A RESOLUTION CONFIRMING ORDERING RESOLUTION NO. 83-131 AND AUTHORIZ- ING THE CITY CLERK TO ADVERTISE FOR SEALED BIDS FOR THE CONSTRUCTION OF MANOR HIGHWAY IMPROVEMENT -PHASE III IN MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE III H-4484. WHEREAS, at the City Commission meeting of February 10, 1983, Resolution No. 83-131 was passed which ordered a highway improvement identified as MANOR HIGHWAY IMPROVEMENT - PHASE III in MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE III H-4484; and WHEREAS, pursuant to due public notice a public hearing was held before the City Commission on March 10, 1983, as to any objections to the confirmation of Resolution No. 83-131, which resolution ordered MANOR HIGHWAY IMPROVEMENT - PHASE III in MANOR HIGH[%TAY IMPROVEMENT DISTRICT - PHASE III H-4484; and WHEREAS, no objections to the confirmation of said highway improvement were sustained by the Commission, it is therefore in order for the Commission to confirm said ordering resolution and authorize the City Clerk to advertise for sealed bids for the construction of said improvement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Resolution No. 83-131 dated February 10, 1983, which ordered MANOR HIGHWAY IMPROVEMENT - PHASE III in MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE III H-4484 is hereby confirmed. Cather REFERENCES Director of Pu c Works (For Commission Meeting of ENCLOSURES March 18 , 1983) The Department of Public Works recommends adoption of a resolution confirming Order- ing Resolution No. 83-131 and authorizing the City Clerk to advertise for sealed bids for MANOR HIGHWAY IMPROVEMENT - PHASE III, H-4484 in the MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE III, H-4484. MANOR HIGHWAY IMPROVEMENT - PHASE III, H-4484, was ordered by the City Commission on February 10, 1983. It is now in order to confirm the ordering resolution and to authorize advertising for bids. A public hearing will be held by the City Commission at their meeting of March 18, 1983. At that time the Commission will hear objections to the confirmation of the ordering resolution, No. 83-131. This improvement is being proposed as an assessable improvement under Section 56 of the Charter of the City of Miami. This district is bounded by N.W. 46 Street, N.W. 49 Street, N.W. 7 Avenue and N.W. 12 Avenue. The overall condition of the street rights of way in this area of the City has deteriorated. Side parkways are in poor condition due to extensive on -street parking, pavement is out of grade and/or off -center and drainage problems are extensive. All of these problems will be corrected by MANOR HIGHWAY IMPROVEMENT - PHASE III, H-4484. The proposed construction will include new asphaltic pavement, concrete sidewalk, concrete curbs and/or gutters, storm drainage facilities and landscaping. MANOR HIGHWAY IMPROVEMENT - PHASE III is currently included in the City of Miami's 1982-1988 Capital Improvement Program. The overall condition of the street rights of way in the Manor area has deteriorated. B. Most of the streets in this area have parkways in poor condition due to extensive on -street parking, pavement that is our of grade or off center, and extensive drainage problems. C. The proposed improvements shall include clearing and grading, construction of new asphaltic pavement, concrete sidewalk, storm drainage facilities, concrete curb and/or gutter and landscaping. D. MANOR HIGHWAY IMPROVEMENT - PHASE III is included in the City of Miami's 1982-88 Capital Improvement Program. ACTION TO BE TAKEN 1. A local improvement designated as MANOR HIGHWAY IMPROVEMENT - PHASE III, H-4484 shall be made under Section 56 of the Charter of the City of Miami, as amended, located in the area bounded by N.W. 46 Street on the south, N.W. 49 Street on the north, N.W. 7 Avenue on the east and N.GT. 12 Avenue on the west. 2. This improvement shall be designated in all proceedings and assessments as MANOR HIGHWAY IMPROVEMENT - PHASE III, H-4484, and the property against which special assessments shall be made for a portion of the cost thereof, hereunder shall be designated as MANOR HIGHWAY IMPROVEMENT DISTRICT - PHASE III, H-4484.
