WHEIREAS, the Planning Advisory Hoard at is meeting of February 16, 1983, Iten No. 3, following an advertised hearing, adopted Resolution No. PAB 21-83, by a vote of 5 to 0, DENYING the request for co -designation of that portion of .Northwest 35th Court between Northwest 7th and llth Streets as "Northwest 35th Court/Avenida Luz y Caballero, and RFCOMMENDINv instead that a marker be placed in the median of Northwest 35th Court, between 7th and 11th Street:3, as hereinafter set forth; WhEREkS, the (Miami Planninq Advisory Board, at its meeting of February 16, 1983, made substitute recommendation that a marker be placed in the median of Northwest 35th Court between Northwest 7th and llth Streets inscribed "Plaza Luz y Caballero," with installation, maintenance, and liability as the developers responsibility, and subject to an indemnification and maintenance agreement and the design of the marker to be approved by the Planning and Public Works Departments. WHEREAS, the City Commission stated that co -designation would be a significant neighborhood and community benefit and, notwithstanding the P.A.R. recommendation, after careful consid- eration of this matter, deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant said change as hereinafter set torth: NOW, THEREFORE:, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIUA: CITY COMMISSION MEETING OF MAR 24 1%3- LUMN r:353--Z71 1I1EMARKS: _� m :section 1. Section 3. The City Clerk is authorized and directed to forward a certified copy of this resolution to the Dade County Department of Public Works, the Postmaster of the United States Postal Service, and all affected City agencies. Per City Commission Motion 82-619; July 22, 1982, consideration of co -designating "Nil 35th Court" from Nil 7th to llth Streets as "Nil 35th Court/ Avenida Luz y Caballero." REQUEST: To co -designate "N6V 35th Court," between NW 7teh and llth Street as "Ni4 35th Court/Avenida Luz y Caballero." BACKGROUND: Jose de la Luz y Caballero (1800-1862) was a dis- tinguished Cuban philosopher and educator who opposed slavery and the monarchy. Orden Caballero De La Luz, 1701 N.W. 17th Avenue, is a fraternal organization, which made the request of the City Commission. ANALYSIS: Per Resolution 82-992; October 28, 1982, the City Commission revised their policy on street name changes (attached). In preference to street name changes, the Commission will consider in order of preference: 1. marker, by which a plaque or sign is mounted separately on a stone or post in the right- of-way. 2. Plaza, by which on the.street intersection is. designated on the post under the street sign. 3. Co -designation, by which a numbered street receives an additional designation. Further, the Commission policy states that numbered streets will only be co -designated if there is significant historical, neighborhood, or community benefit to the co -designation. The offices of Orden Caballero De La Luz are at 1701 N.W. 17th Avenue. WHEREAS, the City Commission and the Administration have received many requests to change the names of streets in the City of Miami; and WHEREAS, the Commission established its policy in Resolution No. 77-506 dated June 16, 1977, and Commission Policy Statement 2100-1; and WHEREAS, the Commission discussed its policy on Septem- ber 23, 1982, with a view toward revising said policy; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Resolution No. 77-506 dated June 16, 1977, and Commission Policy 2100-1, concerning the numerical quadrant system for street names, are hereby rescinded. Section 2. The Commission hereby makes and declares the following policy statement: The City of Miami has adopted and used, with few exceptions, the numerical quad- rant system for street naming since 1920, as described in Chapter 54, STREETS AND SIDEWALKS, ARTICLE IV, NAMING OF STREETS AND NUMBERING OF BUILDINGS, Sec- tions 54-75 through 54-85 of the Miami City Code. This system is readily under- stood by the public and affords visitors a means of easy reference for quickly fj determining their location and finding CITY COMMISSION ' MEETING OF - OCT, 3 1982 their way through the area. This system is widely used through the country for ti these reasons. The City Commission, taking cognizance of these facts and not wishing to incre- mentally weaken this highly regarded and useful system, notes the following additional reasons for establishing its policy that the numbered street system should not be degraded: 1. Street name changes will cause confusion and delays in public agency response to police and fire emergencies by receiving faulty or confusing descriptions of the loca- tions of those emergencies. 