MiERF_'1S, Section 402(b) of Ordinance No. 9332, adopted October 19, 1981,
states that the City Comidssion slkill establish Xi independent nonprofit com-
munity access corporation to be knavn as the "Miami Cable Access Corporation"
("PUMC") to manage and allocate the use of the nonmunicipal public access
channels of the SN7stem; and
t-=RLAS, Resolution No. 82-303, adopted on the first day of April, 1982,
provides for the establisly�ent of a five (5) member board to undertake the hiring
of a consultant to prepare the Articles of Incorporation and By -Laws for the
Hiami Cable Access Corporation; and
61IlEtZF.AS , the $50,000 appropriation would be used to compee.nsate the consultant
for the aforementioned work and to cover incidental expenses of developing the
Articles of Incorporation and By -Laws; and
WI-IEREAS, the $50,000 shall be reimbursed from the $200,000 in start-up funds
to be contributed by the cable licensee for the Hiani Cable Access Corporation
pursuant to Section 403 of Ordinance No. 9332; and
wHEREAS, Ordinance No. 9405, adopted April 1, 1982, established a special
revenue fund entitled: "P,Iiami Cable Access Corporation" and appropriated thereto
a sum of $50,000 from anticipated revenues to be contributed by the cable
licensee for "MCAC" start-up costs; and
IT EREAS, this appropriation lapsed on September 30, 1982, without the
expenditure of any funds; and
MIEREAS, the aforementioned revenue is available for appropriation in the
current fiscal year;
NOSY, T EREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF PZIA U ,
FLORIDA:
Section 1. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:

Section 2. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 3. If any section, part of section, phrase, paragraph, clause or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.

"It is recommended that the attached
Ordinance appropriating $50,000 to
the Miami Cable Access Corporation
Special Revenue Fund for the fiscal
year ending September 30, 1983, be
presented to the City Commission for
their approval."
On April 1, 1982, the City Commission appropriated $50,000 for
the expenses of the Miami Cable Access Corporation for the pur-
pose of developing Articles of Incorporation, Bylaws, and a
Fiduciary Agreement between the City of Miami and the MCAC. No
funds were expended from this authority prior to the time that
Ordinance expired on September 30, 1982. The Initial Board of
Directors of the MCAC is now moving forward with the development
of the MCAC, that requires both legal and consultant services
to advise them on the development of Articles of Incorporation,
By-laws, and a Fiduciary Agreement that are needed prior to
incorporating the Miami Cable Access Corporation.
This appropriation will be refunded from anticipated revenues
to be contributed by the cable licensee for start-up contribution
of $200,000 as required by the Cable Television License Ordinance
#9332. The City Commission has,by Resolution 1"83-150 previously
authorized the expenditure of funds for the purpose of providing
to the MCAC, the consulting services of Ms. Jean Rice.
This action is needed to move the MCAC closer to the time when
public access services will be able to be provided to the citizens
of Miami.

OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, BY
ADDING A NEW SECTION 31.42, ENTITLED "BOND
REQUIREMENT", THERETO TO PROVIDE FOR THE POST-
ING OF A BOND AS A CONDITION PRECEDENT TO THE
ISSUANCE OF AN OCCUPATIONAL LICENSE TO PERSONS
ENGAGED IN THE BUSINESS OF FORWARDING FOOD,
MEDICINES, OR CASH TO INDIVIDUALS RESIDING IN CUBA,
OR TO PERSONS ENGAGED IN THE BUSINESS OF
ASSISTING IN THE EXECUTION OF DOCUMENTS BY RESI-
DENTS OF CUBA WHICH DOCUMENTS ARE REQUIRED IN
ORDER TO MIGRATE FROM CUBA; FURTHER REQUIRING
THAT PERSONS SO ENGAGED FURNISH A STATEMENT
AT THE TIME OF APPLYING FOR SUCH LICENSE WHICH
STATEMENT SHALL FURNISH A DESCRIPTION OF THE
NATURE AND EXTENT OF THE SERVICES OFFERED BY
SAID PERSON TOGETHER WITH THE PROPOSED MAN-
