A RESOLUTION URGING AND REQUESTING THE
DADE COUNTY SCHOOL BOARD TO PLAN FOR THE
CONTINUED AND IMPROVED PROVISION OF
PRIMARY SCHOOL FACILITIES AND SERVICES IN
THE SOUTHSIDE/BRICKELL NEIGHBORHOOD OF
THE CITY OF MIAMI.
WHEREAS, in January, 1983, the Dade County Attendance
and Boundary Committee considered a recommendation to the
Dade County School Board that the Southside Elementary School
be closed; and
WHEREAS, the Committee voted to defer the recommendation
for one year to allow further consideration of the issue; and
WHEREAS, the City Commission recognizes the essential
service provided the Southside/Brickell neghborhoods by the
existing bilingual primary education program at Southside
Elementary School; and
WHEREAS, Comprehensive Development Planning Policies
adopted by the City Commission explicitly encourage and
provide for the future growth of the Brickell area as a high
density residential mixed -use neighborhood; and
WHEREAS, an improved primary school facility will be a
vital part of public service needs for an expanding Brickell
neighborhood and essential to the success of implementing
Master Plan policies; and
WHEREAS, current zoning and development controls offer
several potential mechanisms for inducing private sector
support and participation in accommodating an improved
elementary school facility in the Brickell/Southside
neighborhoods;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. The Dade County School Board is hereby urged
to recognize and consider the present and growing need for
quality primary
school programs
and
facilities in the
Brickell/Southside
neighborhoods of
the
City of Miami.
Section 2. The Dade County School Board is hereby
urged to join with the City Commission during 1983 to
actively prepare development strategies and mechanisms to
maintain and improve future elementary school facilities and
programs for the Brickell/Southside neighborhoods.
Section 3. The Dade County School Board is hereby
requested to direct its staff to join with the City
administrative staff in reviewing State of Florida Standards
governing the replacement and improvement of public school
facilities and in recommending means of reconciling those
Standards with City of Miami school improvement needs.

School Board Plan for Elemen-
tary School Needs in Brickell

it is recommended that the attached resolu-
tion be adopted urging the Dade County School
Board to consider and plan for future ele-
mentary school needs in Brickell. This item
should be placed on the April 14 Commission
Agenda.
The Dade County Attendance and Boundary Committee voted this past
January to defer for one year consideration of recommending clo-
sure of Southside Elementary School to the School Board. An
aging facility on valuable (perhaps $6,000,000) land, Southside
Elementary School at SW 13th Street and Miami Avenue is a prime
target for closure and consolidation with nearby schools. This
potential action raises several serious concerns:
1) Brickell is increasing in population and current land use
policies promise to escalate that increase. If Brickell
mixed -use development policies are to result in the quality
stable downtown neighborhood so long advocated then a public
elementary school is essential.
2) Based on current Dade County School Board enrollment capaci-
ties, nearby elementary schools -- Coral Way, Riverside,
Douglas -- are already overcrowded and could not absorb a
consolidation of Brickell's school population.
3) All of our inner-city schools are not only crowded, but aging,
if not deteriorated, and located on undersized sites. State
standards prevent the current 1.8 acre Southside site from
being rebuilt on unless expanded to 11 acres, clearly an im-
possibility. The same problem exists in considering expanding
nearby school facilities.
4) The School Administration may be considering selling the
Southside site without taking into account options for
rebuilding or expanding school facilities in the general area.

We feel that enlightened policies of integrating public and pri-
vate investment and development in inner city areas may hold op-
portunities to positively address these issues. Brickell may
well be our best chance to demonstrate these approaches that
could also benefit other neighborhoods (Edgewater, Coconut Grove,
Little Havana).
