WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropiations for grant funds anticipated by the City of Miami, Florida, and for corresponding City Cash Match requirements; and WHEREAS, the State of Florida, Department of Health and Rehabilitative Serv- ices has approved a grant award of 5186,019 to the City of Miami for "Recreation Programs for the Mentally Retarded (7th Year)"; and WHEREAS, the above mentioned State of Florida, Department of Health and Re- habilitative Services requires that the City contribute an additional $13,967 in certified public expenditures toward the "Recreation Programs for the Mentally Retarded", for the period beginning February 1, 1983 and ending September 30, 1983; and WHEREAS, a total amount of 534,500 has been budgeted in the Fiscal Year 1982 - '83 General Fund, Special Programs and Accounts, Matching Funds for Grants as the City's contribution toward the aforementioned program; and WHEREAS, this program will provide Developmental Training, Recreation Educa- tion and leisure services to mentally retarded adults; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as amended, is hereby further amended in the following particulars: 1/ "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: _ 1/ Words and/or figure; stricken through shall be deleted. " IT IS RECOMMENDED THAT A NEW TRUST AND AGENCY FUND BE ESTABLISHED ENTITLED: "RECREATION FOR THE MENTALLY RETARDED (7th YEAR)" AND APPRO- PRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $220,519 COMPOSED OF $186,019 FROM THE STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILI- TATIVE SERVICES AND $34,500 FROM FISCAL YEAR 1982 - '63 SPECIAL PROGRAMS AND ACCOUNTS: MATCH- ING FUNDS FOR GRANTS, TO CONTINUE OPERATION OF SAME; CONTAINING A REPEALER PROVISION AND A SEV- ERABILITY CLAUSE. The State Grant for the Mentally Retarded is being funded for its' seventh (7th) year by the State of Florida, Department of Health and Rehabilitative Services. The purpose of this program is to provide quality services to the mentally retarded citizens resid- ing in Miami. This will be accomplished through therapeutically designed programs which provide developmental training, recrea- tion education and leisure services for mentally retarded partici- pants. The matching funds in the amount of $34,500 have been budgeted in the fiscal 1982 - 183 General Fund, Special Programs and Accounts, _ Matching Funds for Grants and can be appropriated with $186,019 granted from the State of Florida for a total of $220,519 to create a new Trust and Agency fund entitled: "Recreation for the Mentally Retarded (7th Year)". It is recommendation of this Department that the attached Ordin- ance be adopted.
