Dear Mr. Reid:
As you know, Christian Hospital has been in the process of en-
larging and relocating the hospital for the past four years.
We have suceeded in obtaining a Certificate of Deed, building
plans, and a permit for Phase I construction from the State
Department of HRS. We are going to construct a new 150 bed
hospital at the Shell's City site, in conjunction with a 100
unit elderly housing building now well on the way to completion,
and a commercial office building.
we are expecting to have the hospital financed by a 23 million
dollar tax exempt bond issue approved by the City of Miami:
Health Facilities Authority, which has already given initial
favorable reaction. I:e have secured an underwriter, and are
completing final phases of approval of a 3 million dollar UDAG
grant to support construction. The project will provide about
400 permanent jobs and several hundred temporary construction
jobs in the Liberty City area.
On May 11, 1982, the Miami City Commission unanimously passed
I a motion, M82-390, granting Christian Hospital $10,000 to help
�'. the hospital in its proposed move. This money is intended to
fund costs incident to Health Facilities Authority requirements
and procedures, which were not clearly defined at that time.
We are now faced with the necessity of rapidly paying fees to
i the Authority, which may reach $10,000 and requires an initial
$5,000. VTe are under severe time constraints in order to succ-
(: essfully secure a bond issue at present rates and avoid the
{ escalation of costs due to delay. We must immediately pay these
t fees before the Authority can consider our application any
'y further. It is necessary for us to have what is called "pre-
liminary approval" by mid -March, 1983.
we sincerely urge your help in expediting the release of these
previouly authorized funds of $10,000 for Christian Hospital.

A resolution passed by the Commission at its February 24, 1983
is needed, since a later securing of funds may so delay the
project as to make it unfeasible.

its February 24th meeting.

BE IT RESOLVED BY THE CO.' MISSION OF THE CITY OF MLA2`SI, FLORIDA:
Section 1. The allocation of $10,000 from fiscal year 1983 Special Programs
and Accounts: Contingent Fund to Christian Hospital, Inc., in response to a
request Trade by Doctor George Sinpson, to help said hospital in its proposed move
to a new site on 7th Avenue is hereby approved.
