HIAMI STADIUM ENTERPRISE FUND IN THE AMOUNT OF S475,000 AND TRANSFERRING ITEM IX.B.(ii)12., MAJOR MAINTENANCE--MIAMI STADIUM IN THE AMOUNT OF S255,000 AND ITEM IX.C.(ii)l., MIA�1I STADIUM CONCERT STAGE IN THE AMOUNT OF S220,000 FROM THE CAPITAL IMPROVEMENT FUND TO SAID MIAMI STADIUM ENTERPRISE FUND; BY APPROPRIATING AN AMOUNT OF S450,000 FROM DINNER KEY MARINA RETAINED EARNINGS TO ESTABLISH DINNER KEY MARINA RENOVATION AND EXPANSION AS ITEM XV.13.2 IN THE DINNER KEY MARINA ENTERPRISE FUND; AND BY APPROPRIATING AN AMOUNT OF S157,000 FPOM THE CAPITAL IMPROVEMENT FUND, BY 1982 FUND BALANCE--S75,090, AND FROM 1970 POLICE HEADQUARTERS AND CRIME PREVENTION FACILITIES GENERAL OBLIGATION BOND FUND BALANCE--S82,000, TO REESTABLISH UPGRADE SYSTEMS COVERAGE AS ITEM IX.B,24 IN THE CAPITAL IMPROVEMENT FUND; CONTAINING .A REPEALER PROVISION AND A SEVEP,ABILITY CLAUSE. 1-111EREAS, the City Commission adopted Ordinance No. 9534 on December 9, 1902, establishing resources and appropriations for the implementation of Capital Improvements in the City of Miami, Florida, for the fiscal year ending September 30, 1983; and WHEREAS, the Finance Department has determined that it is necessary to establish a Bond Fund for 19'�l Fire Fir-!iting, Fire Prevention and Rescue Facilities General Obligation Bonds in an amount of S4,119,000 to ensure proper accounting procedures for capital projects funded from the anticipated sale of said 1981 Fire Bonds; and WHEREAS, Fire Garage and Station �3 Modification and Expansion (350097) and Renovation of Fire Stations 1, =2, -5, and =8 (350098) capital projects funded from Anticipated 1981 Fire Bonds in the amounts of S1,000,000 and $300,000, respectively, presently appear in the Capital Improvement Fund, Items IX.B(ii)l. and IX.B.(ii)2., respectively; and WHEREAS, aforementioned projects are hereby removed from the Capital Improve- ment Fund and established in Section XVII. 1981 Fire Fiqhtinq, Fire Prevention and Rescue Facilities, Items XVII.B.1 and XVII.B.2., respect.vely, in same amounts appropriated by Ordinance 9534 on December 9, 1982, by the City Commission; and WHEREAS, Transfer to 1976 Fire Fiqhtinq, Fire Prevention, and Rescue Facilities General Obligation Bond Fund in an amount of S2,152,000 and Transfer to Capital Improvement Fund in an amount of S667,000 are hereby established as new projects in the 1981 Fire Fighting, Fire Prevention and Rescue Facilities Bond Fund, Items XVII.C.I., and XVII.C.2., respectively, to reflect these transfers to the Capital Improvement Fund in same amounts as approved by the City Commission on December 9, 1982, by Ordinance No. 9534; and WHEREAS, the Finance Department has determined that it is necessary to establish an Enterprise Fund for Miami Stadium to ensure proper accounting procedures for Miami Stadium capital projects funded from the Capital Improve- ment Fund, FY 1982 Fund Balance; and WHEREAS, Major Maintenance --Miami Stadium (350060) and Miami Stadium Concert Stage (351109) capital projects funded from aforementioned Capital Improvement Fund in the amounts of $255,000 and S220,000, respectively, presently appear in the Capital Improvement Fund, Items IX.B.(ii)12. and respectively; and WHEREAS, aforementioned Miami Stadium capital projects are hereby trans- ferred to Section XVI. Miami Stadium Enterprise Fund, Items XVI.B.I. and XVI.C.1., respectively, in same amounts appropriated by Ordinance 9534 on December 9, 1982, by the City Commission; and WHEREAS, the City Commission, by Motion 82-747, on July 29, 1982, approved the selection by the City Manager of Greenleaf-Telesca to provide professional architectural/engineering services for the nlanninq, desiqn, and construction consultation of the proposed Dinner Key Marina Renovation and Expansion capital project; and WHEREAS, the City Commission, by Resolution 82-1040, on November 4, 1982, authorized the City Manager to execute an agreement