AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE 9534,
ADOPTED DECEMBER 9, 1982, THE CAPITAL IMPROVEMENT
APPROPRIATION ORDINANCE FOR TINE FISCAL YEAR ENDING
SEPTEMBER 30, 1983, BY DECREASING APPROPRIATIONS
FOR PROJECT II. B.9., CITYWIDE PAVING IMPROVEMENTS
BY THE AMOUNT OF $84,000; AND BY DECREASING
APPROPRIATIONS FOR PROJECT IV.B.4., CITYWIDE SANITARY
SEWER EXTENSIONS IMPROVEMENT BY THE AMOUNT OF $99,903;
AND BY DECREASING APPROPRIATIONS FOR PROJECT V.B.S.,
LOCAL DRAINAGE PROJECTS BY THE AMOUNT OF $43,1.00; AND

CAPITAL PROJECT; AND BY ESTABLISHING 1975, 1976 AND
1980 SANITARY SEWER GENERAL OBLIGATION BOND FUND
BALANCE AS A RESOURCE IN THE CAPITAL IMPROVEMENT FUND,
IN THE AMOUNT OF $99,900; CONTAINING A REPEALER PRO-
VISION AND A SEVERABILITY CLAUSE:
WHEREAS, the City Commission adopted Ordinance No. 9534
on December 9, 1982, establishing resources and appropriations
for the implementation of Capital Improvements in the City of
Miami, Florida, for the fiscal year ending September 30, 1983;
and
WHEREAS, the Department of Public Works has experienced
a forty-one percent (41%) loss in personnel in the last ten vears;
and
WHEREAS, the City Commission has requested the Department
of Public Works to expedite the construction of the City's
Sanitary Sewer System and to maintain its schedules for Highway
and Storm Sewer construction; and
WHEREAS, the City's User Committee has recommended that
the Department of Public Works acquire a computer assisted draft-
ing and design system to allow compliance with these schedules;
and
WHEREAS, the Booz-Allen & Hamilton, Inc., consultants
report on computerized systems for the City of 11-1iami concurs with
the acquisition of such a system for the Department of Public
Works; and
WHEREAS, the acquisition of a c,>mputer assisted
drafting and design system is estimated to cost $227,000;
and
WHEREAS, the amount of $84,000 is available for
the aforementioned purpose from the Citywide Paving Improve-
ments Project; and
WHEREAS, the amount of $99,90,) is available for the
aforementioned purpose from the Citywide Sanitary Sewer
Extensions Project; and
WHEREAS, the amount of 443,100 is available for the
aforementioned purpose from the Local Drainage Projects; and
WHEI'.EAS, the amount of 0,227,000 can be transferred
to the Capital Improvement Fund and be appropriated to estab-
lis?1 Computer Assisted Drafting and Design System as a new
capital project in said fund;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1 of Ordinance No. 9534,adopted December 9, 1982,
is hereby amended in the following particulars: I/
"Section 1. The following appropriations hereby made
by fund and project title include previously authorized
projects and fund appropriations for implementation of
all municipal capital improvements of the City of Miami,
Florida. The source of revenues to support the herein
appropriations are hereby identified by fund and project:
1/ Words and/or figures stricken through shall be deleted.
Underscored words and/or figures shall be added.
The remaining provisions are now in effect and
remain unchanged. Asterisks indicate omitted and unchanged
material. All figures are rounded to the next hundred
dollars.

.Attached is a copy of the request for funds that this department
criginally prepared in connection with the acquisition of a
C=puter assisted drafting and design system.
On the third page is an approximate return on investment analysis.
Based on two work stations, and a multiplier of 4, the computer
will produce the work equivalent to 6 draftsmen (1500 hrs. X
2 stats. X 4). r
The amount originally budgeted was to be recovered within one
year (+ $180,000). However, we have been involved in this study
for over a year. As of February 14, 1983, prices from the major
' suppliers will rise 20% to 25%; thus the reason for the increase
in the appropriation.
T'-ie report includes reasons and recommendations from this department.
Tile time -saving factor (ie, productivity increase) is of major
L--,portance since the Commission expressed the desire to speed-up
sct::ering of the City, and we are getting very good prices for
construction. The faster we get designs out, the better we can
take advantage of these lower bid prices.
The Department of Computers has been consulted all along, and is
a•,:7are of our intentions regarding this matter. Proposals in
f4nal form are being prepared for bidding; the bids will be
e-aluated by the Users Committee.

