BE ALLOCATED $22,652 AND THAT LITTLE HAVANA ACTIVITIES AND NUTPI- TION CFNTEPS OF DADE COUNTY, INC. BE IN- CPEASED BY $69,250 FROM $82,312 TO $151,562 TO BE TAKEN FROM SOCIAL SFPVICE PROGPAMS, SPECIPL PROGPAMS AND ACCOUNTS; FURTHFP. RE- FLECTING A PPEVIOUSLY APPPOVED INCREPSED ALLOCATION TO ACTION COMMUNITY CENTFP BY $20,200 FROM $31,604 TO $51,804 TO BE TAKFN FPOM SOCIAL SERVICE PROGRAMS, SPFCIAL PRO- GRAMS AND ACCOUNTS, THEREBY INCREASING THE TOTAL F.R.S. ALLOCATION BY $112,102 FR.OM $700,851 TO $812,953; AND FURTHER. PESCINDING RESOLUTION 83-99 BTHICH INCORPFCTLY AMENDED PESOLUTION 82-1101. WHEREAS, the City Commission has allocated Fiscal Year Year 1.982-83 Federal Pevenue Sharing Funds to approved social service agencies through Resolution Nos. 82-893, 82-909, 82-1011, and Resolution 83-99; and WHEREAS, the City Commission has adopted Motion No. 83-147 which expressed intent to increase the allocation to Little Havana Activities and Nutrition Centers, Inc. by an amount not to exceed $69,250; and WHEREAS, the City Commission also adopted Motion No. 83-84 which expressed intent to allocate Allapattah Com- munity Action, Inc. funds determined by staff not to exceed $22,652; and HTHEREPS, the City Commission also adopted P4otion No. 82-1007 which expressed intent to increase Action Community Center's allocation by an amount not to exceed $20,200; and WHEREPS, the Resolution herein reflects a previously approved increase in the allocation to Action Community Center, Inc., which was approved February 10, 1983 in Resolution 83-99 which incorrectly contained a reference to Resolution 83-1101 instead of Resolution 82-1011; and CITY COMMISSION MEETING Oi MAR 18 1983 RESOIuiiuii ii,. Wl -" WHEREAS, the prior ineffectual Resolution 83-99 is being rescinded in view of the present Resolution reciting the in- creased allocation to Action Community Center, Inc.; NOVI, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Resolution No. 82-1011, adopted November 4, 1982, which allocated. $700,851 of Federal Revenue Sharing Funds to previously approved social service agencies previously appropriated by Ordinance No. 9481, adopted September 9, 1982, is hereby amended in the following partic- ulars:1 "Sec. 1. $4e97851 $812,953 of Federal Revenue Sharing funds previously appropriated by Ordinance No. 9481, adopt- ed September 23 9, 1982, is hereby allocated to those agencies listed herein for the period December 1, 1982 through September 30, 1983: Agency Amount Action Community Center $317694 $51,804 Allapattah Community Action Center $22,652 * * * * * * * * * * * * Little Havana Activities and $82 912 $151,562 Nutrition Centers of Dade County Inc. -Elderly Nutrition Program and Halfway House Administration $66,269 Total $4667651 $812,953 * * * * * * * * * * * * Section 3. Cary City Manager FROM Dena Spillman, Director Community Development Department DATE March 4, 1983 SUBJEC, Resolution increasing Little Havana Activities and and Action Community Center, fpAjEN p Allapattah Community FILE FRS funding at Nutrition Centers and providing FRS Action City Commission Agenda of March 18, ENCLOSURES 1983 It is recommended that the City Commission amend Resolution No. 82-1011 by increasing the allocation to Little Havana Activities and Nutrition Centers of Dade Countv by 69,250, Action Community Center b 20,200 and providing an allocation of $22,652 to Allapattah Community Action, Inc._ The attached Resolution impacts three (3) social service programs currently funded by the City. These agencies are: W V U_ 0 VN a w co a z a r`- J il Action Community Center - At its February 10, 1983 meeting, the City Com- mission adopted Resolution 83-99 which allocated an additional $20,200. However, Resolution 83-99 incorrectly amends Resolution 82-1101 instead of Resolution 82-1011 (the Resolution which allocated the balance of Federal Revenue Sharing Funds for Social Services). Therefore, in order to rectify this situation, the proposed Resolution rescinds Resolution 83-99. This legislation does not provide additional funds beyond those already approved by the City Commission, but merely effectuates action zalready taken by the Commission. The Commission has allocated $58,470 Eof F.R.S. funds to this Agency for Fiscal Year 1982-83. Allapattah Community Action, Inc. - At its February 10, 1983 meeting, the i City Commission passed Motion No. 83-84 which approved in principle a a funding request of $31,304 for this Agency pending staff's review of this gE request. co 2217he Agency requested these funds for the purchase of a station wagon (including operating