Berti, dated March d, 1982 through September 28, 1982, and addressed to different individuals in the City of Miami. It appears to me that Dr. Berti has been given the run-around by the City Administration. Dr. Berti is the head of a group of prominent neurological and orthopaedic surgeons who wish to establish a rowing program for rehabilitation of handicapped individuals, as well as for educational and competitive purposes. Membership will be open to the public, and the facilities will also be made available to the Police, Fire and other City departments. The American Barge Club is a self-supporting, non-profit organization. They are not requesting any funds from the City; all they ask is that they be allocated sufficient space to construct their facilities at no cost to the City. They will also provide their own rowing shells. As you can see from the enclosed letters, they originally thought of the Bay -side facilities; then, when nothing materialized, they suggested the Blue Lagoon. I believe ABC should have their facilities on the shoreline area of the Marine Stadium property, and be given the same benefits as the Miami Rowing Club. This is a splendid opportunity from which the community at large can benefit: a group of dedicated, knowledgeable professionals offering to fund a program in its entirety. I am enclosing copies of said letters. To this moment, I have not received any answer, except for a partial commit- ment on the use of a piece of land by the side of the old Coast Guard warehouse at Coconut Grove. The main reason for this program will be rehabilitation and edueation.- as well as competition for oarsmen of all ages and sexes. We 2lan to offer this program to the employees of the City of Miami, as well as to the police forces and use in general. We_ not reauesting any mon4tary hel±) from the i y of Miami, but instead, we would like to have the opportunity to use one of the facili- ties of the City of Miami with waterfront. We have been enthusiastically received by th authorities of the Department of Recreation, and offered all kinds of help. During our investigations for the feasibflity of construction of a boathouse parallell to the D t. of Recreation we were impressed by the costs. If we were to build such a facility as a requisite for the program, the whole idea would become an impossible dream. ` Talking about this problem with Mr. De Jesus, he suggested that I kindly requested from you and Mayor Ferre_a space within the "Coast Guard 's Warehouse" by the side of the seats- of the Boxing Program. Inspite of -the ideal conditions that Miami offers for its practice, it is only enjoyecrby few and at a great cost and sacrif- ice.X I am a member of a group of oarsmen that would like to initiate a rowing program in the area of the Coconu�?Grove due to the availability and access to an adequate body of water. We own several rowing shells and ire eager to practice our sport in the Bay waters. Our goal is to start as an athletic organization that will practice rowing as a year-round sport and v11 absorb youth and "post youth" for continuing competitive as well as pleasurable physical training. Our program will offer everyone ingested the chance to participate in a "team effort" sport. With time, and if successful, the program may help organize High School, College , University and other group type of rowing crews. Flagler Street Miami, Florida Dear Mayor Ferre: I am writing you on behalf of the American Barge Club, a non profit organization located in the City of Miami. We are a group of physicians and other professionals with a common interest in the sport of rowing. We are requesting that the City of Miami allocate the American Barge Club a parcel of land at The Miami Marine Stadium. We would build a boathouse at that location for the purpose of boat storage. We already own several rowing shells. Our Club was organized for many reasons, other than our own desire to participate in a sport that we all enjoy. Chief among these reasons was a strong desire on our part to provide to many of our patients a complete rehabilitation program. Therapy is the key to this rehabilitation, 4tnd rowing will provide to many of our patients another outlet on the road to recovery. We believe that this form of exercise , under our professional supervision, will enhance the individual therapy programs. The majority of our patients have never participated in an activity of this type before, therefore, professional instruction may be a necessity. For this we have as our coach, Mr. Bill Jones, an Olympic Bronze_Medal winner in rowing during the 1948 London Olvmpic_Games. We plan , as well, to offer our rowing program to the local youth, as well as City of Miami employees and t eir am- I will reiterate that we are only asking the City of Miami for one thing, the land at The Miami Marine Stadium on which to build our boat storage facility. February 10, 1983 Mr. Maurice Ferre, Mayor City of Miami City Hall 3500 Pan American Drive Miami, Florida 33133 Dear Mayor Ferre:• After my discharge from the U. S. Army in 1970, I moved to Tampa, Florida for two reasons. First, I chose to finish my education at the University of South Florida. I graduated with a Business Admi- nistration degree in early 1974. The second reason was my health. I found the warm Florida winters much mo*-e conducive to my physical abilities than the cold weather of my naive Alabama. I moved to Dade County in 1975, and have maintained residence here since then. Late in 1976, m y health began to deteriorate. Being a military ve- teran, I chose to go to the V. A. Hospital in Miami for my treatment. There I met Dr. Aldo F. Berti. Over the following years, Dr. Betti became, not only my private physician, but also a personal friend. Dr. Berti performed spinal surgery on me in July of 1981 and again in August 1982. Both operations were performed at Cedars of Lebanon Medical Center, in Miami. I currently maintain my position of Senior Account Manager for Microdata Corporation here in Miami and, also, manage to do one hour of physical therapy daily at Cedars. I want to walk, again. This brings forth my personal interest in the American Barge Club. The club will afford me the opportunity to advance my therapy at a more rapid rate, and in an environment totally different from the basically 'Sterile Environment' of Cedars Physical Therapy Room. It will, also, give back two of my basic ideals of Florida -- the sun and the sea. Often, the most difficult object for a person in my condition to overcome is the mental anguisn of losine the ability to_Iaa1k. This loss may never be totally accepted by any patientand it is often a case of "give me a flicker of hope and I'll try it. The American Barge Club can give me that "one more flicker of hope". You will note by the attached list of members that the Club will provide to a patient with the opportunity to be with their physi- cian and a Registered "hvqinal Theganist under the supervision oi�an P.O.
