The City of Miami has been an incredible partner in allowing Wynwood to become one of the most successful neighborhoods not only within the City of Miami but on an international scale. For the past ten years, the City of Miami, property owners and businesses have transformed Wynwood into a viable pedestrian friendly cafe and art district. Our ask of you today, is to please vote "yes" for the renewal of the Wynwood Business Improvement District for the next ten years. We have managed to converge art, fashion and technology to create a neighborhood that has enabled locals, owners, artists and community members to work together to reinvigorate the district from its former manufacturing decline. Since our inception, Wynwood has been able to spur the local economy and has become the number one contributor of taxes for our city, county and school boards. Our property values have increased exponentially, and we have increased the visitations from 600,000 visitors a year in 2013 to 15 million in 2023. The Wynwood BID prides itself on working together with our surrounding neighborhood partners, stakeholders, City of Miami, Chairwoman Christine King's, District Five offices and our Miami Dade County Commissioner, Keon Hardemon. We also work with State and Federal partners to ensure that the needs of the community are met, since we are acutely aware of our District's challenges. Our district, with the support of the aforementioned, has been on the forefront of working with our City officials and incubating ideas into implementations i.e. Wynwood NRD-I, Co -Living Legislation, Wynwood Streetscape Master Plan, donation and installation of 1151 of all of the City of Miami's security cameras since 2018, advocacy efforts, and shepherding the district through our most difficult challenges, ZIKA and COVID. The Wynwood Business Improvement District seeks the support of our stakeholders to vote, "yes" for the next 10- year tenure, beginning June 9, 2023, and the closing of elections on August 18, 2023. We have attached a Renewal Packet for a summary of our accomplishments as a team with the City of Miami. Enclosed is the proposed Wynwood Business Improvement District "BID" operating budget packet for fiscal year 2023-2024, in the case we are approved for renewal, totaling $1,705,752. The Wynwood BID is eager to continue the momentum and continuation of the successful initiatives that were introduced in 2013, in addition to the introduction of new projects aimed at cementing our commitment to serve the local community, City of Miami and visitors alike. It has converged art, fashion and technology to create a neighborhood that is recognized on a global scale. Locals, developers, artists and community members have worked together to create the Wynwood of today. The Wynwood Business Improvement District was established in 2013 and has been one of the most self-sufficient, successful business improvement district stories not only within the City of Miami but on an international scale. The Wynwood Business Improvement District Board of the city ("BID board") was established for a period of ten years to improve and strengthen the area known as the Wynwood Arts District, as more particularly described in Resolution No. 13-0228 adopted on June 13, 2013, through promotion, management, marketing, and other similar services, including but not limited to, coordination, funding, implementation and maintenance of infrastructure improvements, and other projects. The BID board shall be the board charged with managing the Wynwood Business Improvement District ("BID"). The Wynwood Business Improvement District has acted as an effective vehicle to cooperatively finance and maintain new levels of services and improvements that the local governments cannot accomplish alone due to the exponential growth of the City of Miami. The BID has been able to also derive all operating revenues from the Wynwood Business Improvement District "BID" assessments that have been directed back to our stakeholders with services such hiring of off duty police services, working with our elected officials, small business and development initiatives, security camera donations to our City of Miami police department, 365 days of cleaning services, sponsorships and support of the arts, events, marketing, transportation, and advocacy with the municipal government on such district -specific matters as our award winning NRD and additional zoning, capital improvements, and business recruitment initiatives. Wynwood Neighborhood Historical Background: The Wynwood Neighborhood, originally operated as a manufacturing and logistic hub for the City of Miami, has been in transition and is transforming rapidly into a globally recognized destination for art, fashion, innovation, and creative enterprise. It is vital that the Wynwood Neighborhood accommodate new Uses and Densities while creating new Public and private Open Space opportunities for its existing and future residents. S IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO What is a Business Improvement District? Business Improvement Districts (BID) are special assessment districts in which property owners vote to initiate, manage and finance supplemental services or enhancements above and beyond the baseline of services already provided by their local municipality. Business Improvement Districts (BID) are special assessment districts in which property owners vote to initiate, manage and finance supplemental services or enhancements above and beyond the baseline of services already provided by their local city or town governments. A special assessment, or common area fee, is levied only on property within the district. The assessments are collected and expended within the district for a range of services and/or programs, including: • Marketing and public relations of District • Ensuring the vitality of the district • Capital improvements. • Public safety enhancements i.e., security cameras & off duty police services • Special events, promotion • Policy Making A BID creates a stable local management structure that provides a sustainable funding source for the revitalization and long-term maintenance of downtowns and city/town centers. The goal of a BID is to improve a specific commercial area by attracting customers, clients, shoppers and other businesses. Wynwood BID Establishment and purpose: The Wynwood Business Improvement District Board of the city ("BID board") is herewith established for a period of ten years to improve and strengthen the area known as the Wynwood Arts District as more particularly described in Resolution No. 13-0228 adopted on June 13, 2013 through promotion, management, marketing, and other similar services, including but not limited to, coordination, funding, implementation and maintenance of infrastructure improvements, and other projects. The Wynwood Arts District shall be described herein as the "area." The BID board shall be the board charged with managing the Wynwood Business Improvement District ("BID"). Wynwood Business Improvement District Boundaries: Generally described as bounded by 1-95 on the west, NW 29th Street on the north including parcels fronting NW 29th Street on the north between 1-95 and NW 5th Avenue and between NW 2nd Avenue and N Miami Avenue, and the FEC Corridor on the east. The seven voting BID board members must be commercial property owners in the district. Beyond the first year, all terms will be for two years. To ensure a voice for North Miami Avenue, at least one of the nine board seats shall be dedicated to a property owner from North Miami Avenue. The two non -voting members shall be either retail, cultural arts, office, or restaurant established business owners in the district. Members shall continue to serve until their successors have been elected and seated. Appointments to fill board vacancies shall be made by the chair and confirmed by a majority of the board for the unexpired term only. Wynwood Business Improvement District ID Assessment 2023-2033: The Wynwood Business Improvement District's annual assessment rates for the properties, unless stated otherwise, shall be based on square footage. For years 11-20 and shall be as follows.. Years 11-20 shall follow the same gradual incremental increases originally voted upon in 2013, if voted by the Board of Director's prior to the budget submittal due to the City of Miami annually. Retail, office, and restaurant begin at $0.31 in year 11, with a possible increase by one cent ($0.01) each year after 2023-2024, if the board decides to vote on an increase. Vacant land will be assessed at $0.16, with a possible increase by one cent ($0.01) each year after 2023-2024. Wynwood BID Mission Statement: The mission of the Wynwood Business Improvement District is to solidify Wynwood (the "District") as a globally recognized center for art, creativity and culture with visibly clean and safe streets while enhancing the streetscape, artistic programming, and neighborhood advocacy to promote Wynwood's pedestrian activity and overall sense of place. 7 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Accomplished Original Advocacy Efforts for Wynwood BID 2013-2023: ■ The Wynwood BID's original advocacy efforts from 2013 were completed within our first ten-year tenure. The Wynwood BID acted as a single unified voice. This partnership was able to be put into place, when the district dealt with Zika and Covid pandemic. We also increased public right of way murals from 36 to 247 and increased visitor traffic from 240K annual visitors to 14 million annual visitors. The Wynwood BID will make the case for the City of Miami to place 12 trash receptacles along 2nd Ave and to collect garbage from them daily. As well, the Wynwood BID will purchase and place 24 trashcans, which the Wynwood BID will install on cross streets and along North Miami Ave. This will be contingent upon the City's agreement to collect the trash from the receptacles daily. — The Wynwood BID was able to exceed the original request of 12 receptacles, with a current total count of 52 receptacles, as of January 2023. The Wynwood BID will partner with the City departments to ensure that basic City services are provided in a timely and effective manner as delineated in the Baseline of Services. This will include, among other items, such standard City services as mechanical truck sweeping, daily sweeping of sidewalks and gutters, and "graffiti busters", and additional police coverage. — The Wynwood BID's clean team has been able to collect over 2,000,000 of litter from public sidewalks since 2013. ■ On a routine basis, the Wynwood BID will provide to the City Public Works Dept, photos and addresses of damaged sidewalks in need of