On May 13th, 1979 a group of nearly 100 people, r(•-
presenting manufacturers and merchants of our area com.�_•i--
sed by North lest 2Oth Street to North West 23rd Stree!.-
and from North West 12th Avenue to North West 27th Aver!.iz,
met and decided to form an Association,to work for the be-
tterment of that area, including promotion of the District,
parking facilities,general security and community develop-
ment.
The Association has been promoting the District, to
the point that, what originally were 300 or so established
bussinesses in 1979, there are now over 800; these indii_trie:;
and commercial places have been geard to service mostl, ba-
yers from South and Central America, as well as the Caribbean,
and employ over TEN THOUSAND people that live mostly it, Alla-
pattah and nearby,
During the three years and 10 months that Our Assu';iation
has been established, it has self -supported itself by r.,onlhly
dues paid by its members, and we have disbursed our income in
promoting the District: over $5,000.00 on radio, over :"2O,UOO.r,O
on Television, $5,000.00 in editing two editions of a isuycrs
Guide, and a b9_-monthly newspaper called "el mercurio".
For the past two years, our Association has employed a
fulltime secretary at our offices, situated in the Allapattah
Comunity Service building, at N.W.19th Avenue and 23th Street,
from which we have been in constant contact with members and
prospective members to insure coordination of efforts in the
benefit of the entire community, participating in different
programs that the Allapattah Comunity Center has for the be-
nefit of the Senior Citizen, special events at Calle Ocho's
Festivities, Fashion Shows at Miami -Dade Community College,
Festivities in our District for Foreign Media visitors and
Job Placement for which we received a Prize for the id,o.- c In-
novative Program between Private Industry and County Goier-
ment,
In the past year, and due to currency devaluation in
Bolivia, Ecuador and Mexico, plus the unrest in the Central
American Countries as El Salvador, Honduras, Guatemala and

Nicaragua, the new restrictions in Brazil, Argentina acid
now Venezuela and Colombia, have reduced our sales to 30
forcing the closing of aproximatly 25% of the bussinesses
in our District, and that figure does not include a goad
40% of manufacturers in the area, clothing manufacturers
that have either closed shop, or moved to Hialeah, Opa-Loka
or Broward County.
Having lost most of our income from dues due to i::e
general crisis in our entire District, our Association faces
having to close too, unless we can get help from the City
of Miami in the way of a Grant, to continue promoting Sur
District so as to atract local buyers, to keep working to-
wards avoiding the exodus of manufacturers and mercharn__ so
necessary to continue being the second District in Tax reve-
nue for the City of Miami,and avoid the closing of the small
percentage of merchants that are willing to continue a;•eri in
the hope that in a near future there will be a turn tc the
best.
Our Association has budgetted the amount of $50,000.00
for the next 18 months, and is asking for your help at this
moment, to avoid a catastrophe in our District, which ro
proudly stood while growing in the years that the Association
has been promoting it.
Our history of good work is well. known by you and all
the City Commissioners, we have been partners in developing
an important part of the City of Miami, now we need help to
continue the work we started and we must come before t).e
only ones that can save our District.