2. Street name changes are not in concert with the intent of the long-established numerical quadrant system. 3. Street name changes can cause con- fusion and delay to the motoring public and to commercial delivery people in delivering goods 'and ' providing services to the general public. 4. Financial investments' for both businesses and private parties in stationery, telephone listings, and other address -related items are jeopardized if subject to street name changes. ' 83"'4 71 The City Commission will consider three alter- natives to re -naming streets in the following order of preference: 1. Marker, by which a plague or sign bearing a designation is mounted separately on a stone or post in the right-of-way. 2. Plaza, by which only the intersec- tion of two streets is designated. This designation is to be mounted on the post under the street signs at the intersection. 3. Co -designation, by which a numbered street receives an additional desig- nation under the numbered street on the street signs. The Police and Fire Departments and U.S. Postal Service will be notified of co -de- signation. The Commission will consider proposals for street designations using the following cri- teria: 1. Named streets, e.g., in Coconut Grove, will not be changed where there is an historical tradition attached to the existing name. 2. Named streets will not be co -desig- nated because' of the resulting confusion. 3. Numbered streets will not be co - designated for merely commercial purposes. 4. Upon receiving a request pertaining to street designations, the Commission will refer the request to the administration for the recom- mendation of the Plat and Street Committee and the Planning Advisory Board. Proposed Street Name Chances Presented to the Planninq Advisory Board (The City Commission established a policy on street name changes by Resolution 77-506; June 6, 1977.) N.W. 12th Avenue, between N.W. 62nd Street and N.W. 71st Street was proposed to be changed to "Bulls Boulevard" by students at Northwestern High School. The Planning Department recommended denial, but also recommended approval of posting signs at the four corners of the one block containing Northwestern High as "Bulls Square." The PAB recommended approval of dual designation of Bulls Plaza for the block on May 4, 1977. The City Commission gave approval of Bulls Plaza dual designation by Resolution 77-507 on June 16, 1977. S.W. 27th Terrace "A" in Coconut Grove was a one -block street segment which was often confused with S.W. 27th Terrace. One resident petitioned that it be re -named to Bleier Street, after a deceased local recreation person. The Planning Department recommended that it be renamed to "SW 27th Way." The PAB recommended approval of SW 27th Way on January 4, 1978; the City Commission approved SW 27th Way by Resolution 78-147•on February 23, 1978. The developer of Plaza Venetia petitioned for the dual designation of the one -block segment of NE 15th Street between North Bayshore Drive and Biscayne Bay (Venetian Causeway) to be NE 15th Street/Plaza Venetia." The PAB recommended denial on September 5, 1979. The City Commission approved the dual designation by Resolution 79-726 on October 30, 1979. Only the developer's property and three commercial properties have addresses on this block. Page 1 of 3 83-,.'71 Planniraq Advisory Board January 28, 1983 Students at Miami high School petitioned to have the one -block segment of Sv; lst Street in front of Miami High to receive the dual designation of "SW 1st Street/ Stingtown Boulevard." The Planning Advisory Board recommended approval on March 5, 1980, and the City Co-mmission granted the dual designation by Resolution 80-331 on May 7, 1980. only the High School has an address on this segment. f Per City Commission Motion 81-850; October 7, 1981, and Motion 81-1064; December 10, 1981, two street name changes were referred by the Commission. N.W. 20th Street, from N.W. 8th Avenue to N.1-1. 