repair. — Wynwood BID staff reported over 10,000 instances of illegal dumping, damaged sidewalks and infrastructure, in addition to safety related issues throughout the district boundaries. The Wynwood BID will work with the City Capital Improvements Dept, to facilitate the next generation of sidewalks to enhance pedestrian viability. — The Wynwood BID has approved a district wide streetscape street tree master plan in 2018 with the intent of developing "living streets "consisting of street trees and other streetscape neighborhood identity, foster resiliency, and improve the pedestrian experience. The Wynwood BID will advocate for the purchase and installation of streetlamps in Wynwood. The tall cobra lamps that were currently in place were originally designed for highway usage and may have been serviceable for a warehouse district. — In 2018, the BID was the first neighborhood in the City of Miami to receive a retrofitting of over 300+ FPL lights and converted them to LED "white light" in an effort to exponentially increase the lumens in the public sidewalks. The BID will supplement security services and re -defame pedestrian and bicycle -based protection. City police services by car are becoming decreasingly appropriate in Wynwood's emerging pedestrian district. Currently, officers do not walk or bike on patrol IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO in the district. A Wynwood BID will supplement City -provided services so that our walking areas will not only be perceived as safer but will in fact be safer. A positive safety perception will enhance the duration and enjoyment of visits to Wynwood and provide for a safer place to live and work. - The City of Miami Police Department also increased the number of officers from 4 to 16, in addition to the creation of a dedicated Wynwood substation, at the behest of the Wynwood BID Board of Director's. The Wynwood BID will extensively supplement sanitation services in the district. Wynwood needs a strong and experienced sanitation team. Streets and sidewalks in Wynwood are dirty and largely unaddressed by the city. Some portions of the sidewalks are in desperate need of repair. — Since 2013 the Wynwood BID has hired a local staff to keep the streets of the district clean, since we do not receive any cleaning services from the City of Miami. The BID has funded over one million dollars in ten years of service of supplemental clean team services to keep our district clean. Planning and Zoning, through either an SAP initiative or a coordinated legislative effort, the Wynwood BID will invest funds into an effort to correct those oversights in the Miami 21 code which stunt and slow reasonable density development in the Wynwood district. - Wynwood has transitioned into a globally recognized destination for art, fashion, innovation, and creative enterprise. It was vital that the Wynwood Arts District accommodate new uses and development while creating new public and private open space opportunities for its existing and future residents. The NRD-1 was established to ensure a series of protective regulations to guide the transition from an industrial district into a diverse, mixed -use area to include industrial, retail, and residential components were in place to ensure responsible development. The NRD-1 regulations will also preserve the unique street art and industrial characteristics of the current Wynwood Arts District while promoting an environment where people work, live, and play. The goals are to preserve industrial and artistic character, enhance pedestrian experiences and promote diverse housing options and fund public open space and centralized parking. In concert with the City of Miami, the Wynwood BID will develop, install, and maintain "Wynwood Styled" signage that clearly defines the art district's boundaries. The BID will also work to develop and install pedestrian signage that directs pedestrians to Wynwood attractions and enables visitors to navigate the district. — As a vital goal of the Wynwood BID, the Wynwood Design Review Committee (WDRC) was created to review and recommend to the Director of Planning, Zoning Administrator, and the Urban Development Review Board (UDRB), pursuant to the NRD-1 and Miami 21, whether the design of developments and/or improvements to properties within the boundaries of the NRD-1 are compatible with the cultural and architectural character of the Wynwood Arts District and guidelines that may be adopted from time to time. Members of this board are recommended by members of the Wynwood Business Improvement district to ensure each applicant is qualified to evaluate incoming projects and ensure the charm and character of Wynwood are kept. ■ In discussion with the galleries and commercial businesses in the District, The Wynwood BID will use funds to host, develop, and nurture new events that will both appeal to 9 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO residents and draw visitors to the area. It will further support street enlivening activities to reinvigorate the pedestrian shopping and dining. atmosphere. — Since our inception in 2013, the Wynwood BID has been able to recruit such events as PRIDE, iii Points, Art Week, Music Week, Miami Hack Week, Super Bowl 2020, Halloween District festivities, Bitcoin Conference, Miami Hack Week, Fashion Night Out, the Nutcracker partnership series and monthly art walks, which have all become staples to the District on an annual basis. VISION FOR THE WYNWOOD BID FOR THE NEXT 10 YEARS: The Wynwood Business Improvement District has been legally operating since 2013 for the well-being and improvement of the Wynwood Arts District and our surrounding neighbors and communities alike. Since the transition of what was once a derelict abandoned warehouse and manufacturing district of Miami, artists, locals, builders have rehabilitated the neglected properties, shuttered factories, and other unused buildings and transforming them into galleries, restaurants, artists' studios, cafes, bars, and residences that are seen here today. With the introduction of the Second Saturday Art Walk in the District and the arrival of the Art Basel fair in 2002, Wynwood has seen some unexpected growth in a relatively short period of time as it gets more and more attention by the locals as the go -to place for an alternative and more cultural nightlife in the City of Miami. Since 2013, the endorsement and vision of prominent international, local, and domestic figures in the art, tech, business, food and beverage worlds have since decided to explore the potential of the district and subsequently investing in Wynwood, which has since influenced the success and recognition of the District among the international art elite. In 2010 Wynwood's business district was receiving about 20,000 visitors per month, today we have eclipsed 14 million visitors, which has generated a mammoth amount of traffic and exposure as it becomes a destination of its own with both, local and international art connoisseurs. Though the influence and relevance of the arts community in Wynwood is undeniable, new businesses of all types are opening their doors in the district and encountering success here. With this in mind, Wynwood has to continue lobbying for our partners to provide the pedestrian, mobility, train, infrastructural improvements needed to sustain the burgeoning visitor totals and continue to find ways to increase the use of our walking district and additional pedestrian and bicycle methods of transportation in order to enhance the experience of the visitor, in our 47- block district. 10 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Wynwood Board of Director's Goals for 2023-2033: ■ To continue the promotion of Wynwood Miami as the most dynamic, diverse and livable neighborhood, positioned to attract new investment in and recognition for its vibrant arts, tech, retail, dining, entertainment, and new living opportunities. ■ To nurture a dynamic, connected and livable environment through public art, landscaping, lighting and other improvements to the public realm, via the Wynwood BID's streetscape and Woonerf capital projects scheduled for the tenure 2023-2033. ■ To continue the pursuit of a Brightline Train Station on NW 27 St., which is scheduled to have more passengers that Government Center in ten years, post creation, but to also create additional means of transportation within our District. We are also lobbying for potential direct exits for 1-95 to assist with the 400% increase in traffic on aforementioned highway and lack of direct exits to the Overtown and Wynwood. ■ To nurture and maintain relationships with our Chairwoman, Christine King, City of Miami Commission, key community leaders, real estate, development and local community stakeholders by providing resources and information ■ To provide opportunities for meaningful collaboration among Wynwood Business Improvement District, government and community stakeholders to identify issues and solve problems together. ■ Maintain the exponential increase trend of domestic and international visitors, i.e., 240,000 annual visitors in 2010 and over 14+ million visitors to our local economy in 2022; ■ To ensure a positive experience when navigating to, from and within Wynwood, via the scheduled initiative to install neighborhood wayfinding, signage along exits on 1-95, 395, Biscayne Blvd. ■ To foster a strong and diverse small business ecosystem, with local and international placemaking marketing services directly targeted to the needs of our local entrepreneurs ■ To continue improving the perception of the area both for consumers and investors, via placemaking marketing that will take place once the BID is renewed, since we feel the district is now ready to act as a mixed use arts district. ■ To continue on our improvements i.e. safety and security investment of the District, day and night with the help of our partners at the City of Miami Police Department, which have decreased crime up to 60% from previous years, especially pre -BID days, through $500,000 in donations for PD cameras that began in 2018-2021; • To work with our Chairwoman's Offices of District 5, Christine King and surrounding local neighborhoods to help financially contribute towards the improvements of Roberto 11 IMPROVEMENT DISTRICT WYNWOOO Clemente Park. Wynwood Board of Director's Accomplishments 20213 to 2023: 12 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO WYNWOOD BID/CITY OF MIAMI PLANNING ACCOMPLISHMENTS: Wynwood BID NRD-1: The Wynwood BID led an effort, in partnership with the City of Miami Planning Department and Plusurbia, to create the City of Miami's first Neighborhood Revitalization District plan. The NRD Plan sets forth new