AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF 0 RDI14ANCE
NO. 9534, ADOPTED DECEMBER 9, 1982, THE CAPITAL
IMPROVEMENT APPROPRIATION ORDINANCE FOR THE FISCAL YEAR
ENDING SEPTEMBER 30, 1983, AS AMENDED, BY ESTABLISHING
XVIII, AN ENTERPRISE FUND FOR THE MIAMI SPRINGS GOLF
COURSE APPROPRIATING $65,000 FOR CONSTRUCTION OF THE
MIAMI SPRINGS GULF COURSE ELECTRIC CART STORAGE
FACILITY; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 9534 on
December 9, 1982, establishing resources and appropriations for
the implementation of capital improvements in the City of Miami
for the fiscal year en.iing September 30, 1983; and
WHEREAS, the Department of Recreation has demonstrated the
urgent need for construction of an electric golf cart storage
facility at the Miami Springs Golf Course;
NOW, THEREFORE, BE IT ORDAINED 13Y THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9534, adopted
December 9, 1982 as amended, is hereby further amended in the
following particulars:l
"Section 1. The following appropriations hereby made by
fund and project title include previously authorized projects
and fund appropriations for implementation of all municipal
capital improvements of the City of Miami, Florida. The
sources of revenue to support the herein appropriations are
hereby identified by fund and project:

Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further ground of the necessity to make
t h e required and necessary payments to its employees and
officers,
payment of
its contracts,
payment of interest and
principal
on its debts,
necessary and
requirecl purchases of goods
and supplies, and to generally carry on the functions and duties
of its municipal affairs.
Section 5. The requirement of reading this ordinance on two
separate days is hereby dispensed with by an affirmative vote of
not less than four -fifths of the members of the Commission.

ENCLOSURES 1
It is recommended that Ordinance 9534, the
Capital Improvement Appropriation Ordinance
for fiscal year '83, as amended, be further
amended by establishing an Enterprise Fund
(XVIII) for the Miami Springs Golf Course,
appropriating $75,000 from the 182 Retained
Earnings for construction of an electric
golf cart storage facility to house up to
75 leased electric golf carts, as per the
attached ordinance.
FILE:
Subsequent to the termination of City agreement with Ralph Allen, Inc.,
for the electric golf cart rental, pro shop and driving range conces-
sion, the City of Miami Department of Recreation operations have
provided said services to the general public.
The City is now temporarily leasing electric golf carts and is solici-
ting bids for a long term leasing contract; however, current facilities
are inadequate to house said units. The present storage shed is part
of the existing club house and the Fire Department has told us the
carts cannot remain in an area where there is no ventilation. We have
had two fires which were caused by the electrical charger attached to
the carts. Also, the present facility only houses 40 carts and it is
not feasible to leave 35 new golf carts outside. The Department of
Public Works has designed a desired storage facility which is estimated
to cost between $65-$75,000. Funds are available from the 1982 -
Retained Earnings.
It is, therefore, requested that appropriation of $75,000 for the cons-
truction of an electric golf cart storage facility at the Miami Springs
Golf Course be approved via the attached appropriation ordinance.
