A RESOLUTION MAKING FINDINGS AND
AUTHORIZING THE CITY MANAGER TO
IMPLEMENT SIX (6) RECOMMENDATIONS
OF THE PLAN FOR GRAND AVENUE AS AN
IMMEDIATE ACTION PROGRAM.
WHEREAS, the Plan for Grand Avenue from McDonald to Brooker
Street in Coconut Grove, calls for the physical improvement and
economic development of Grand Avenue; and
WHEREAS, as a result of meetings with representatives of
community -based organizations concerned with economic develop-
ment, and property owners, the community expressed a preference
for a 6-point immediate action program rather than blanket
approval of the plan; and
ning Advisory Board, at its meeting
WHEREAS, the Miami Plan
of January 19, 1983, Item 1, following an advertised hearing,
adopted Resolution No. PAB-3-83, by a 5 to 0 vote, RECOMMENDING
APPROVAL, of an immediate action program to implement additional
plan recommendations, as hereinafter set forth; and
WHEREAS, the City Commission deems it advisable and in the
best interest of the general welfare of the City of Miami and its
inhabitants to implement said additional plan recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
immediately implement the following six (6) recommendations from
the Plan For Grand Avenue:
a. Seek redevelopment of the Tiki Club property and
adjoining vacant parcels;
b. Seek provision of low -interest apartment rehabilitation
loans;
C. Develop historic markers;
d. Provide street banners;

e. Seek improvement of public sidewalks; Planning Depart-
ment to look into the establishment of parking meters;
and
f. Seek the establishment of mounted horse patrol and foot
patrol, all in conformity with the Miami Comprehensive
Neighborhood Plan.
Section 2. The above recommendations are found to be in
conformity with the Miami Comprehensive Neighborhood Plan.

The Planning Advisory Board, at its meeting of January 19, 1983, Item 1, following
an advertised hearing, adopted Resolution PAB 3-83 by a 5 to 0 vote, recommending

A RESOLUTION4 to provide for the implementation of this immediate action
grogram has been prepared by the City Attorney's Office and submitted for
consideration of the City Commission.

PETITION: 1. Consideration of recommending acceptance of the Plan for
Grand Avenue, August, 1982, as a general policy guideline
for the physical improvement and economic development of
Grand Avenue, from McDonald to Brooker Streets, in Coconut
Grove; further recommending an immediate action program to
implement the following plan recommendations:
--Seek redevelopment of the Tiki Club property and
adjoining vacant parcels
--Seek provision of low -interest apartment rehabilitation
loans
--Develop historic markers
--Provide street banners
--Seek improvement of public sidewalks
--Seek the establishment of a mounted horse patrol.
REQUEST: To accept the Plan for Grand Avenue and recommending an immediate
action program for implementation.
BACKGROUND: As a result of meetings with representatives of community -based
organizations concerned with economic development, and property
owners, the community expressed a preference for a 6-point
immediate action program rather than blanket approval of the
planning document.
ANALYSIS: The Plan for Grand Avenue identified the following issues as
retarding economic revitalization of Grand Avenue (from McDonald
to Brooker Streets):
--Crime and Lack of Security
--Poor Quality of Environment
--Loss of Local Market
--Lack of Black and Local Ownership
--Lack of Expansion Space
--Lack of Parking
--Indeterminate Sense of Place
--Weak Promotion Efforts
The following objectives were identified as necessary to
economic revitalization:
--Increase Security
--Improve Quality of Environment
--Attract Local Shoppers
--Increase Black and Local Ownership and Control
--Develop New Retail and Office Space
--Develop Public Off -Street Parking Facilities
--Promote a Special Positive Identity
--Protect Residential Neighborhoods to the North and
South of Grand Avenue

Consistent with community desires, the following immediate
action program is recommended to initiate accomplishment of
the objectives:
1. Seek redevelopment of the Tiki Club property and
adjoining vacant parcels according to development
concepts.
2. Seek the provision of low -interest rehabilitation
loans for existing apartment buildings.
3. Develop historic markers depicting Black Grove's •
past and significant events.
4. Develop street banners to convey a theme of
Bahamian/Caribbean identity.
5. Seek improvement of public sidewalks to the standard
of the Village Center.
6. Seek the establishment of a police mounted patrol to
increase security.