zoning regulations for Wynwood that will encourage new, mixed -use residential and office developments, create dedicated funding for neighborhood improvements, promote pedestrian -focused streets and preserve the area's unique artistic and industrial character. The intent of the Neighborhood Revitalization District (NRD-1) is to establish a protective series of land development regulations to transition the existing Wynwood Industrial District into an active, diverse, mixed -use Neighborhood. The NRD-1 will also preserve the unique street art and Industrial characteristics of the current Wynwood District while promoting a 24-hour environment where people work, live, and play. The plan has received national accolades from the American Planners Association, because of its forward -thinking nature; involvement of property owners who took the initiative to plan for the future of the neighborhood responsibly; and many smart development components to improve the quality of life in the area. Support of Co -Living Legislation: The Wynwood BID Board of Director's led an effort with our elected officials to unanimously resolve to support the ordinance for the amendment of the Zoning Ordinance of the City of Miami (Miami 21 Code) to allow and establish definitions and regulations for co -living residential uses and modify the regulations for micro dwelling units by the City of Miami Commission, within the Wynwood NRD-1 boundaries. Some highlights of this approved legislation allow the following for co -living standards for a building, or portion thereof, containing Co -Living Units, which are considered shared communal living space. The current legislation allows for communal living quarters consisting of co -living rooms each with a private bathroom and shared unit space including full kitchen facilities with direct access to the outside or a common hall. Co -Living Unit that is available for lease or rent for less than one month shall be considered Lodging. Co -Living Room: A single bedroom within a Co -Living Unit. Each bedroom shall have a private bathroom and may have limited kitchen facilities. 13 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO NRD-1 Small -Scale Legislation: The Wynwood Business Improvement District (BID) notched a key legislative accomplishment in 2018 when the Miami City Commission voted to approve amendments to Wynwood's Neighborhood Revitalization District (NRD-1) zoning regulations that will encourage small-scale development and further adaptive reuse in Wynwood. The new regulations are the latest example of the BID's longstanding efforts to implement responsible urban planning and development standards in the bustling arts district and were developed collaboratively by the City of Miami's Planning & Zoning Department and the Wynwood BID. The new small-scale development regulations amend portions of Wynwood's NRD-1, a set of planning & zoning rules that was created in 2015 by the Wynwood BID and City of Miami to help responsibly transition the neighborhood from an industrial district to an active, mixed -use neighborhood, complete with commercial, residential and office elements. The new amendments make small-scale development projects more feasible by allowing developers of certain small-scale projects in Wynwood — including both new buildings on vacant lots and adaptive reuses of existing buildings — to build with reduced or even no parking, in exchange for paying into the Wynwood Parking Trust Fund. They also encourage adaptive reuses of existing buildings. Creation of Wynwood Public Benefit Trust Fund: The Wynwood BID is the first BID, within the City of Miami and Miami Dade County to contribute $3.5 million dollars towards an affordable housing development located at 2035 North Miami Avenue. Due to the foresight of the Wynwood BID Steering Committee to give back to our community the intent of the creation of the Wynwood Public Benefits that was established in NRD-1was to allow bonus Building Heights in the T5-0, T6, and D1 Transect Zones in exchange for the developer's contribution to specified programs that provide benefits to the Public within the NRD-1 boundaries. The Wynwood Public Benefits Program supersedes the Public Benefits Program generally applicable in the City under Section 3.14 of this Code. Parts of the condition established by the Wynwood BID and the City of Miami is that "no" Building permit shall be issued for bonus Height and FLR until the Zoning Administrator has certified compliance with the provisions of this Section upon referral and assurance of compliance from all applicable departments. The specifications of this groundbreaking program are applicable if Bonus Building Height shall be permitted if the proposed Development contributes toward the specified public benefits, above that which is otherwise required by the NRD-1, in the amount and in the manner set forth herein. As of December 2022, the Wynwood Business Improvement District was the first business improvement district within the City of Miami, or other neighboring cities within SE Florida to 14 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO contribute $3.5 million dollars towards, Wynwood Works, the District's first affordable housing development. Wynwood Streetscape Master Plan: The Wynwood BID spearheaded the NRD-1 Streetscape Guidelines to serve as a set of standards to improve and enhance adjacent R.O.W. conditions abutting new Development and Adaptive Use of existing Buildings that require Public R.O.W. improvements throughout the Wynwood Neighborhood. These enhancements are in conjunction with the overall intent established in the NRD-1 and will provide provisions for street trees and landscape, paving materials and hardscape, and furnishing and lighting elements. The NRD-1 Streetscape Guidelines consist of the following volumes: The Urban planning and landscape design was planned for over 10 miles of streetscape for the Wynwood District that will embody the best practices and principles of sustainability, environmental resiliency, open public space, pedestrian/bike mobility and neighborhood connectivity. The streetscape master plan design uses several strategies to increase storm resiliency with a planting palette of storm -resilient tree species (particularly natives). Ample space below ground will be provided for tree root growth, structural soil, specification standards to ensure well -structured trees are used. Maintenance and pruning standards will improve the structural integrity, and organizational strategies that help break wind such as clustering trees. The Wynwood master plan creatively addresses the need for green public spaces and neighborhood connectivity with two edge parks, one at each east and west boundary of the District. To increase storm water management, the hardscape design proposes a continuous permeable verge comprised of pervious concrete and bonded rubber mulch. Wynwood Walks is our organization' comprehensive approach to connect Wynwood and its vicinity though a network of pathways though the edge parks, woonerfs, and a wellness loop. Sharrows (shared lanes) are proposed on roads with limited width for a formal bike lane and of speed limit of 25 MPH maximum. Protected bike paths wherever possible and full width bike path markings for wayfinding and visibility are encouraged. Public input was a driving influence in the design. ArgGEO led community gatherings and participated on numerous Wynwood Business Improvement District (BID) Board meetings with the intention to gather as much information and data as possible and best address the issues and challenges that will serve the district in the present and the future as the district continues to grow and evolve. Streetscape Master Plan Passage: On October 2020, the Wynwood BID, and the City of Miami passed the Streetscape Master Plan at City of Miami Commission. The purpose of Item was to authorize a Resolution of the Miami 15 �\ I RO IMPROVEMENT DISSINTRICTESS WYNWOOO City Commission, with attachment(s), authorizing an increase to the Professional Services Agreement with Arquitectonica GEO Corporation, solicited under Request for Qualifications No. 16-17-004, for the provision of urban design and landscape architectural/engineering services. 1. This will enhance the identity of the Wynwood District along major corridors. 2. Identify opportunities for landscape in the Right -of -Way which interact with the surrounding art on private property, without conflicting or obstructing visibility of art applied to building exteriors. 3. Building the community's resilience to the impacts of climate change through tree canopy to reduce the heat island effect, capture stormwater runoff, and reintroduce native plant species. 4. Establish minimum planting standards above and beyond those in Miami 21 and industry best practices for planting treatment and irrigation. 5. Promoting Green Infrastructure opportunities to mitigate urban stormwater runoff throughout the district. 6. Maintaining and enhancing the quality of air, water and land through a mature tree canopy's ability to sequester carbon and release oxygen. 7. Promoting and encouraging actions that reduce greenhouse gas emissions through the creation of attractive and comfortable pedestrian and cycling routes to encourage the use of alternate modes of transportation. 8. Improving the pedestrian experience with appropriate street furniture, trash receptacles, 9. Encouraging integration of surrounding neighborhoods with specific design interventions. Wynwood Rai127 Station: In 2018, the Wynwood Board of Directors "BID" approved the Midtown/Wynwood/Overtown/Edgewater train station study feasibility for NW 27 St. Study facilitated by Garcia -Pons & Associates. The report was commissioned by the BID to identify and address the future mobility needs of the district and surrounding neighboring communities. In addition, the other intent of the Study was to explore demographic characteristics and development capacities within potential. Transit Station Area sheds (areas within a'/2 mile radius of a transit station) to help identify possible transit station locations along the existing FECI Corridor near Midtown Miami. The two Station Area Locations being explored in this Study are located at the intersections of NE 36tn (near the Design District), and NE 27t" Streets, (near Wynwood/Edgewater), along the FEC Corridor. 1. The first Study objective was to compare 2015 Census population and employment data foreach potential transit station area and formulate snapshots of the current (2018) population and employment. 