A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES CONTRACTS, SUBJECT TO THE CITY ATTORNEY'S APPROVAL AS TO FORM AND CORRECTNESS, WITH BELAFONTE-TACOLCY TO PROVIDE COMPENSATION FOR THE ADMINISTRATION AND OPERATION OF THE CETA TITLE IV SUMMER YOUTH EMPLOYMENT PROGRAM (SYEP) BY THE TWO ORGANIZATIONS WITH FUNDS THEREFOR ALLOCATED IN THE AMOUNT OF $833,605 FROM CETA TITLE IV SYEP GRANT MONIES. The City Manager is hereby authorized to professional services contracts, subject to the City Attorney's approval as to form and correctness, with Belafonte-Tacolcy to provide compensation for the administration and operation of the CETA TITLE IV Summer Youth Employment Program (SYEP) by the CITY COMMISSION MEETING OF MAR 18 1983 Rescinded by R-83-0362 ♦ 0 organization, with funds therefor hereby allocated in the amount of $484,650 from the CETA TITLE IV SYEP grant monies. FLORIDA INTEROFFICE MEMORANDUM DATE March 1, 1983 FILE SUBJECT: FROM COer4tXH.i/a/d, lr� REFERENCES: Department of Recreation ENCLOSURES: Recommended Professional Services Contracts - SYEP (For Commission Action) It is recommended that the City of Miami enter into professional services contracts, for the Summer Youth Employment Program- CETA Title IV, with Belafonte Tacolcy and Youth Co-op, Inc., to provide compensation, during the period of April 11, 1983 to September 30, 1983, for the following profes- sional services: To provide outreach, recruitment and intake of 805 participants plus 1S% overage (to maintain full capacity), totalling 926 participants, to the Summer Youth Employment Program (SYEP). To provide part-time employment (25 hours/week), during the period of June 27, 1983 to August 12, 1983, to 805 participants in the SYEP. To provide supervision to the participants in the SYEP. To provide counseling and supportive services, on an "as needed" basis, to the participants in the SYEP. To provide SYEP information and guidance to the 128 worksites wherein the participants are placed. To provide 25 hours of classroom training, June 20 to June 24, to the 805 participants in the SYEP. To provide a 2-day conference on "The Status of Youth," at the Joseph Caleb Center, 5400 NW 22 Avenue, August 11 and 12, 1983. To provide designated personnel time to the SYEP as proposed. To provide adherence (as it pertains) to the SYEP contractual agreement between the CITY and the South Florida Employment and Training Consortium. Belafonte Tacolcy will provide said services for 507 participants. The total contractual costs for Belafonte Tacolcy is $484,650 (Four -Hundred and Eighty - Four Thousand Six Hundred and Fifty Dollars). 83'-t;)i t Howard V. Gary City Manager March 1, 1983 Page 2 Youth Co-op, Inc. will provide services to 298 participants and the total contractual costs is $291,200 (Two -Hundred -Ninety -One Thousand and Two - Hundred Dollars). The total CETA Title IV funds, $833,605, includes 6.7% City administration costs. Attached, for your perusal, are the Professional Services Contracts for both subcontractors. It is recommended that the City Manager be authorized to enter into the pro- posed contracts per City Resolution #77-585 (attached) in order to secure described services for the maintenance of the Summer Youth Employment Program of 1983.