27th Avenue was proposed for the dual designation of "N.W. 20th Street/Avenue of the Americas" and N.W. 2nd Avenue from N.W. 29th Street to N.W. 36th Street was proposed to be re -named Eugenio Maria de IIostos Boulevard. The Plat and Street Committee and Planning Department recom- mended denial on both items. By a 3-3 vote (constituting denial) the Planning Advisory Board recommended denial. By Resolutions 82-275 and 82-276; Play 25, 1982, the City Commission approved dual designations of "N.W. 20th Street/ Boulev�,,rd of the Americas" and "N.W. 2nd Avenue/Eugenio Maria de Hostos Boulevard" for both segments. By Motion 82-673; July 22, 1982, the City Commission re- ferred to the administration consideration of co -designating "N.E. 69th Street between Biscayne Boulevard and Biscayne Bay" as "N.E. 69th Street/Palm Bay Lane." Both the Plat and Street Committee and the Planning Department recommended denial. The Planning Advisory Board recommended denial by a 7-0 vote November 17, 1982, further substituting a recommenda- tion that a marker be placed in the median inscribed "Gateway to Palm Bay." The City Commission, by Resolution 82-1166; December 16, 1982, approved the co -designation. 2. Proposed Street Name Changes Presented to Memorial Committee Per City Commission Motion 82-190; February 25, 1982, the City Commission requested the Memorial Committee to consider re -naming N.W. 9th Avenue, from N.W. 14th Street to N.W. 18th Street as "Bob hope Boulevard." The Memorial Committee made a favorable recommendation. The Planning Department recommended approval of a dual designation on the basis that re -platting would create new diagonal rights -of -way to be named "Bob hope Road" at the ends of this segment. By Resolution 82-643; July 22, 1982, the Commission approved dual designation of "N.W. 9th Avenue/Bois hope Road" between N.W. 15th and N.11. 18th Streets. Page 2 of 3 83- '71 Planning.Advisory Board January 28, 1983 3. Proposed Street Name Changes Presented to 'Plat and Street Committee The developer of Mayfair proposed to change the name of. Diary Street to Mayfair Street; the Plat and Street Committee recommended denial on December 3, 1980. A resident of Kent Street proposed it be renamed to Baldwin Street, for one of his relatives; the Plat and Street Committee recommended denial on July 1, 1981. Both rer_uests died with no further action taken. 4. Proposed Street Name Changes Presented to Cite Commission S.W. 13th Avenue (south of S.W. 8th Street) was changed to "Cuban Memorial Boulevard" by Resolution 73-88 on'February 8, 1973 (prior to PAB and prior to Commission policy). N.W. 17th Avenue, between North River Drive and N.W. 79th Street was proposed to be renamed "Athalie Range Drive" and Grand Avenue, within the City of Miami, was proposed to be renamed to "Theodore R. Gibson Drive." The Plat and Street Committee recommended against both. The City Commission took no action on April 23, 1981. Other Actions N.W. 36th Street (State Road 834) was designated as N.W. 36th Street/Allapattah Boulevard to LeJeune Road and N.W. 36th Street/ Doral Boulevard west of LeJeune by the State of Florida. Clarifying memoranda (attached) prepared by February, 1982, have been offered by the Fire Department, Police Department and Florida Power and Light which clearly state their viewpoint. Aron; these would be the change in size of the street alias file, thereby causing the ne- cassit_: to restructure and reload; also, a pro rar-ming change would be necessary to prevent the numbered street data from 're- placing the entered street data. Perhaps these would be small in comparison to the possible hazards that could result by the confusion of the field units getting calls one time by number and the next time by name. It could lead to ecerency service not being answered promptly. In addition, city visitors used to a simple numhering systen as compared to the varibus names, such as those used in Cora 'I Cables and certain parts of Coconut Grove, could becomo easily confused. It is the Department's recommendation that an alternate he uti- lized rather than changing the existing manner of numbering the street within the City. Tarniami Trail is one of many alternate nacres for SW or SE 8 Street. The public r;ould utilize the follewirg possible addresses for this Street. The 100 block of 8 Streczt, could be designated as: A. 100 Tamiarri• Trail B. 100 Tamiami Road C. 100 Calle Ocho or Calle 8 D. 100 S`rJ 8 Street E. 100 SE 8 Street In emaraples A, B, & C a delivery problem as well as a d4-Aribution problem exists. A. 100 Tamami Trail - Propove a letter is thus addressed with no 'Lip Code. 1. Should the letter be delivered to SE Tamiard Trail (Zip Code 33131) or SW Tamiard Trail (Zip Code 33130)' 2.