16 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO 2. The second Study objective was to identify the future development capacity (maximum buildout) within each potential transit station area. Studies can be found on www.wvnwoodmiami.com and used by members of the Wynwood Business Improvement District. 3. Since February 17, 2021 the Wynwood BID began work on a met with transit -oriented development study for the development of the schematic designs of the NE 27th St. Wynwood-Midtown/Edgewater commuter rail station, as per the BID Board of Director's approval, to allow the BID to enter into the Request for Proposal initiated by Miami Dad County to evaluate train stations throughout the NE Corridor. 4. The Wynwood Business Improvement District has taken a leading role in advocating for a commuter rail system in the Northeast Corridor that includes a station in the Wynwood/Midtown/Edgewater area. 5. The Wynwood Business Improvement District also created the Northeast Corridor Coalition, a collective that shared the common goal of having a commuter rail system implemented along the Northeast Corridor as outlined in Miami -Dade County's SMART plan. 6. While advocating for a new commuter rail system, the Wynwood BID simultaneously was advocating for a station in the Wynwood/Midtown/Edgewater area. The Wynwood BID believes that a rail system would provide the local Overtown, Edgewater, Midtown, Edgewater and Wynwood neighborhoods the opportunity to also seek employment, via North bound transit, in addition to the aforementioned neighborhoods receiving visitors traversing from the South. 7. Please note that the Wynwood BID helped the community send close to 20,000 letters to the Miami -Dade County Board of County Commissioners advocating on behalf of the rail system. 8. Annual Reports can be found at www.wvnwoodmiami.com/reports WYNWOOD BOARD OF DIRECTORS SAFETY ACCOMPLISHMENTS: Creation of Wynwood Police Beat Team: Prior to 2018, the Wynwood BID was sharing a total of four officers between Edgewater and Wynwood neighborhoods during normal business hours. In an effort to increase safety and presence, Wynwood BID, requested that the Chief of Police would consider creating a stand- alone security team for Wynwood. 17 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO As of 2019, the Wynwood BID increased its officer total to 16 officers, thanks to Police Chief Colina and the City of Miami Police Department. City of Miami Police/Wynwood BID Art Week District Wide Festivities: The Wynwood Business Improvement District office coordinated various inter -departmental meetings with representatives from the City of Miami, Overtown NET, Solid Waste and City of Miami Police to plan and discuss the closure of NW 2nd Avenue during Art Week 2018. In addition to, the Wynwood Business Improvement District submitted an extension for businesses to remain open until 5 a.m. for the Friday, Saturday and Sunday of the event week to ensure businesses can capitalize on the large crowds that attend annually. The BID hosted over 350,000 visitors during the three-day span. Halloween District -Wide Preparations: The Wynwood Business Improvement District worked with the City of Miami and various departments to coordinate street closures for annual Halloween festivities in Wynwood. Wynwood experienced record numbers of Uber and Lyft rides to and from the district, in addition to breaking previous attendance records within the boundaries of the BID. We are happy to report there were no major incidents reported during the Halloween celebration, which concluded at 3.00 a.m. Illegal Advertisement Mural Initiative: The Wynwood BID has increased reporting activity of illegal commercial murals in order to protect the neighborhood's artist integrity. Due to the large numbers of visitors to Wynwood, the BID has managed to source out the companies that are abusing the mural ordinance and not using City of Miami mural locations, which can cost over $1,00,000 when insurance and all others fees are paid and instead painting advertisements on Wynwood's walls at a fraction of the price, thus turning this once organic art scene into an advertisement district, that can be found anywhere USA. The BID is working with Code Compliance and City of Miami Legal and found language in the Code which now require 24-hour mural removal or face $1,000 a day fines for advertisements violations. The inspector will enter the required 24-hour compliance date manually in the City's system and cite the property owner accordingly. Noise Pilot Program Wynwood NRD-1: The Wynwood BID acknowledges that our NRD-1, Wynwood BID District boundaries are a vibrant and diverse neighborhood that has blossomed from warehouses to a place filled with 18 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO restaurants, bars, art studios, and larger scale apartment buildings. The district is also home to many nightclubs that operate until the early hours of the morning in areas surrounded by other like businesses and in an effort to preserve the burgeoning nightlife community as well as to preserve the standard of living for those who reside in the area. As of FY'21 the Wynwood Business Improvement District ("Wynwood BID") has commissioned its own noise study and proposed the implement a noise pilot program using a decibel level reading standard to control the noise pollution emitted from area businesses in an effort to pass legislation at the City of Miami Commission level for approval. This is the first of its kind within the City of Miami and the Wynwood BID is proud to be able to proactively address any issues to the district to find a harmonious relationship between resident and business, within this Arts and Cafe District. As of August 2022, there were only 16 instances of noise complaints versus the previous year, before the inception of the pilot program, which totaled in the hundreds. Wynwood BID Off -Duty Police Security Services: The Wynwood BID is committed to ensuring public safety. Our security program encompasses continuous communication with the City of Miami Police Department, City of Miami NET, Neighborhood Resource Officers, and the District Police Commander. The Wynwood Board of Director's funded over 9,699 hours of off duty services, on an annual basis for several years, which consisted of coverage 7 days per week to ensure optimum police presence throughout the year throughout the boundaries of the district. The Wynwood BID Board of Director's in tandem with our partners at the City of Miami were able to discontinue the subsidizing of police officers and were able to augment the officers in the district by the creation of a Wynwood Police sub -station and increased local beat officers from 4 to 16. Our partnership allows each off -duty police officer to have direct contact with Wynwood BID members via a BID -provided cell phone to ensure direct communication. Public Safety Demonstration District Security Measures" The Wynwood BID has a fierce commitment to strengthening safety and security, building community resilience, and ensuring business continuity. When the neighborhood became the center for public demonstrations during the summer months of 2020, in tandem with the un- going COVID pandemic, the Wynwood BID worked with the City of Miami Police Department to stay up to date and prepared for planned demonstration, Miami Dade County emergency orders and curfew regulations, as they changed weekly. Although 40% of all City-wide demonstrations traversed through the boundaries of the Wynwood 19 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO BID, the area experienced no damage or public safety issues, only peaceful demonstrations in the inclusive neighborhood. Wynwood's City of Miami Police Commander and his department mobilized specific response elements to handle these types of events and prepare for potential scenarios throughout the district, thus ensuring there was always a respectful element and everyone's voice was heard. Security Camera Partnership Donations I, II & III with City of Miami Police Department: To assist the City of Miami and City of Miami Police Department the Wynwood BID has agreed to donate license plate readers and cameras to the City of Miami Police provider, Cintel, via a piggybacking of current contract of PD's file. Project will encompass cameras with pedestrian counting software and license plate readers to allow the City of Miami to know the number of visitors within the area at any given moment. City of Miami Police will maintain use of program moving forward. As of January 2023, the Wynwood BID has donated over $600,000 +/- by the Wynwood Business Improvement District to the City of Miami Police Department to expand the department's ongoing security coverage efforts for the 50-block district. The Wynwood BID's donations have allowed for the purchase of 148+ cameras and 5 license plate readers that have been added to the Miami's Police Department's current security system network at their headquarters. This partnership is part of the BID's work to equip the neighborhood with the tools it needs to continue to evolve as a tourism destination, full-time neighborhood, and a safe place for both visitors and residents. The security equipment is connected to antennas placed around the district and will share a real-time feed into the Miami Police Department's closed-circuit television system, aiding law enforcement in tracking and solving crime. License plate readers have been credited with assisting in locating missing persons, fugitives and stolen cars in cities. While crime levels in the district have dramatically lowered in the past year, the expanded security system is the next step in the BID's commitment to improve the quality of life for all in the neighborhood. The fourth phase of the donation is to be approved by the by the City of Miami Commission in 2023 and calls for the installation of an additional 30 cameras to be installed within the boundaries of the Wynwood BID boundaries. This initiative will keep moving forward until the entire BID District has been sealed off. The City of Miami Police Department also donated 27 security cameras within the Wynwood and Overtown District boundaries located throughout NW 20 St. to NW 22 St. from NW 2 Ave to North Miami Avenue, via a security grant the department was awarded. A license plate reader was also donated by the City of Miami Police Department on NW 20 St., adjacent to the Marathon gas station, thus sealing another entry point for the BID. Vehicular and Parking Monitoring: 20 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO The Wynwood Business Improvement District "BID" and the City of Miami Police Department have been working alongside monitoring the traffic every weekend since the inception of FY'21 monitoring traffic patterns on a weekly basis. The Wynwood