Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions n; this ordinance are he.rehv

word of this ordinance shall be held to be invalid, tyre remaining provisions of
this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two separate days
is hereby dispensed with by an affir;native vote of not less than four -fifths of
the members of the Commission.
Section 6. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety
and property of the City of Miami and upon the further ground of the necessity
to make the required and necessary payments to its employees and officers,
;payment of its debts, necessary payments to its employees and officers, payment
of its debts, necessary and required purchases of goods and supplies and to
generally carry on the functions and duties of municipal affairs.

REFERENCES;
ENCLOSURES
It is recommended that the City_ Commission
approve an emergency ordinance authorizing
the establishment of a Trust and Agency
Fund FY'82-83 for the Southeast Overtown/
Park West Project Administration. The Proj-
ect pledges to repay both a $225,000 8th
year CDBG loan and a $135,000 FY'83 General
Fund loan at a future date from Project rev-
enues. The purpose of such a fund is to
provide a cost location to capture, record
and allocate all administration expenditures.
The Southeast Overtown/Park West Community Redevelopment Plan and
tax increment financing were approved in principal by the Miami
City Commission (July 29, 1982), and by the Dade County Board of
Commissioners (December 7, 1982). The County Commission has also
approved an ordinance establishing a Redevelopment Trust Fund
through which tax increment monies will be channeled for redevel-
opment activities beginning -in November 1983 in accordance with
the Plan.
Given the temporary absence of tax increment revenues for FY'83,
the Project has received administrative funding as follows:
CBDG 8th Year $225,000
General Fund FY'83 135,000
UMTA lst Year 80,000
Total Administrative Budget $440,000
The funding received from CDBG and the General Fund represent
loans to the Project to be repaid at a future date primarily from
the proceeds of tax increment revenue bonds. Based upon the pro-
posed development plan, the bonding potential for the Project will
approximate $85-90 million. This implies that the projected stream
of tax increment revenue into the Redevelopment Trust Fund at pro-
ject completion (1992) will approach $15 million.
It is requested that this emergency item be granted its first
and second reading on the City Commission meeting of March 10, 1983.
