This department recommends approval of the East
Coast Fisheries, Inc., festival request to close
Flagler St. from the River to S.W. Second Avenue
and S.W. North River Drive from Flagler St., to
S.W. Second St., restricted to only one day on
either April 9 or 10, 1983, from 10:00 a.m. to
10:00 p.m. We also recommend the granting of a
waiver in order to allow the sale of beer & wine
on April 9 or 10 at said festival as requested.
The original request extended the closing of streets from April 8, 6:00 P.M.
thru April 11, 6:00 a.m.
This festival is a part of the Ocean Miami Week to be held April 4 thru 10,
1983, as a celebration sponsored by the International Oceanographic Found-
ation and the Dade County Council of Arts and Sciences. The purpose of this
particular festival is to feature and showcase the seafood specialties of
Florida via a series of special outdoor booths placed on the docks of the
East Coast Fisheries on the Miami River. A tropical maritime atmosphere
will prevail with dining facilities being set up on the commerical docks
where fishermen unload their catches.
Oceanside and marine activities will be brought together for the enjoyment
of the People of South Florida and our visitors.
The festival sponsors have contacted the Police, Fire and Sanitation Depart-
ments to properly close and supervise the festival area with adequate pro-
visions for parking and clean up.
Sergeant Bach from the off -duty Police division, as well as the Fire Marshall
have met with the festival sponsors to finalize all arrangements.
All costs for City services will be paid by the Festival, a hold harmless
agreement freeing the City from any liability or legal responsibilities
should be required from the festival sponsors.
Therefore, it is the recommendation of the Recreation Department to approve
this request for a one day only event, 10:00 a.m. to 10:00 P.M.

The festival requests City Commission approval to close Flagler
Street from the River to S.W. Second Ave., and S.W. North River ,
Drive from Flagler St.. to S.W. Second Street, on April 8, after
6:00 p.m. to April 11, at 6:00 a.m. They will leave a fire lane
open and employ City off -duty policemen during.the duration of
the event. The festival has contacted the City's Police Dept.,
Sergeant Bach to arrange for proper procedure in closing the
streets and allowing adequate parking. They also contacted the
City's Fire Dept., for needed permits. They also request a
waiver for the sale of beer & wine on April 9 or 10, 1983.
This Department recommends the approval of this request for a
one day only event, to start at 10:00 a.m. and finish by 10:00 p.m.
The festival must fulfill all needed permits from the Police,
Fire, Sanitation Departments as well as a hold harmless statement
freeing the City from any liabiZert;izwar

I have met with Sgt. Howard Bach, Special Event Coordinator, Miami
Police Department, reference the closing of Southwest North River
Drive from Hest Flagler to Southwest 2nd Street for the proposed
Miami Seafood Festival.
During our meeting, Sgt. Bach indicated his concurrence with our
proposal by agreeing it would be feasible to close Southwest North
River Drive from 7:00 P.M. Friday, April 8, 1983 through no later
than 6:00 P.M. April 11, 1983:_
I have also discussed the festival with Chief Frank Rollason, City
of Miami Fire Department. He has approved the festival in concept.
As the preparation and plans are finalized, I will meet with Chief
Rollason to insure the festival is laid out inaccordance with
existing fire safety requirements.

East Coast Fisheries plan to participate in Ocean Miami Week '83
April 4 - 10, 1983. This is a Marine event in its second year and
responsible for a major film festival and convention sponsored by
Ocean Realm Magazine to take place April 9 - 10 in behalf of Ocean
Miami Week ' 83.
This event has an extensive list of marine related events planned.
Its principal sponsor is the International Oceanographic Foundation
and Dade County Council of Arts & Sciences. The Ocean Miami Week 183
coordinator is Mrs. Maria M. Gross of International Oceanographic

We are enclosing a release on our proposed event for your purusal
and hereby state our request as follows:

TO BE A FEATURE OF OCEANS MIAMI WEEK 83
MIAM1, l:la.--A major event of the week-long celebration, Ocean's
Miami Week, spunzored by Planet Ocean, will be the creation of a "Miami
Seafood festival" it was announced by Dr. F. G. Walton Smith, President
of the international Oceanographic Foundation.
The Miami Seafood Festival will feature the delicious Stone Crabs, Shrimp
rind Lobsters seafood specialties which has made Florida famous on April 9
and loth, from 8:00 A.M. to 10:00 P.M. It will be located on the docks
ul Eist Coast fisheries on the Miami River, 360 W. Flagler Street where
the freshly caught fish are brought in by the company's boats. Flagler
Street and River Drive will be closed for the festival.
A real tropical maritime atmosphere will prevail with dining facilities
being set-up on the commercial docks where fishermen unload their catches.
The seafood will be prepared and served dock side.
The Seafood Festival is a way for our Miami fishing fleet to show off the
seafood caught daily points out David E. Swartz, President of East Coast
Fisheries. "We are pleased to be a part of Ocean Week 183 as it brings
together ocean science and marine activities with the people of South
Florida and our visitors".

Bast Coast Fisheries restaurant and market has been a. Miami landmark
since 1933. its fishing fleet has been supplying cities from New York
to Los Angeles as well as Europe with fish as a wholesaler since 1918.
The company hus played a major role in having Florida Lobster recognized
around the world, getting its start originally selling Maryland oysters
in Florida. At its West Flagler Street location, it has two floors of
restaurants.