BID provides our District Commander, Dan Kerr data of car/phone pings of the district to monitor traffic patterns to proactively address any changes or coverages that need to be made due to pedestrian habits and businesses opening within the outer fringes of the district, that were once empty, thus straining our street infrastructure further. In addition to, we also monitor parking totals and usage in addition to Miami International Airport Travel reports, to proactively begin to prepare for any traffic/pedestrian issues we may encounter throughout the year. The Wynwood Business District has been fortunate enough to be the strongest neighborhood within the City of Miami when it comes to parking generation and usage by local, domestic and international visitors. We credit this to our property owners and business owners, in addition to our partnerships with Police, Miami Parking Authority, District Five Offices of City of Miami and all other agencies we work with on a yearly basis to ensure proper coverage and foresight into this ever-growing district. WYNWOOD CLEAN TEAM ACCOMPLISHMENTS: Cleaner sidewalks and streets: The BID Clean Team makes a noticeable difference every day by cleaning and maintaining the appearance of the public right-of-way within the boundaries of Wynwood BID. If the Clean Team cannot tackle an issue directly, ambassadors communicate closely with the City of Miami and Miami -Dade County to ensure that concerns are reported and addressed. Since the inception of the Wynwood Business Improvement District the Wynwood clean team has provided daily cleaning services within the forty -seven -block district. The BID Clean Team ambassadors continued to work on a daily basis - sweeping and removing trash from sidewalks and public right of ways. In addition, team members served as a resource for area visitors, sharing Visitors Guides regularly and mosquito repellant during the height of the Wynwood Zika crisis. It is also worth noting that the Wynwood Clean Team also handle morning litter removal services and clean-ups associated with special events held within the district throughout the year. If these augmented services were not available, there would be no cleaning services provided by either the City of Miami or Miami -Dade County within the boundaries of the district. Clean Team Fast Facts: 21 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO • Wynwood Business Improvement District employs 8 contracted employees to maintain the cleanliness of the 50 block District. • Wynwood Clean Team members pick up trash from streets, using a total of 12,000 bags, or about 240,000 pounds of litter yearly. • 52 - City of Miami Trash Receptacles installed in Wynwood • City of Miami NET office, Omni CRA, and Overtown CRA all work in tandem since we all have different areas overlapping in our boundaries. Trash Receptacle Neighborhood Installations: The Wynwood Business Improvement District held a retreat with City of Miami Directors in March 2018 to provide them with an overview on the lack of city services this once industrial neighborhood receives, in light of the upcoming transformation to a mixed -use neighborhood. As part of our neighborhood survey, we found that Wynwood only had a total of 16 trash cans (0.32 avg per block) located within the boundaries of the district. Our findings illustrated that the Wynwood District had by far the lowest average of trash receptacles per block versus other local downtowns and communities within the City of Miami. As of January 1, 2023, our City of Miami partners have installed 52 new trash cans within the district. WYNWOOD BOARD OF DIRECTOR'S STREETSCAPE ACCOMPLISHMENTS: North Miami Drainage Improvements Project #20180246: The Wynwood BID is in the final stages of drainage and pedestrian improvements along North Miami Avenue which are scheduled to be completed by Miami -Dade County prior to the conclusion of 2020. The work is a result of discussions held by the BID and Miami -Dade County about addressing excessive flooding that occurs throughout this corridor and negatively affects local businesses in the area. The flooding and high traffic, combined, have caused an impairment of vehicular traffic, retail and property owner damages, and concerns regarding the safety of school children crossing the avenue. Addressing these issues is even more important, as construction projects continue to come off the ground in this area. Employee Parking Program: The Wynwood BID District currently has 1,738 private parking lot spaces and 1,074 public on - street spaces within the 50 block District. The proposed subsidy program for employee parking 22 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO in Wynwood, in tandem with the MPA would provide funding to subsidize an employee parking program and the BID, which we are seeking to expand the project in light of the growth the neighborhood has experienced. Curb & Gutter Improvement Project: NW 24 St. Taking note of stagnant water along the street gutter for NW 24 St, the BID was proactive and had notified City of Miami Public Works of the issue in February 2021. A subsequent sidewalk curb and gutter improvement project commenced on August 30t" and was completed within the first week of September. This is an example of the City of Miami streets not draining properly and subsequently flooding the new improvements on North Miami, referenced above, due to the success of the drainage capacity in that area. 1-95 Highway Exits and Major Thoroughfare Wynwood Signage: In FY'21 the Wynwood BID reached out to FDOT and Miami Dade County for instructions on how to obtain installations of "Wynwood" signs along the exits of all of our surrounding highways and important thoroughfares on State, County roads. Similar to other neighborhoods, the highest density area within the City of Miami is currently hard to get to, due to non -direct access from highways, but also suffers from no signs directing visitors how to access Wynwood. The indirect routes to enter Wynwood are very difficult to navigate, and we feel that signage, like every other neighborhood has, should be paramount for the success of the district. The Wynwood BID will continue to lobby and lead the initiative to have signs installed to help the international and domestic visitors that are attempting to visit Wynwood, via roadway or highway, if we are allowed to do so, via a renewal in 2023. City of Miami Bi-weekly Maintenance of Traffic (MOT) Meetings: The Wynwood BID attends bi-weekly "maintenance of traffic" meetings held virtually to ensure they are up to date on Wynwood related discussions related to roadside or sidewalk closures throughout Wynwood and the City of Miami. Since the exponential growth of the District, the BID has been forced to deal with various street and sidewalk closures and attending these meetings allows the BID to proactively address these issues with our merchants. The BID has also been in contact with City of Miami Public Works to ensure that roadway restoration due to utility work for active developments are completed in a timely fashion. City of Miami Police also monitor the road closures on a daily basis and report to the BID and Public 23 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Works as needed. Miami Dade County Lighting Initiative LED Retrofit: The Wynwood BID believes that environmental factors such as lighting improvements play a vital role in making Wynwood more accessible to people from all walks of life. Better lighting helps increase vehicular and pedestrian visibility at night, deter criminal activity and mitigate urban blight. With this in mind, the BID has worked to install LED fixtures in the area, which are relatively more cost-efficient and produce comparatively higher light quality than their HPS counterpart. Since the inception of the initiative over 310 existing roadway lights within the city -maintained streets were converted from High Pressure Sodium (HPS) to light -emitting diode (LED). Miami Dade County also entered into an agreement with FPL for the new LED fixtures along NW 2nd Avenue and North Miami Avenue. North Miami Avenue Crosswalks Project #20180246: The Wynwood BID's commitment to pedestrian and vehicular safety has been implemented along North Miami Ave, from NW 20St to NW 29 St. with the coming installation of crosswalks along this busy corridor. The Wynwood BID worked with Miami -Dade County to discuss the conditions of North Miami Avenue, specifically the non-existence of pedestrian crosswalks and vehicular traffic calming devices in the area, despite the fact that Wynwood has the highest density of visitors in Miami. The BID was able to secure (2) illuminated pedestrian crosswalk signs located on the highest used portions of this thoroughfare, along with (2) additional standard crosswalks to allow for ample locations for visitors and residents of the area to safely cross this rapid expanding eastern corridor of the district. The BID currently feels that the remainder of the district suffers from lack of crosswalks for the safety of our visitors and plan to address this District wide problem in FY'22. 24 �\ I RO IMPROVEMENT DISSINTRICTESS WVNWOOO Sidewalk Pedestrian Kiosks In FY'20, the Wynwood BID also approved the City of Miami's upcoming Kiosk program scheduled to be released throughout the entire City in the coming months. Wynwood was chosen as the first location within the City to receive kiosks on the public right of ways to promote organized pedestrian flow throughout the 50 block district boundaries of the BID. Each display kiosk have the capability to provide WI-Fi within a 1 Oft radius, security button/camera linked to the Police Department, emergency call buttons, up to date merchant lists, District events, tour bus and bus stop locations, Uber drop off/on zones, special event dates, up to date business listings and LED detail lighting to match the Wynwood BID brand. IKE Smart City and the Wynwood BID are currently coordinating efforts to deploy in the first quarter of 2021. NW 2nd Avenue and North Miami Avenue Public Sidewalk Rubber Mulch Initiative: To prevent trip & falls: In an effort to assist the City of Miami with trip and falls that occur on empty tree beds along the public sidewalk along one of the most populated avenues within the City of Miami, the Wynwood BID installed rubber mulching in January 2017 along NW 2 Ave from NW 22 St to NW 29 St. In 2019 the BID will touch up of rubber mulching throughout the district, in addition to installing mulching on North Miami Ave, from 20 St. to 29 St. to assist with trip and falls. Wynwood "PARK SMART" Signage: The Wynwood BID, Miami Parking Authority and the City of Miami Police Department facilitated the installation and fabrication of new Park Smart signs to be installed within the boundaries of the BID. Signs will be installed throughout the public right of ways throughout the district, in addition to being available to private parking operators within the district. The new signs will replace the old signs installed by the City of Miami Police Department several years ago and now have a QR code that will allow visitors to download a Wynwood Street Guide Map to easily traverse through the district. 