchase of pro shop inventory from funds available from the additional FY'83 rental revenues from said golf carts and a lease -back financing arrangement with the pro shop concessionaire. The City of Miami Department of Recreation is currently operating the electric golf cart, pro shop, and driving range service pursuant to the termination of the City's agreement with Ralph Allen, Inc. -- An evaluation has determined that operation of the electric cart rental by the City, as done at the Melreese Golf Course, is most advantageous in both economy and effectiveness. Such rental units would cost approximately $55,000 and increase rental revenue by some $75-$90,000 annually. It is recommended that the Pro Shop be operated by the City until such time an evaluation is completed. It is therefore necessary to establish a line -item budget fund of $20,000 for the purchase of miscellaneous pro shop inventory. Once a pro shop concessionaire is retained, the inventory will be leased -back and the $20,000 initial investment will be recovered by the City.
