FOR FURNISHING CUSTODIAL AND MAINTENANCE SERVICES ON A CONTRACT BASIS FOR ONE YEAR AT THE FIRE, RESCUE TRAINING CENTER TO THE DEPARTMENT OF BUILDING AND VEHICLE MAINTENANCE AT A TOTAL ESTIMATED COST OF $16,145.00; ALLOCATING FUNDS THEREFOR FROM THE 1982-1983 OPERATING BUDGET OF THAT DEPARTMENT; AUTHOR- IZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received January 17, 1983 for the furnishing of Custodial and Maintenance Services on a contract basis for one year to the depart- ment of Building and Vehicle Maintenance; and WHEREAS, invitations were mailed to 17 potential suppliers and 9 bids were received; and WHEREAS, funds for this purchase are available in the 1982-1983 Operating Budget; and WHEREAS, this service will be used by the Department of Building and Vehicle Maintenance for the purpose of providing regular custodial service at the newly renovated Fire, Rescue Training Center; and WHEREAS, the City Manager and the Department of Building and Vehicle Maintenance recommend that the bid received from Robert Brown Building Maintenance, Inc. be accepted as the most advantageous bid to the City: CITY COMMISSION MEETII-40 CF MAR 18 1983 ,I NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The January 17, 1983 bid of Robert Brown Building Maintenance, Inc. for furnishing Custodial and Maintenance Services on a contract basis for one year at the Fire, Rescue Training Center to the Department of Building and Vehicle Mainte- nance at a total estimated cost of $16,145.00 is accepted with funds therefor hereby allocated from the 1982-1983 Operating Budget of that Department. Section 2. That the City Manager is hereby authorized to instruct the Purchasing Agent to issue a Purchase Order for this service. Recommendation for Resolution and Award of Bid No. 82-83-21 Custodial/Maintenance Contract Fire, Rescue Training Center REFERENCES: ENCLOSURES: Award of Bid, Resolution, Tabulation It is recommended that the award be made and a resolution be passed accepting the most advantageous bid as received from Robert Brown Building Maintenance, Inc. for furnishing Custodial and Maintenance Services on a Contract Basis for one Year at a total estimated cost of $16,145.00. Pursuant to public notice, sealed bids were received January 17, 1983 for furnishing Custodial and Maintenance Services at the Fire/Rescue Training Center on a contract basis for one year to the Department of Building and Vehicle Maintenance. Invitations were mailed to 17 potential suppliers and 9 bids were received as per the attached tabulation. Three (3) "No Bids" were also received. This contract shall provide the following services for the Property Maintenance Division at the newly renovated Fire, Rescue Training Center: complete regular custodial services five days a week, periodic floor stripping and waxing,and periodic grounds maintenance. The contract shall commence upon occupation of the building and will continue for a 12 month period, and may be extended by mutual writ- ten consent. Funds for this purchase are available in the 1982-1983 Operating Budget of the Department of Building and Vehicle Maintenance. The Department of Building and Vehicle Maintenance concurs with this recommendation. AWARD OF BID Bid No. 82-83-21 ITEM: Custodial and Maintenance Contract DEPARTMENT: Building & Vehicle Maintenance TYPE OF PURCHASE: Contractual Agreement for one year REASON: To provide regular maintenance at the new Fire, Rescue Training Center POTENTIAL BIDDERS: 17 BIDS RECEIVED: 9 TABULATION: Attached FUNDS: 1982-1983 Operating Budget BID EVALUATION: While Robert Brown Building Maintenance, Inc. submitted the lowest bid for item 1, and was the lowest bidder overall, lower bids were received for the other items. The bids of A.A. Reliable Janitorial Service for items 2 and 3,-of Colonial Art (d.b.a. H & C Maintenance) for item 2, and of Vista Building Maintenance for item 3, were all less in price than that received from Robert Brown. However, a split award is not recommended because the savings afforded, only $1,140.00, does not justify the potential difficulties and the impracticality of having three different custodial contractors working in the same building. All bids meet the specifications. "No bid due to prior committments." 2. "Although we have the personnel, we are unable to adequately service this account." 3. "No grounds maintenance service, no tools, no experience in that field." RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE TO ROBERT BROWN BUILDING MAINTENANCE, INC. IN THE TOTAL ESTIMATED AMOUNT OF $16,145.00.