25 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Wynwood BID Parking Study & Associated Parking Initiatives: The Wynwood BID has approved funding for a parking study to evaluate the inventory of the district, recommend parking trust fund pricing, and funding for facilitation of recommended action items from report via a parking study to be facilitated in 2019. The Miami Parking Authority will be contacted to see if there are contract piggy -backing opportunities. Pedestrian Counter Program with FDOT: The Wynwood BID has been in communication with the Florida Department of Transportation (FDOT) for participation in the statewide Non -Motorized Traffic Monitoring Program. The equipment was installed as a tandem partnership project by the BID and FDOT and deployment of equipment was installed in December 2021 following virtual and in -person site visits for confirmation of locations. Outdated Street Vendor Ordinance: The Wynwood BID proactively worked with the City of Miami Public Works department to review the on -street vendor ordinance which was created in 1984 and had not been updated city-wide. In an effort to assist retailers in the area, the Wynwood BID has been working with the City of Miami to limit the amount of sidewalk vendors that have been operating illegally and negatively impacting law-abiding retailers by selling on public sidewalks. The previous code conflicted with the evolution of various neighborhoods in the City of Miami and the Wynwood BID, since it is a arts caf6 district. On December 2021 the Wynwood Business Improvement District passed language to not allow sidewalk vending, to avoid the undercutting of the retailer community in Wynwood and Coconut Grove. WYNWOOD BOARD OF DIRECTOR'S MARKETING ACCOMPLISHMENTS: Beacon Council/Wynwood Tech Recruitment: On March 5, 2021, the Wynwood BID delivered to the Beacon Council and tech "Welcome Packet" that consisted of 115 pages of Wynwood related material, composing of available inventory, reasons why Wynwood works for tech companies looking to relocate. The Wynwood BID was proactively seeking to recruit companies to Wynwood, once our office began to receive weekly inquiries from corporate institutions and leads provided by the Beacon Council. The Wynwood Tech Packet contained a plethora of facts and relevant information for corporate tech companies to become aware of Wynwood's potential to become the hub for tech in Miami, in addition to the housing component within our District that is dedicated to the young professional and centrality within the City of Miami. 26 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO The Wynwood BID believes that Wynwood is Miami's creative epicenter in the heart of the city. Every day, we welcome thousands of locals and visitors from around the globe who come to the Wynwood Arts District to experience our incredible street art and galleries, diverse dining and entertainment venues and unique retailers. Our urban neighborhood takes pride in its authenticity and accessibility to all who visit, and that welcoming experience begins with our property owners, merchants, and local workers. Contemporary & Digital Art Fair: Contemporary & Digital Art Fair (CADAF) was the first art fair in Miami dedicated to digital works of art including technologies such as Augmented Reality (AR). With an in -person art fair not an option due to the ongoing pandemic, the BID worked with CADAF to create Digital Art Month. Digital Art Month was a month -long activation where QR codes were placed at various businesses throughout the neighborhood. Each QR code led to a different AR artwork. In total, over 50 artworks were featured in the program. CADAF also created a web -based map that displayed each artwork's location, allowing people to easily traverse the neighborhood and find each artwork. District Wide Signature Event Preparations On a daily basis, the Wynwood BID works to foster a safe environment, ensure neighborhood security, and assist properties, businesses, and visitors during our weekly events and District wide signature events held during Miami Music Week, Art Week in December and Halloween festivities every 31 st of October. The Wynwood BID, in tandem with representatives from the City of Miami, Code Compliance, Miami Parking Authority, City of Miami Police, Wynwood NET, Solid Waste, Miami -Dade County and all transportation providers coordinate annual meetings in preparation for major events held annually, to ensure a safe and pleasurable experience to the almost 1,000,000 visitors these aforementioned events bring to the district annually. Preparations include the approval of additional police resources by City of Miami Police Chief Jorge Colina and granular execution by Wynwood Commander Dan Kerr, and the rest of the Wynwood and City of Miami Police team. The City of Miami also generously provides additional cleaning and department resources to ensure that our 50-block District is clean every morning and throughout the duration of these mass events, in addition to Code Compliance officers to patrol the district. We are happy to announce that this past year was no different, with all aforementioned signature events having successful festivities and no major incidents reported within our 50- block District. 27 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Event Tracking and Promotion (NEW) Over the past several years, Halloween and Miami Art Week have become two of the largest celebrations to occur in Wynwood based on the number of people in the neighborhood. The Wynwood BID made a concerted effort to track the number of events happening during Miami Art Week and Halloween. With over 160 individual events occurring between the two times of the year, the BID promoted the district as the place to go to celebrate either occasion. Besides pitching the events to members of the media, each event was uploaded to the calendar on WynwoodMiami.com and turned into a blog post that was shared across all social media platforms. Miami Music Week has become another busy time for the district. The BID was tracking the events that were supposed to occur prior to the cancelations due to the COVID-19 pandemic. In the week leading up to Miami Music Week, there were already 40+ individual events announced for the upcoming week. Fashion Night Out: On November 2, 2017, the Wynwood Business Improvement District, in conjunction with various Wynwood businesses, facilitated the second annual Fashion Night Out Fashion Show. "FNO" is an annual promotional event that aims to create greater awareness of Wynwood clothing/fashion retailers, including many locally -owned and -operated small businesses. The evening was highlighted by special deals and exclusive experiences at local Wynwood retailers, including in-store promotions, live entertainment, product samples, complimentary lite bites and cocktails, drawings and much more. This year, we capped off "FNO" with a free fashion show at Mana Wynwood at 9.00pm. GREATER MIAMI CONVENTION & VISITOR BUREAU MAP DISTRIBUTION: In an effort to distribute Wynwood marketing material throughout Greater Miami and the Beached, the BID partnered with various condominiums, hotels and visitor centers to carry the Official Wynwood Street Guide. Partners include Quantum on the Bay, Midtown 29, Miami Beach Visitor Center, and Intercontinental Miami. The Wynwood BID receives a plethora of requests from local hotels in Miami Beach and other areas in Miami for Wynwood maps and due to the abundance of requests our marketing team has ramped up production and recruited additional agencies and hotels for proactive distribution sites, in addition to our regular partners. Hallowynwood 2018-2020 at Roberto Clemente Park: The Wynwood BID collaborated with Commissioner Hardemon' s office, City of Miami, Puerto Rican Chamber and other local community groups to assist with the promotion of the district 5 Hallowynwood celebration at Roberto Clemente Park. Hallowynwood is a community event 28 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO designed to give kids and families a safe place to enjoy Halloween. The event included trick or treating, a haunted house and giveaways for the kids. The BID helped to secure in -kind donations from different local businesses, including the Miami Marlins. Hispanic Art Expressions In October 2019, Hispanic Art Expressions returned to the Magnus Gallery inside of the world- renowned Wynwood Walls. Hosted by Miami -Dade County Chairwoman Audrey M. Edmonson, Hispanic Art Expressions is an annual showcase dedicated to amateur Hispanic artists. This year, the event was sponsored by the Miami -Dade Hispanic Affairs Advisory Board, the Puerto Rican Chamber of Commerce and Miami Latino Art Beat. For the second straight year, the Wynwood BID played an integral role in securing the venue, as well as providing public relations services to help promote the event. Home Design and Remodeling Show: In an effort to enhance event programming in Wynwood, the BID was instrumental in helping the Home Design and Remodeling Show find a new home at the Mana Convention Center. Due to an outstanding first show in Wynwood in 2018, the Home Show also returned in 2019. #ForTheWyn Instagram Campaign: #ForTheWyn was a social media campaign built for Instagram with the intent of spreading awareness of Wynwood businesses that are open for business while also increasing engagement amongst our followers. Run over a period of two months, the campaign featured twelve challenges with 12 prizes provided by 12 different businesses. From art to food to shopping, there was a prize for everyone to be excited about. A few of the featured prizes included a graffiti class for two at Museum of Graffiti, a month of coworking space at Minds Coworker and a personal shopping experience at Frangipani. The 12 participating businesses are Minds Coworker, The LAB Miami, Sol Yoga, Doma, Candle Land, Museum of Graffiti, Beaker & Gray, Frangipani, Base, Rupees and Basic. Florida's Governor Flagler Award: Each year, the Florida Governor's Conference for Tourism is held to bring together the state's different organizations responsible for tourism development. During the conference, an award show is held to recognize