AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 9534, ADOPTED DECEMBER 9, 1982, THE CAPITAL_ IMPROVEMENT APPROPRIATION ORDINANCE FOR FISCAL YEAR ENDING SEPTEMBER 30, 1983; AS AMENDED; BY APPROPRIATING, AN XIOUNT OF S35,000 FROM FEC GOAT DOCKAGE REVENUES TO ESTABLISH THE FEC SITE INTERIM PARKING FACILITY PROJECT (ITEM VI.C.I.) IN THE 1972 PARK AND RECREA- TIONAL FACILITIES GENERAL OBLIGATION BOND FUND; AND BY APPROPRIATING AN AMOUNT OF S15,000 FROM THE CONTINGENT FUND AND AN i1MOUNT OF S15,000 FROM A CONTRIBUTION FROM THE OFFSTREET PARKING BOARD TO ESTABLISH THE FEASIBILITY STUDY FOR PARKING FACILITY ON PLAYERS STATE THEATER SITE PROJECT (ITEM XIII.C.1.) IN THE TOTAL AMOUNT OF S30,000 IN THE PARKING CAPITAL PROJECTS FUND; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 9534 on December 9, 1982, establishing resources and appropriations for the implementation of Capital Improvements in the City of Miami, Florida, for the fiscal year ending September 30, 1983; and WHEREAS, the City Commission adopted Resolution 82-312 on April 1, 1982, authorizing the City Manager to enter into an agreement with the Offstreet Parking Authority for payment in the amount of S35,000 to help defray costs of construction of an interim public parking facility at the FEC site; and WHEREAS, the amount of S35,000 is to be paid to Offstreet Parkinq from boat dockage fees collected at the FEC site; and WHEREAS, the amount of S35,000 is available from FEC Boat Dockaqe Revenues appropriated in the FEC Park Acquisition (305003) capital project and can be transferred to establish FEC Site Interim Parking Facility as a new project in the 1972 Park and Recreational Facilities General Obliqation Bond Fund; and WHEREAS, the Offstreet Parking Authority has conducted internal studies that indicate that the feasibility of a multi -use parkinq facility on the Players State Theater site at Main Highway and Charles Avenue in Coconut Grove is worth pursuing; and WHEREAS, Secretary of State George Firestone has indicated that the State of Florida, owner of the site, is interested in cooperating in this effort; and WHEREAS, the City Commission adopted Resolution 82-1156, on December 16, 1982, allocating S15,000 from the Contingent Fund as 50 of the estimated $30,000 total cost for a detailed feasibility study of a multi -parking facility on the Players U State Theater site contingent on the Offstreet Parking Board providinq the remaining 50'., of the cost; and WHEREAS, the Offstreet Parking Board has committed 515,000 as 50' of the estimated S30,000 total cost of a detailed feasibility study required to issue revenue bonds; and WHEREAS, the anuOunt. of 530,000 is available, 515,000 from the Contingent Fund and S15,000 from a contribution from the Offstreet Parking Board, and can be appropriated to establish Feasibility Study for Parking Facility on Plavers State Theater Site as a new project in the Parking Capital Projects Fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF NIIAMI, FLORIDA: Section 1 of Ordinance No. 9534, adopted December 9, 1982, is hereby amended ' in tile1 following particulars: — "Section 1. The owner of the site, Secretary of State George Firestone, is interested in cooperating in this effort. On December 16, 1982, the City Commission adopted Resolution 82-1156, authorizing the allocation of $15,000 from the Contingent Fund as 50% of the estimated $30,000 total cost for a detailed feasibility study of a multi -use parking facility on the site to be conducted, contingent on the Offstreet Parking Board providing the remaining $15,000 cost of such a study. The Offstreet Parking Board has committed $15,000, 500, toc•:ards the cost of a feasibility study.
