A RESOLUTION GRANTING PERMISSION TO CONSTRUCT AND OPERATE THREE FINGER PIERS, EXTENDING APPROXIMATELY 50' INTO BISCAYNE BAY FROM BAYFRONT PARK, LOCATED AT APPROXIMATELY 199 SOUTH - 515 NORTE BISCAYNE BOULEVARD (MORE PARTICULARLY DESCRIBED HEREIN) , 'I'WO OF SAID PIERS TO BE LOCATED SOUTH OF MIAMARINA PARKWAY DRIVE AN THE THIRD PIER TO BE LOCATED IN THE RIGHT-OF-WAY (AS EXTENDED) OF CHOPIN PLAZA, PER PLANS ON FILE; PER ARTICLE XVIII-1 ( PUBLIC PARK AND RECREATIONAL USE DISTRICT) , SECTION 4(1); ZONED P-R (PUBLIC PARK AND RECREATIONAL USE DISTRICT). WHEREAS, the Miami Planning Advisory Board at its meeting of February 2, 1983, Item No. 1, following an advertised hearing, adopted Resolution No. PAB 18-83, RECOMMENDING APPROVAL of construction and operation of the subject project as hereinafter set forth; and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to recommend said construction and operation: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Permission is hereby granted to construct and operate three finger piers extending approximately 50' into Biscayne Say from Bayfront Park at approximately 199 South - 515 North Biscayne Boulevard (being Bayfront Park, Tentative Plat No. 1167), two of said piers to be located South of Miamarina Parkway Drive and the third pier to be located in the right-of-way (as extended) of Chopin Plaza; per plans on file; per Ordinance No. 6.871, Article XVIII-1 (Public Park and Recreational Use District) Section 4(1); and zoned P-R (Public Park and Recreational Use District). REQUEST To approve three finger piers in Bayfront Park, as a substantial change in the use of an existing park, BACKGROUND By Resolution 80-789; October 30, 1980, the City Commission approved, in concept, the plan for redevelopment of Bayfront Park ("Noguchi Plan"). The Corps of Engineers is moving to award bids for the construction of the baywalk extending approximately 140' inland, and the three piers at an estimated cost of $3.44 million. The City has authorized a dasign con- tract for the remainder of the Park. Various funding sources include a State of Florida recreation grant, a National Endowment of the Arts grant, a Knight Foundation grant and an agreement with Holywell Corporation to fund and construct Chopin Plaza Court (at the south end of the Park). Additional funding is required to fully implement the Plan. ANALYSIS Three finger piers are proposed as additions to the previously approved plan: two 50' x 50' piers are proposed for the area south of Miamarina and one pier 85' x 50' is proposed in the right-of-way (extended) of Chopin Plaza. The pier plans are modified to the extent that the center of the piers is open; a 12'-14' walkway is provided in a U-shape to admit light to the water. The intention of pier construction is to allow park users access to the water, directly from the continuous baywalk,.and in the future, to a possible water taxi service. RECOMMENDATION PLANNING DEPT. The piers' superstructure will be cast -in place Class II concrete beams supporting the wood deck and railings. As an alternate, pre -cast, pre- stressed concrete beams may be used. Deck units will be 2"x4" exterior grade standard dressed lumber with connections to facilitate deck removal and/or replacement. At this time it is anticipated that the construction of the pier over water will be accomplished by barges.