outstanding achievements in select categories. This year, the Wynwood BID was awarded the bronze for the Best Website category, the BID's first win at the conference. Miami Police Department Wynwood Art Car: National Night Out is a nationwide effort to raise awareness about police programs in communities across the U.S. As part of National Night Out, the BID worked with the City of 29 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Miami Police Department, Goldman Global Arts, and artist ABSTRK to commission the first ever MPD Art Car, a fully operational squad car painted in the artist's signature style. This initiative was completed to raise awareness of police programs, as well as help bridge the gap between police and local street artists. Centro Hispano Toy Drives 2018-2021: Every year, the Wynwood Business Improvement District, in addition with partners Swarm Inc, Related Group, City of Miami PD, Gramps, Kush, Oak Row Equities, Arlo Hotel, Miami Parking Authority, City of Miami, Faith Group facilitated a toys drive for 200 children at Centro Hispano Catolico, located within the heart of the district. The Toy Drive is a new initiative from the Wynwood BID to provide additional opportunities for our City of Miami organization to give back to the those in need of the most. Additional toys collected by the BID collective were given away for two other toy drives that were organized by neighboring Wynwood organizations. Annual City of Miami Police Senior Holiday Luncheon: Every year, since 2017 the Wynwood Business Improvement District purchased luncheon food items to help the City of Miami Police Department host their annual Senior Holiday Luncheon. The annual luncheon was held to ensure two hundred senior citizens from the City of Miami had a joyful holiday meal and entertainment. Shop with a Cop Target Midtown: Each year, the City of Miami Police Department hosts their "Shop with a Cop" event at Target Midtown, where underprivileged kids are given a holiday shopping spree, complete with a visit from Santa. The Wynwood BID has participated in its annual "Shop with a Cop" event at Target Midtown from 2017 to today. The BID and the City of Miami Police Department use this opportunity annually to sponsor a local child and provide holiday gifts for their accomplishments throughout the pending school season. Each child is from the local community and are chosen by the City of Miami Police Department. Miami City Ballet 2021: Each year, the BID strives to add programming options to the district. In February 2021, the BID partnered with Miami City Ballet on their "To Miami, With Love" series. Wynwood was selected 30 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO as one of the seven locations to host the short -form performances. Hosted at the Wynwood Walls, Miami City Ballet dancers choreographed three different dances inspired by Wynwood. The 30-minute program was performed twice within the Wynwood Walls. "To Miami, With Love" was intentionally programmed to be an open-air event so the public would feel more comfortable returning to the neighborhood. Art Mural Submittal Forms: As recommended by the Wynwood BID Board of Directors, staff introduced a new Wynwood Art Mural submittal list that would allow property owners to pre-emptively let the City of Miami Police and Wynwood BID know about pending art installations within the district. It is important to receive the information beforehand to allow the officers on duty to familiarize themselves with pending mural installations so they address those that have not been allowed by ownership, and create relationships and provide assistance to those artists that have been approved. An affidavit program for property owners within the BID was created in conjunction with the City of Miami Police Department, in an effort to mitigate illegal commercial graffiti activity that peaks every 41" quarter of the year. The BID has subsequently created a webpage within the BID website, https://wynwoodmiami.com, for mural affidavit applications in anticipation of Art Week so property owners can conveniently access and submit them prior to the commencement of any mural work so no commercial entities dilute the Wynwood brand. Nutcracker at Adrienne Arsht Center: As part of our partnership with the Miami City Ballet, the BID was able to secure more than 160 tickets for a special, daytime performance of The Nutcracker at the Adrienne Arsht Center. With the help of Chairman Keon Hardemon's office, students from four Miami -Dade County schools located in Wynwood and Overtown —were able to enjoy the performance. The schools that attended were Jose de Diego Middle School, Phillis Wheatley Elementary School, Paul L. Dunbar K-8 Center and Pace Center for Girls Miami. Puerto Rican Chamber Awards: In December, Luis De Rosa, President of the Puerto Rican Chamber of Commerce of South Florida, presented the Wynwood BID an award for our participation in its annual Hispanic Heritage Event that occurred at Roberto Clemente Park on September 28, 2019. The Puerto Rican Chamber expressed gratitude to the Wynwood BID for its sponsorship of the event for the local Hispanic community and provided Chair Albert Garcia and Executive Director Manny Gonzalez with "appreciation awards" for their commitment to the Wynwood and Puerto Rican communities. 31 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Roberto Clemente Easter Celebration: The Wynwood Business Improvement District partnered with the offices of Commissioner Keon Hardemon and City of Miami Wynwood Neighborhood Enhancement Team to create a fun, safe, family -friendly Easter egg hunt for the residents of Wynwood. Held at Roberto Clemente Park, the Wynwood Business Improvement District donated funds to secure a hotdog vendor for the event. In total, 500 hotdogs were cooked and distributed free of charge to the families in attendance. Super Bowl Events 2020 Miami played host to Super Bowl LIV in February 2020. Similar to Halloween and Miami Art Week, the BID tracked all events that were to occur within the neighborhood. We used the more than 60 events to promote Wynwood as the top neighborhood to visit while in town for the Super Bowl, sharing the details in proactive outreach to national, regional and local press covering the occasion. Events tracked and promoted by the BID ranged from fan fests to brand launch events and concerts with A -list talent. Early in 2020, the Wynwood Business Improvement District managed a redesign of the WynwoodMiami.com homepage and events page. Completed in January 2020, WynwoodMiami.com features a new, responsive design complete with a video background created from highlights of Miami Art Week 2019. WeTrek: The Wynwood BID and WeTrek have partnered as of this past fiscal year to provide an online service, via Android or I -Tunes Store that will allow tourists to hear background information on the murals that are painted throughout Wynwood. The application currently has a map with an inventory of walls in the neighborhood, that are bundled in a specific quadrant of the district to allow for self -guided tours. The intent of the tour is to enhance the user's experience, increase their time on site and spur spending at our local businesses, via qualified foot traffic. Lastly, this application will continue to allow Wynwood to keep it's hold as a key destination in the booming Miami art scene. Wynwood Latin Arts & Music Festival at Roberto Clemente Park: The Wynwood BID partnered with the Offices of Commissioner Keon Hardemon, the City of Miami Wynwood Neighborhood Enhancement Team, and the Puerto Rican Chamber of Commerce to help sponsor the Wynwood Latin Arts & Music Festival, held at Roberto Clemente Park. The Wynwood BID assisted the Neighborhood Enhancement Team office with promotion 32 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO of the event and donated funds to secure music and entertainment for the event. Wynwood Film Series Beginning in late 2019, the Wynwood BID partnered with popular independent film theater O Cinema to curate monthly pop-up screenings throughout the neighborhood. Kicking off on October 27 at Gramps, the Wynwood Film Series welcomed audiences with six different movies at five different venues. Venues that hosted a movie during the monthly series include Gramps (Beetlejuice), No. 3 Social (Exit Through the Gift Shop), The Wynwood Marketplace (Home Alone and The Matrix) and The Light Box at Goldman Warehouse (Moonlight). Wynwood Pride: The Wynwood BID was instrumental in bringing Wynwood its own Pride celebration. Unfortunately, the in -person district -wide format took a hiatus in 2020. In June 2021, the BID partnered with local businesses and organizations to re-create the month -long celebration. Beginning with a ribbon cutting ceremony on June 1 st, Wynwood Pride featured various events, specials and activations throughout the entire month anchored by a three-day festival at the end of the month. Headlined by Charli XCX, the festival included performances from both local and international artists and featured over 10 Wynwood venue. A few of the participating venues included The Oasis, Pizza & Beer, 1-800-Lucky and Freehold Miami. As part of the celebration, Wynwood Walls worked with renowned artist Queen Andrea to design a Wynwood Walls specific pride logo. Wynwood Street Guide In an effort to help visitors navigate their way throughout the district, the Wynwood BID printed a refreshed district map that included every business within the district. In order to ensure our visitors had the most up-to-date information, the business directory side of the map was updated to reflect any openings and closings between the summer and mid -November. The updated version was printed and distributed in time for the influx of visitors the district experienced during Miami Art Week. Website Homepage Redesign (NEW) 2018: The Wynwood Business Improvement District (BID) prides itself as a forward -thinking organization, always seeking the best ways to promote the Wynwood Arts District. Early in 2020, the Wynwood Business Improvement District managed a redesign of the WynwoodMiami.com homepage and events page. Completed in January 2020, WynwoodMiami.com features a new, responsive design complete with a video background created from highlights of Miami Art Week 2019. 