AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 871-9, ADOPTED OCTOBER 26, 1977, THE SUMMARY _ GRANT APPROPRIATIONS ORDINANCE, AS AMENDED; BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: "CUBAN/HAITIAN SERVICE DELIVERY WORK PROGRAM", AND APPROPRIATING FUNDS TO BE RECEIVED FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES IN THE AMOUNT OF $59,052; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City cash -match requirements; and WHEREAS, the City Commission adopted Resolution No. 82-1020 on November 4, 1982, authorizing the City Manager to enter into an agreement with Metropolitan Dade County for funding of a project under the Cuban/Haitian Entrant Community Criminal Justice Assimilation Program providing $59,052 to the City of Miami for allocation to its Police Department; and WHEREAS, the purpose of this program is to improve communications between staff of the Police Department and Haitian immigrants to encourage citizen participation in crime prevention activities; and WHEREAS, the primary objective of the program is to acquaint Haitian immigrants with the criminal justice system with emphasis in the area of child abuse; and WHEREAS, the City of Miami's Police Department has reviewed the terms and conditions as set forth by the grantor agency and agrees to carry out the program in conformance with these requirements; NOW, THEREFORE, BE IT ORDATNED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: i Section 1.. Section 1 of Ordinance No. 871-9, adopted October 26, 1977, as amended, is hereby further amended in the following pa.rticu- lars:l/ FUND TITLE: DvCnnoOoe . "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: CUBAN/HAITIAN SERVICE DELIVERY WORK PROGRAM United States Department of Health and Human Services through the Florida Department of Community and Veteran Affairs and Metropolitan Dade County's Office of the Dade -Miami Criminal Justice Council. $59,052 APPROPRIATION: Cuban/Haitian Service Delivery Work Program $59,052 Section 2. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Gary City Manager The primary purpose of this structure is to provide a mechanism for participation of specific neighborhoods and city wide input, generating ethnic sensitivity, identification of issues, problem solving and the actual development of specific strategies. Through the efforts of this project the Haitian community will become the eleventh (11) Crime Prevention Sub -Council represented on the Area -Wide Council, and therefore, be an integral part of the issue identification and problem solving process related to crime and crime prevention.