costs of gasoline, maintenance and insurance) and the addition of one program assistant and four senior aides. Staff con- curs that the Agency is in need of additional personnel. Currently, the staff to client ratio is approximately 45-1. This has created problems for the Agency to provide services, document services and prepare required reports. Allapattah has requested $21,304 for the aforementioned positions and fringe benefits. The Program assistant's salary is listed at $12,000 per annum and each of the senior aides receives $150 per month for a part-time sposition. March 4, 1983 Per your direction, Eddie Cox has been contacted to purchase the station wagon for the Agency. Mr. Cox indicates that the approximate cost for the six (6) passenger wagon is $9,000. The Agency had requested $7,000 for the vehicle. Staff recommends that the combined allocation for per- sonnel and vehicle costs be reduced from $31,204 to $22,652. This total reflects the aforementioned revisions and the attached Resolution in- cludes an allocation of $22,652 for this Agency. Little Havana Activities and Nutrition Centers of Dade County, Inc. - At its February 10, 1983 meeting, the City Commission passed Motion No. 83-147 which expressed the intent to provide $69,250 to provide a half- way house facility for homeless Mariel refugees previously cared for at the site operated by Alpha 66. This allocation includes both the cost for food and shelter and reflects the costs proposed by the Agency to provide services at the halfway house. The attached resolution effec- tuates this allocation. Funds for these projects will be provided Special Programs and Accounts. Passage of the total allocation of F.R.S. funds for FY`82-83. DS:mb from the Social Service Programs, the proposed resolution increases social programs to $953,125 during 7 N FUNDING REQUEST Sponsor Agency: Allapattah Community Action, Inc. Target Group : Elderly Target Area : Allapattah Current Funding Level: $139,800 Requested Increase . $ 31,304 Project Services: Allapattah Community Action, Inc. provides hot meals and supportive social, re- creational, educational, and social services to elderly persons. The project is currently serving approximately 225 persons on a daily basis. Reason for Reauested Increase: Agency requests $10,000 for the purchase of a station wagon ($7,000) and related costs for the operation of this vehicle (gasoline, maintenance, vehicle insurance). The remaining $21,304 is to cover the costs for one program assistant ($12,000 per annum) and four part-time senior aides ($150 a month each). Evaluation of Requests: Allapattah Community Action, Inc. has frequently indicated its need to purchase a vehicle for program use. This vehicle is needed to pick up bulk food supplies as well as other proqram equipment and to meet transportation needs to maintain pro- gram operations. In order to make the best deal possible in purchasing this vehicle, it is recommended that the City of Miami Department of Building and Vehicle Maintenance purchase said vehicle for the program. Cost for a 6 passenger vehicle with a back seat is estimated at $9,000, thus increasing the amount re- quested by Allapattah by $2,000. The Agency also requests an additional $21,304 to employ an additional program assistant and 4 part-time senior aides at $150 per month. The yearly cost for these positions is $21,304 on an annual basis (including FICA and Health Insurance). Staff concurs that there is a need for additional staff at Allapattah Community Action. The Agency currently has 5 employees, making the client to staff ratio over 45 to 1. Due to this heavy workload, the Agency has experienced difficulties in providing or documenting services. This has resulted in the submission of late and incorrect quarterly activity reports as well as reimbursement packages. The additional employees should help alleviate these problems as well as provide needed assistance in providing direct services to eligible clients. The budget request submitted by the Agency for these positions is for a full year. Since a funding commitment can not be extended beyond the fiscal year, it is recom- mended that the line item for personnel and fringe benefits be reduced to cover the period April 1, 1983 - September 30, 1983. This adjustment would reduce the funds for personnel costs to $10,652. It is recommended that further funds allocated to Allapattah Community Action not exceed $22,652 through September 30, 1983. This includes an increase in the line item to purchase the station wagon and the reduced personnel line item.
