FLORIDA INTER -OFFICE MEMORANDUM DATE March 11, 1983 FILE: SUBJECT Cuban/Haitian Entrant Impact Aid Program REFERENCES ENCLOSURES Last summer the City Commission approved contracts with 12 agencies totaling $1.2 million dollars to provide training under the Cuban/Haitian Entrant Impact Aid Program. Based upon present spending patterns, we project that by the end of the contract period (May 31, 1983) an estimated $200,000 to $275,000 dollars may remain unspent. Based upon past practice, it is reasonable to assume that approval will be granted to extend the program deadline from May 31 to September 31. In order to insure that available funds are used to provide needed services, it is my intention to do the following: 1. Notify existing contractors that if they require an extension, they must request so in writing indicating the level of funding necessary. 2. To solicit proposal from additional contractors to provide the needed services. 3. To assess all proposals (new proposals and those re- quested for extension) to determine the most effective way to utilize available funds in accordance with the Federal Grant requirements. Attached is a list of contractors showing the appropriate financial data. Also attached is a copy of a letter to be mailed to contractors advising them of our plans concerning utilization of projected unspent funds. It is anticipated that the program deadline will be ex- tended from May 31 to September 31. If your agency desires an extension of its present May 31 deadline, please submit a request in writing stating the reason for the ex- tension and the amount of funds required. This letter must be postmarked prior to March 31, 1983. Extensions will not be automatic and the funding level may be reduced on those extensions approved.