COMPUTER ASSISTED CIVIL ENGINEERING
AND
AUTOMATED DRAFTING SYSTEM:
REQUEST FOR FUNDS
Background:
Over the past six months, the Department of Public Works has been
involved in consultations with several leading companies in the
computer industry. Computer technology in the field of engi-
neering has been developed to encourage its utilization in an
effort to increase productivity, improve quality, and reduce
costs for any engineering oriented business.
Statement of Needs:
This department has conducted a research study into
state-of-the-art available electronic equipment that would update
and modernize its engineering functions. Areas of study included
office and field work needs for data collection, storage, compu-
tations, measurements, drawing, and graphics.
The system required will be one that will speed up output, and
efficiently minimize the amount of man-hours devoted to a
project. It shall include the following capabilities:
1. D e s i g n
With the use of the appropriate software, it shall
be able to solve design problems, based on current
criteria, for sanitary sewers, storm sewers, and
highways projects.
2. Graphics
(a) Sewers & Highways Projects:
The system shall be able to produce
finished plan sheets, with profiles,
based on stored information and new de-
sign data;
(b) Miscellaneous:
The system shall be able to produce up-
dated municipal atlas sheets by the ad-
dition of new plats; underground utility
information shall be kept current with
new permit information to provide
up-to-date underground drawings.

3. Store:
All new information pertaining to current pro-
jects, ideally survey and inspection data shall be
converted to provide as -built drawings, final es-
timates of projects, and processed assessments.
Available Soluticns:
1. Increasr,d use of the main City computer system:
Although this appears to be a feasible solution, this
department vould have to provide its own programmer and
its own sT-ecial hardware. Manpower shortages at the
Department of Computers and Communications will not
allow them to provide the support this system will re-
quire. In c.ddition, the already overtaxed disk capa-
bilities of the B6800 make it impractical for its use
in supplyi.,g the adequate storage space. Further in-
creased depc:,cience on the D.C.C. is not recommended.
2. Acquis_'tion of a departmental mini -computer
Sys tcm:
Several cc:,I,anies were contacted; the technology to
satisfy c,;c ;seeds is available in the present day mar-
ket.
The firms of 'iewlett-Packard in hardware, and Holguin b
_ Associates in programming, have developed a joint
package of _nmputer assisted engineering applications
that will ;,Yr orm the functions we require:
The I. i_'-,:are from Hewlett-Packard consists of
two .-,-,::rate desk -top computers incorporated
into ,ne system. Model 9845B will run the
desii;n aspect of the package, while Model
1000-1•5 drives the graphics and drawings
port!c,n.
Holgui: h Associates presented this depart-
ment -.:fth specifications and functions for
their C.A.D.D. (Computer Assisted Drafting
and D,:-i n) and C.E.A.D.S. (Civil Engineering
Design and Automated Drafting System) pro-
grams.
After eval.;itl ng the proposals submitted by these two
companies 'nd interchanging ideas with other local en-
gineering , tfits that are now using these services,
the submit,,-' configuration emerged as the best working
solution.

The system chosen will, among its applications:
a. Replace manual drafting tools with computerized
drafting tools;
b. Multiply productivity of labor-intensive
drafting/design operations at significantly lower
costs; it guarantees a minimum productivity ratio
3:1 for any drawing:
c. Significantly improve quality and accuracy;
d. Reproduce edited or revised graphics in minutes as
compared to hours manually;
e. Upgrade and retrain present staff;
f. Serve as a filing system for project data;
g. Provide an instant picture of planning processes,
design decisions and alterations, and final
product;
h. Increase work load and reduce professional lia-
bility.
Return on Investment Analysis:
The following productivity gains are based on a con-
servative multiplier of 4 to 1 (CEADS-CADD minimum is
3:1 with 6:1 and greater achievable with H 6 A's Orga-
nization Path and Production Path.)
With 50 work weeks per year for each CEADS-CADD station
(no vacation or sick leave); 50 weeks x 40 hours/week
x.75% efficiency - 1,500 hours/year available for each
station.
Use $15 per hour for standard drafter's sa-
lary plus benefits and overhead (based on
national statistics).
Return on Investment for Two Configurations
A. CEADS-CADD TWO STATION SYSTEM
6,000 hours x $15 x 2 Stations - $1809000
B. CEADS-CADD THREE STATION SYSTEM
6,000 hours x $15 x 3 Stations - $270,000
Total investment is returned within the first
year.

Both companies involved offer comprehensive packages in
training, and support of the equipment and programs.
RECOMMENDATIONS:
The Department of Public Works, afeter determining its needs and
evaluating possible solutions, recommends the purchase of the
equipment and programming described at an approximate cost of
$180,000.
Due to the specialized nature of the purchase, this department
also recommends that said purchase be directly made from
Hewlett-Packard for the hardware, and a license agreement be made
with Holguin & Associates for the software.
Further details, if required are available from the office of the
Director of Public Works.