33 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO University of Quebec in Montreal Student Visit (NEW) In February 2020, the Wynwood BID and local property owner, David Lombardi, hosted students from the University of Quebec in Montreal (Quebec, Canada). As urban planning students, they chose to study and visit Wynwood in large part due to the success of the Neighborhood Revitalization District-1. Wynwood BID Chairman Albert Garcia and Marketing Coordinator Chris Hoffman led a discussion on the past, present and future of Wynwood. Miami Hack Week 2022: In 2023, the Wynwood BID was able to secure a partnership with Miami Hack Week, to expand their presence in Wynwood, and cement our neighborhood as a true burgeoning tech force in Miami. New this year will be a Hack Week headquarters on NW 24th Street at the CUBE and the event will take over 20,000 square feet of space across two floors of the office building through a collaboration with Blockchain.com and Brick and Timber Collective. Hack Week team has been working closely with Wynwood's Business Improvement District to ensure that participants are shown the best of #MiamiTech. Also different this year is that Hack Week is open to non -hacker participants, who can come to meet hackers and take advantage of the packed roster of programming. Hackers can be part of a house or float between houses and hang out in other communal spaces around the city, including Solana Spaces and the event's Wynwood HQ. EMERGENCY PREPAREDNESS AND PANDEMIC ACCOMPLISHMENTS: Business Notification Information Dissemination: One of the issues with the pandemic is the constantly fluctuating rules and regulations that applied to individuals and businesses. The Wynwood Business Improvement took a lead role in disseminating policy changes that were related to efforts to stop the spread of the virus throughout the origination of the pandemic and its continuing presence. The Wynwood Business Improvement District has continued to provide merchants with County, Federal and City of Miami grants since the inception of FY'21, in an effort to help assist our merchants from the on -going effects of the on -going pandemic and loss of business or staffing due to the aforementioned. These grants are usually provided by the City of Miami, Federal Government and Miami Dade County, and are disseminated to the public immediately once we receive. 34 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Community Donations With all industries affected by the COVID-19 pandemic, The Salty, Nabawi and Basic each created donation programs dedicated to paying it forward. The Salty and Nabawi delivered donated donuts and plant -based ice cream to hospitals and first responders to show appreciation for all of their efforts, while Basic created a capsule collection with partial proceeds of each sale going into a relief fund for Wynwood hospitality workers. The Wynwood BID helped each of these businesses spread the word about their new programs. Additionally, the BID helped Domio coordinate the donation of 1,000 free room nights for first responders and medical staff. The BID staff connected Domio to local hospitals and first responders to make them aware of the program. The BID also conducted proactive press outreach regarding the above initiatives to highlight the unique work of the neighborhood in response to the pandemic. Wynwood Temporary Outdoor Cafes: Authorized by City Commission Resolution R-20-0156, the City of Miami's Restaurant Recovery Program is scheduled to continue through January 31st, 2021, or as extended by the City of Miami. In an effort to aid Miami restaurants following the COVID-19 shutdown, the City of Miami created the Restaurant Recovery Program, which allows restaurants to temporarily add or expand outdoor seating areas while meeting social distancing requirements. In addition to being the first neighborhood, within the City to implement the program, the Wynwood BID assisted in the approval of over 24 approved permits for Temporary Outdoor Cafes in Wynwood alone and the BID donated approximately $100,000 for rental of the water barricades and their vinyl wrappings. Wynwood District Emergency Preparedness 2017-present: The Wynwood BID has been disseminating City of Miami Covid-19 Rules for Individuals & Businesses flyer released by the City of Miami, in an effort to assist businesses struggling to operate under the current regulation and avoid being cited for non -clarification of new rules that kept changing as the pandemic lessened. The Wynwood BID was also assigned as the new Neighborhood Resource Office (NRO) for the Wynwood NET police unit in FY'21 and organized a Covid-19 Task Force for Wynwood to help educate and monitor enforcement Covid-19 business safety guidelines, as per the increase in foot traffic within the district boundary as the pandemic totals kept swinging monthly. 35 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO Domio/Jackson Hospital & Wynwood BID Free Hotel Room Donations for 1st responders: With all industries affected by the COVID-19 pandemic, The Salty, Nabawi and Basic each created donation programs dedicated to paying it forward. The Salty and Nabawi delivered donated donuts and plant -based ice cream to hospitals and first responders to show appreciation for all of their efforts, while Basic created a capsule collection with partial proceeds of each sale going into a relief fund for Wynwood hospitality workers. The Wynwood BID helped each of these businesses spread the word about their new programs. Additionally, the BID helped Domio coordinate the donation of 1,000 free room nights for first responders and medical staff. The BID staff connected Domio to local hospitals and first responders to make them aware of the program. The BID also conducted proactive press outreach regarding the above initiatives to highlight the unique work of the neighborhood in response to the pandemic. #WynAtHome The Wynwood BID quickly implemented a plan to keep our social media audience engaged during the Stay -at -Home orders enacted throughout Miami -Dade County. #WynAtHome was a series of Instagram live videos featuring Wynwood businesses. A few of the videos included cooking demonstrations with Coyo Taco, an art talk led by Museum of Graffiti and DJ sets led by Mr. Pauper, El Patio's resident DJ. #WynAtHome featured the following businesses: Museum of Graffiti, Coyo Taco, 1-800-Lucky, racket, Sol Yoga, El Patio, Alter, Beaker & Grey, The Salty, and Veza Sur Brewing Co. The six videos that remain on IGTV have received over 16,000 views. The BID also promoted the initiative through proactive media outreach that generated coverage in numerous outlets. #ForTheWyn Instagram Campaign #ForTheWyn is a social media campaign built for Instagram with the intent of spreading awareness of Wynwood businesses that are open for business while also increasing engagement amongst our followers. This specific campaign featured 12 challenges with 12 prizes provided by 12 different businesses. From art to food to shopping, there was a prize for everyone to be excited about. A few of the featured prizes were a graffiti class for two at Museum of Graffiti, a month of coworking space at Minds Coworker and a personal shopping experience at Frangipani. The 12 participating businesses were Minds Coworker, The LAB Miami, Sol Yoga, Doma, Candle Land, Museum of Graffiti, Beaker & Gray, Frangipani, Base, Rupees and Basic. This initiative also received widespread media coverage through the BID's proactive efforts. Zika Management and Outreach 2016: Following last year's (2016) experience with Zika, the Wynwood BID took proactive measures in 36 IMPROVEMENT 5 ` 1 � DISTRICT WYNWOOO 2017 to prepare for a potential return of the mosquito -borne virus. To that end, the BID created a partnership with Atlantic Paste & Glue ("AP&G"), to provide mosquito remediation training to our clean team ambassadors during the summer of 2017. The Wynwood BID also coordinated the distribution of 85 CDC -approved mosquito traps throughout the district that were checked and maintained by the BID ambassadors to ensure the control of mosquito populations and the safety of the community. The Wynwood BID was also assigned as the lead party in the City of Miami Zika task force in 2017. The Wynwood BID coordinated a District tour on August 3, 2017 with the City of Miami Code Enforcement Director, Solid Waste Director, District II Chief of Staff, AP&G representatives, City of Miami Communications Department, Miami -Dade County Mosquito Division Operations Director and the City of Miami Police to ensure that there were no abandoned properties acting a mosquito population breeding site throughout the district. The findings of this tour also prompted the demolition of more than 15 abandoned/derelict homes that were being used for illegal activity, in addition to harboring mosquito breeding sites. Annual Hurricane Preparedness: In an effort to proactively prepare for any inclement weather, the Wynwood BID created its first Emergency Response Plan with the purpose to minimize the potential human loss or injury and property damage from a disaster or emergency; reduce losses and interruptions to business, resident and governmental activity; and to function in concert with the City of Miami and Miami - Dade County emergency management actions. The Wynwood Business Improvement District recognizes the need for a centralized coordination point in the event of an emergency. This plan describes the preparation and response scenarios for multiple potential emergency situations, and it describes the roles of property owners, business owners, City of Miami Police Department, Florida Power & Light (FPL), City of Miami Public Works, Miami -Dade County and other entities. As with previous years, the BID enacted an updated Wynwood Emergency Hurricane Plan for 2020. The purpose of the Wynwood BID's Emergency Response Plan is to: minimize the potential human loss or injury and property damage from a disaster or emergency; reduce losses and interruptions to business, resident and governmental activity; and to function in concert with City of Miami and Miami -Dade County emergency management actions Annually, the Wynwood BID also submits a District wide service request to Miami -Dade County/WASA for the proactive clean -out of all catch drainage locations within the boundaries of the district prior to the commencement of hurricane season. Complete Consulting Services Group Inc ("CCSG") prepared the Wynwood Business Improvement District a Property Taxes Comparison Report for years 2013 and 2021. The scope of work included gathering all the Real State Property Tax information from Dade County Property Appraiser website such as School Board, City of Miami, Miami Dade County and State and Other for about 400 BID properties. The aim of the study is for the Wynwood BID to review the totals provided by the district's growth over the last ten years, in an effort to request that a portion of these generated taxes come back to Wynwood for infrastructure repairs and capital investment in our neighborhood.
