A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ADVERTISE FOR, SELECT AND NEGOTIATE AN
AGREEMENT WITH AN ECONOMIC CONSULTING FIRM
FOR THE PREPARATION OF A DEVELOPMENT OPPOR-
TUNITIES ANALYSIS FOR THE SOUTHEAST OVER-
TOWN/PARK WEST REDEVELOPC'IENT DI STRICT NOT
TO EXCEED $40, 000 ICJ COST.
WHEREAS, by Resolution No. 82-755, the Southeast Overtown/
Park west Redevelopment Plan was approved in principal by the
City Commission; and
WHEREAS, by Resolution No. 1677-82 and Ordinance No. 82-115,
the Dade County Board of Commissioners has approved a Plan and
tax increment financing for the Southeast Overtown/Park West
Community Redevelopment Aera, hereinafter refered to as the Project
Area; and
WHEREAS, the Overtown Transit Station portion of the Project
Area has received a $6.8 million grant from the Urban 'bass Transit
Administration; and
WHEREAS, The apz:)roved Southeast Overtown/Park [Nest Plan
contains a Development and Phasinq Program based upon two market
studies prepared between 1978-1979 one addressing only the Park
West Community and the other addressing only the Southeast Over -
town area; and
WHEREAS, since the preparation of said market analvses
Southeast Overtown and Park West have been integrated into one
project area, and the framework for development, particularly the
Downtown connection, and demand conditions for residential and
commercial uses have changed enough to warrent and updated and
more detailed Development Opportunities Analysis; and
WHEREAS, the final product of the Development Opportunities
Analysis will make recommendations regarding the amount of
different types of development the Project Area can incorporate,
detailing where and when such development can occur and the extent
to which subsidies are required to implement such fin JurTs- and

WHEREAS, the approved Southeast Overtown/Park Nest Budget
for FY 82-83 has set aside $40,000 to compensate the consultants
for these services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
advertise, select and neclotiate an agreement with a qualified
economic consulting firm for the preparation of a Development
Opportunities Analysis for the Southeast Overtown/Park West
Project Area.

It is' recommended that the City Commission
authorize the City Manager to advertise,
negotiate and select a qualified economic
consulting firm to prepare a detailed
Development Opportunities Analysis for the
Southeast Overtown/Park West Redevelopment
Area at a cost not to exceed $40,000.
The Southeast Overtown/Park west Community Redevelopment Plan
and tax increment financing were approved by the Miami City
Commission (July 29, 1982), and by the Dade County Board of
Commissioners (December 7, 1982). The County Commission has
also approved an ordinance establishing a Redevelopment Trust
Fund through which tax increment monies will be channeled for
redevelopment activities in accordance with the plan.
The proposed development and phasing plan for the Project Area is
based in part upon two independent market studies prepared between
1978-1979, each analyzing separate action areas within the over-
all Project Area. Since that time, the framework for development
has changed substantially, enough to warrant an updated study
that also addresses the integration of the Southeast Overtown and
Park West communities.
The final product of this Development Opportunities Analysis will
be a recommendation as to the amount of different types of develop-
ment the Project Area can incorporate, detailing where and when
such development should occur and the extent to which subsidies
are required to implement the study's findings.
It is requested that this item be heard on the City Commission
meeting of March 10, 1983.