with Greenleaf-Telesca for said project in the amount of S413,000; and WHEREAS, Dinner Key Marina Renovation and Expansion (414004) is hereby established as a new project in the Dinner Key Marina Enterprise Fund, Item XV.B.2; and WHEREAS, an amount of $450,000 is available from Dinner Key Marina Retained Earnings and can be appropriated for the purposes of payinq the Greenleaf-Telesca contract in the amount of S413,000 and for additional aerial photography contractual work and the Department of Public !forks associated project expenses in the amount of $37,000; and -2- 9592 WHEREAS, it is necessary to reestablish Upgrade Systems Coverage (350067) as an on -going capital project in the Capital Improvement Fund in are amount of 5157,000 as previously approved by the City Commission on November 19, 19RI, by Ordinance No. 9353; and WHEREAS, said project appropriations are necessary to complete installation of recently purchased radio hardware to be used in correcting interference and intermodulation radio problems prevalent in the Fire and Police Departments radio systems; and WHEREAS, an amount of 582,000 is available from 1970 Police Headquarters and Crime Prevention Facilities General Bond Fund Balance; and WHEREAS, an amount of 575,000 is available from the Capital Improvement Fund, FY 1982 Fund Balance; and WHEREAS, the total amount of SI57,000 can be aPpronriated to reestablish Upgrade Systems Coverage (350067) as Item B.(i)24 in the Capital Improvement Fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF '1IAMI, FLORIDA: Section 1 of Ordinance No. 9534, adopted December 9, 1982, is hereby amended in the following particulars:1,i "Section 1. Two new projects are being established to reflect earlier transfers from this fund; transfer to 1976 Fire Fighting, Fire Prevention, and Rescue Facilities General Obligation Bond Fund - $2,152,000 and Transfer to Capital Improvement Fund - $667,000. It is recommended that these projects be moved to the appropriate fund and earlier transfers reflected to ensure proper accounting procedures. The Finance Department has determined that it is necessary to establish a separate enterprise fund for. Miami Stadium to include those stadium capital projects presently in the Capital Improvement Fund. Therefore, the two stadium projects, Major Maintenance - Miami Stadium - $255,000, and Miami Stadium Concert Stage - $220,000, are being transferred from the Capital Improvement Fund to the Miami Stadium Enterprise Fund. Appropriations for these projects remain unchanged, as approved by the City Commission on December 9, 1982, by Ordinance No. 9534. It is .recommended that these projects be transferred to the appropriate fund to ensure proper accounting procedures. On July 29, 1982, the City Commission adopted Motion 82-747, approving the selection by the City Manager of Greenleaf-Telesca to provide professional architectural/engineering services for the planning, design, and construction consultation of the proposed Dinner Key Marina Renovation and Expansion capital project. On November 4, 1982, the City Commission approved Resolution 82-1040, authorizing the City Manager to execute a contract with Greenleaf-Telesca for these services in the amount of $413,000. An additional $37,000 is required to pay for additional aerial photography contractual work and associated project expenses incurred by the Department of Public works. The total amount of $450,000 is available from Dinner Key Marina Retained Earnings. It is recommended that these funds be appropriated to pay Greenleaf-Telesca's contract and the above mentioned expenses associated with the renovation and expansion of Dinner Key Marina. It is recommended that $157,000 be appropriated to reestablish Upgrade Systems Coverage as an on -going project in the Capital Improvement Fund, as previously approved by the City Commission on November 19, 1981, by Ordinance No. 9353.
